For the past ten years, the Corporation for Supportive Housing (CSH) has worked with hundreds of organizations who develop and operate permanent supportive housing—affordable housing linked to comprehensive services. We have used our resources to provide a variety of tools, including grants, loans, technical assistance and publications, to groups around the country who are housing people who have been homeless or are at serious risk of homelessness and struggle with the challenges of mental illness, substance use and other chronic health challenges. Increasingly, organizations are asking CSH for assistance in developing permanent supportive hous- ing for chronically homeless families. Family Matters was developed as a comprehensive guide to developing supportive housing for families who have struggled continuously to maintain housing and a stable family life. The manual offers practical information, planning tools and sample forms. We hope Family Matters will be useful to organizations new to supportive housing as well as experi- enced providers who now want to serve families. Unless otherwise noted, the organizations are fictionalized versions of practical experience. Founded in 1991, the Corporation for Supportive Housing (CSH) is a national financial and technical assistance intermediary dedicated to helping nonprofit organizations develop and operate service-enriched permanent housing for homeless and at-risk families and individuals with special needs, including mental illness, HIV/AIDS and substance use issues. CSH currently carries out its programs in eight states and localities with offices in: California, Connecticut, Illinois, Michigan, Minnesota, New Jersey, New York City, and Ohio. As a local intermediary, CSH convenes community-based stakeholders, brings relevant research and data to the table, works with networks of providers and government from planning through imple- mentation and makes grants and loans. Its goals are to expand the supply of supportive housing, build new constituencies and local capacity for reform, help networks take advantage of funding opportunities, and provide assessment of the efficacy of new initiatives.     New Jersey Early Intervention System SPP/APR FFY 2018 (SFY 2019) Indicator 11-Attachment State Systemic Improvement Plan Submitted: April 1, 2020 THE STATE SYSTEMIC IMPROVEMENT PLAN PHASE III INTRODUCTION The New Jersey Department of Health (DOH) is the designated State Lead Agency for the Early Intervention System (NJEIS) established under Part C of the Individuals with Disabilities Education Act (IDEA). As such, the DOH is ultimately responsible for using its supervisory authority to ensure the availability of appropriate early intervention services for eligible infants, toddlers and their families. New Jersey is divided into three geographic regions that are North Jersey, Central Jersey and South Jersey. The state has a twenty-one (21) county governmental structure and NJEIS operates in all 21 counties of New Jersey through contracts with 50 Early Intervention Agencies (EIPs), 13 Service Coordination Units (SCUs) and four Regional Early Intervention Collaboratives (REICs). Phases I & II of the State Systemic Improvement Plan (SSIP) in 2015 and 2016 were completed through the efforts of the DOH and stakeholders through multiple meetings; the formation of small, task-oriented workgroups; data collection and analysis that all support the State- Identified Measurable Result (SIMR). The NJEIS defined the SIMR as: “Infants and toddlers with disabilities will substantially increase their rate of growth and development of positive social emotional skills by the time they exit the program as measured by Indicator 3A, summary statement 1” The execution of Phase III Years 1 through 4 followed the Actions Steps outlined in each of the four (4) Implementation Plans along with the Methods and Measures of the Evaluation Plan developed and submitted in Phase II.

    Page 1 1 of 1 DOCUMENT Advertising Age November 18, 1991 Blacks reveal TV loyalty SECTION: MEDIA; Media Works; Tracking Shares; Pg. 28 LENGTH: 537 words While overall ratings for the Big 3 networks continue to decline, a BBDO Worldwide analysis of data from Nielsen Media Research shows that blacks in the U.S. are watching network TV in record numbers. "Television Viewing Among Blacks" shows that TV viewing within black households is 48% higher than all other households. In 1990, black households viewed an average 69.8 hours of TV a week. Non-black households watched an average 47.1 hours. The three highest-rated prime-time series among black audiences are "A Different World," "The Cosby Show" and "Fresh Prince of Bel Air," Nielsen said. All are on NBC and all feature blacks. "Advertisers and marketers are mainly concerned with age and income, and not race," said Doug Alligood, VP-special markets at BBDO, New York. "Advertisers and marketers target shows that have a broader appeal and can generate a large viewing audience." Mr. Alligood said this can have significant implications for general-market advertisers that also need to reach blacks. "If you are running a general ad campaign, you will underdeliver black consumers," he said. "If you can offset that delivery with those shows that they watch heavily, you will get a small composition vs. the overall audience." Hit shows -- such as ABC's "Roseanne" and CBS' "Murphy Brown" and "Designing Women" -- had lower ratings with black audiences than with the general population because "there is very little recognition that blacks exist" in those shows.

