As such, I look forward to working with you to improve the realities faced by the disability community and to ensure that they can endure this crisis. During this forum, members of the New York State Senate heard from representatives of parent- advocates, service providers, and coordinated care organizations, who discussed the problems that they face as the pandemic persists. As you know, the pandemic has created an array of challenges, from the visitation ban, inflexible telehealth practices, and lack of communication between agencies, parents, and providers.

    THE NATION NEEDS NEW YORK Each January, the state Legislature gathers for a six-month session to grapple with the pressing issues of the day and to advance public policy that will make our state a better place in which we live, work, and play. Over the years, New York has set the tone for enacting bold laws to protect the environment, to cut pollution, and to improve the health of our communities and people. In the late 1800s we enacted the forever-wild provision of the state Constitution; in the 1980s we adopted the nation’s first acid rain law and the bottle bill; and, we have the most comprehensive environmental quality review act in the nation. It is truly breathtaking what can be achieved when the Legislature focuses and commits to protecting the environment. The 1993 session is a prime example of what is possible – in that year, agreements were forged to enact the Long Island Pine Barrens Protection Act, the Environmental Protection Fund, and the Clean Air Compliance Act! We chose an image for this year’s cover that depicts all that is at-risk if our leaders fail. For sure we have made enormous progress that we don’t want to lose. But, community character continues to be challenged by overdevelopment, we struggle to provide safe water for drinking, and we have too many people exposed to air pollution that can make them sick. As we bear witness to what is shaping up as the most anti-environment federal government (Congress and the Administration sharing this equally), the question for all New Yorkers is: are our leaders ready to embrace the challenge and demonstrate to the nation how strong environmental laws and standards lead to the progress and prosperity we all need? 2 EPL/Environmental Advocates is one of the first TABLE OF organizations in the nation formed to advocate for the future of a state’s environment and the health of its citizens.

Since this book was first published in 1977, new legislators of color have arrived in the Senate and Assembly to continue to change the color and improve the function of New York State government. In its 48 years of existence, I am proud to note that the Caucus has grown not only in size but in its diversity. Originally a group that primarily represented the Black population of New York City, the Caucus is now composed of members from across the State representing an even more diverse people.

INTRODUCTION For the first time in 27 years, on Wednesday, February 13, 2019, joint public hearings of the New York State legislature were held on the subject of Sexual Harassment in the Workplace. February’s hearing was convened in response to a troubling pattern of high rates of persistent and continuing harassing behavior over the past quarter century. More currently and specifically, the hearing was an outgrowth of and response to the courageous efforts of seven former New York State legislative employees who witnessed, reported, or experienced sexual harassment during their time working in State government. At the urging of these brave women and other tireless advocates, the goal of the hearing was to gather information that would reveal opportunities to create stronger and clearer policies and procedures that will endure in public and private sectors throughout the state. Legislative leaders hoped that the hearing might aid in the strengthening of proposed legislation and spur the development of new legislation that will make New York State a leader in workplace safety and anti-harassment law.
