Thepurpose of thelevyistogivedevelopersmorecertaintyover costsand give councils andcommunitiesmorechoiceand flexibility in howthey fund infrastructure. CILRegulationsrestrictthe useofS106Obligations. Once CILisinplace,orafter 6th April 2015, whichever comesfirst,the useofplanning obligations to fund infrastructurewillbe limitedtonomorethan five planning obligations.Itisthereforenecessary to review theway thetwo funding streamswill be used to fund infrastructuretoavoid asituation where developersare chargedtwicefor thesameinfrastructureitem. TheDraft Developer Contributions /Planning Obligations SupplementaryPlanning Document (SPD) clarifyhow thetwo mechanisms will workalongsideeachother. Thepublished DraftChargingSchedule, which has beenpreparedinaccordancewiththe CIL Regulations 2010 (asamended) andSection 212ofthe PlanningAct 2008(as amended), showsthe proposed tariffsand provides backgroundinformation to supportthesecharges. TheCouncilsare inviting representations on their CILDraft ChargingSchedules and associated evidencefrom 09:00 on 9th Mayto5:00pmon20th June 2014.The Councils are alsoinviting representations on theDraft SupplementaryPlanning Documentsduring the same period, in accordancewiththe Town andCountry Planning(Local Planning) (England) Regulations 2012.