The characters that were analyzed in two episodes were the young black women of Insecure and in two episodes the young white women in Girls. The method for this study was conducted using content analysis to identify the following variables focusing on identity, racial stereotypes and names used to address one another. Additionally, variables to identify gender included emotional approaches to situations, stereotypes and gender role expectations. The comprehensive findings revealed through similarities and differences of the episodes containing similar plot lines, as well as the overall analysis of each show, gave insight on how race and gender is being presented.

Similar inequalities have been portrayed for men versus women, black versus white, old versus young, and for other status hierarchies. Already embedded in the larger culture, these stereotypes are used to signify character types that advance dramatic goals. Nevertheless, the pervasiveness of network tele- vision and the persistence over five decades have contributed immeasurably to reproducing these same stereotypes. Women, for example, have been cast as main characters only where the subjects of romance or family are salient; they have been absent from rational discussions in scripts [Gerbner, 1972]. Women’s presence thus signals certain themes. Similarly, traits culturally associated with a lower status, applied to a person of higher status devalues that person. Men are devalued by characte- rizing them as feminine. Such status inversion can then effectively confirm other lower statuses held by the person. Female, black and lower-class adults have been devalued by characterizing them as child-like. Child-like attribu- tions undercut their adult status, confirming their lower status as female, black or lower-class.

    TGIF: THANK GOODNESS IT’S FAMILY: FAMILY MESSAGES IN ABC’s 1990S FRIDAY NIGHT LINEUP by Kourtney Hanna Smith A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree of Master of Science in Mass Communication Middle Tennessee State University December 2015 Dr. Katherine Foss, Chair Dr. Jane Marcellus Dr. Jan Quarles ABSTRACT Early television sitcoms in the 1950s focused on families with traditional nuclear structures and conventional values. Almost four decades later, ABC’s Thank Goodness It’s Funny 1990s lineup featured families whose premise and themes were based on reconfiguring family structure. By studying television families in Full House (1987- 1995), Family Matters (1989-1998), Step-by-Step (1991-1998), Boy Meets World (1993- 2000), and Sister, Sister (1994-1999), we see traditional family values of love, friendship, togetherness, and instilling the importance of hard work and education in children. TGIF’s theme songs reconfigure the American family through song, and emphasize that reconfiguration leads to a better family.     Family Matters A Time of Reflection By Arlene (Ari) Istar Lev LCSW, CASAC I am writing this column on a beautiful spring morning in 2007, and thinking about the changes in our LGBT family and parenting communities over the past two decades. Perhaps it is a strange way to inaugurate a new column by reflecting on the past, but as I have been contemplating the development of this column on LGBT family issues I have been thinking about how far we have traveled in the past twenty years. Professionally, it has been a time of enormous change for LGBT families. Backed by solid research, academically and clinically we have established a field of study that grows increasingly more complex and diverse and is now reflected in changing laws and policies protecting LGBT families. Although the political arguments about our families continue, even our most conservative opponents cannot deny the existence of LGBT-headed households. Their argument is no longer “can” or “should” LGBT have families, since it is obvious that we can, and will, and do. They may try to influence what is taught in schools, and try to block our integration into the lives of mainstream cultures, but like those still flying the Confederate flag, they surely must recognize that the tide has turned against them; they have become a minority voice as more and more communities welcome our families. It is a time of personal reflection for me, as well, as I mark some significant milestones in my own life: This year I will be celebrating my 50th birthday; it has been 20 years since I received my MSW; my oldest baby is graduating from elementary school; and my youngest is completing first grade.
