    FAA 118 / 119 REPORT CONSERVATION OF TROPICAL FORESTS AND BIOLOGICAL DIVERSITY IN TIMOR-LESTE JUNE 2012 PURPOSE In 2012, USAID/Timor-Leste will prepare its five-year Country Development Cooperation Strategy. USAID/Timor-Leste recognizes that protection of the environment and sustainable management of natural resources are required for a successful development program. Climate change adaptation, environment and natural resources management will be crosscutting themes in the new strategy. This report is an update of an assessment conducted in 2009 and fulfills the planning requirements set out by two provisions of the Foreign Assistance Act: 1. Section 118(e) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to achieve conservation and sustainable management of tropical forests, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." 2. Section 119(d) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to conserve biological diversity, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." METHODOLOGY This report is intended as an update to the 2009 draft of the Timor-Leste Tropical Forests and Biodiversity Analyses. Additional information was gathered and incorporated into the previous report during a visit to Timor-Leste in April 2012 by Sarah Tully, USAID, ME/TS.

Welcome On behalf of the Ornithological Society of New Zealand we are pleased to welcome you to Blenheim and the Third Australasian Ornithological Conference. Delegates have come from all parts of Australia and New Zealand and some from even further afield. Some are presenting papers reporting work done elsewhere including New Guinea, East Timor and the Cook Islands. We are delighted that the sphere of interest in these conferences is expanding to take in the fascinating avifaunas of other nations in the wider Australasian/Pacific regions. We have been over whelmed by the number of interesting papers offered for presentation. We have had to run concurrent sessions for the entire duration of the conference and for parts of one day resorted to running a third session. Even then we were unable to allow all those people who offered a spoken paper the opportunity to present their work. We apologize to those who missed out. The programme contains the rich mix of science and conservation typical of AOC conferences. Doubts have been expressed as to the wisdom of holding a conference in Blenheim rather than on a university campus. We are certain that those who go on the fieldtrips will understand why Blenheim was chosen. Marlborough is arguably the wine and food capital of New Zealand and our sponsor Grove Mill Winery and our caterers promise fare unequalled on any university campus. We trust that the conference will stimulate discussion and that many new friendships are forged and old acquaintances renewed. The major metallic minerals in Timor-Leste are gold, copper, silver, manganese, although further investigations are needed to determine the size, their vertical and lateral distribution. Gold is found as alluvial deposit probably derived from quartz veins in the crystalline schist of (Aileu Formation). It can also be found as ephithermal mineralisation such as in Atauro island. Nearby islands, Wetar, Flores, and Sumba islands of Indonesia Republic have produced gold deposit in a highly economic quantity. In Timor-Leste, the known occurrences of these precious minerals are mostly concentrate along the northern coastal area and middle part of the country associated with the thrust sheets. The copper- gold-silver occurrences associated with ophiolite suites resembling Cyprus type volcanogenic deposits have been reported from Ossu (Viqueque district), Ossuala (Baucau district), Manatuto and Lautem districts. The Cyprus type volcanogenic massive sulphides are usually between 500.000 to a few million tons in size or larger (UN ESCAP-report, 2003).

TRAINOR and THOMAS SOARES Atauro island, Timor-Leste, lies between Timor,Wetar and Alor in the Lesser Sundas, but its avifauna was previously unknown. Five visits totalling 12 days in 2003–2004 resulted in 84 bird species being recorded. These included Timor Green Pigeon Treron psittacea (Endangered), Black Cuckoo Dove Turacoena modesta (Vulnerable) and four Near Threatened species: Pink-headed Imperial Pigeon Ducula rosacea, Beach Thick-knee Esacus neglectus, Malaysian Plover Charadrius peronii and Orange-sided Thrush Zoothera peronii.The avifauna appears to be most closely related to that of Timor, with the exception that the Olive-brown Oriole Oriolus melanotis is repre- sented by the Wetar race (finschi).     Development Eff ectiveness Brief: Timor-Leste Laying the Foundations for Prosperity The Asian Development Bank (ADB) has been supporting Timor-Leste’s development since 1999, 3 years before the country gained independence. ADB’s assistance has been concentrated on helping the government build a broad-based, non-oil economy through supportive investments in the national road network, urban water supply, and technical and vocational education and training. Related technical assistance has focused on infrastructure management, fi nancial and private sector development, preparations for regional economic integration, and regional cooperation on marine conservation. As of December 2014, ADB had provided 5 loans totaling $101.78 million, 5 Asian Development Fund grants worth $85.00 million, and 43 technical assistance grants amounting to $37.55 million. About the Asian Development Bank ADB’s vision is an Asia and Pacifi c region free of poverty. Guterres What is the research about? • The role of Haburas, a local NGO in Timor Leste, in supporting community based tourism development in Tutuala, East Timor. Tutuala: • Tutuala is a remote area located at the eastern end of Timor island, a sub district of Lautem in Timor Leste. • It is about 27 km from Lautem. • Tutuala sub-district was divided into two villages and each village was headed by a village head called chefe Suco. • The distant from Dili, the capital of East Timor, to Suco Tutuala is 234 Km. • The trip from Dili to Suco Tutuala took about 8 to 9 hours due to bad condition of the road.
