Executive Summary

This deliverable describes how each partner is committed in contributing to the creation of an AQUAKNIGHT Network of Stakeholders and in informing their own network contacts (e.g. water operators within their Countries) about project progress. Moreover, the Deliverables illustrates the methodologies implemented to build a network of stakeholders through the interconnections with dissemination activities. Existing networks such as MENA Water, WSSTP, Federutility, IWA, @qua etc are involved in the AQUAKNIGHT Network of Stakeholders, and other existing networks and interest groups in the water domain will be searched and involved as well within the network building process that is carried on along the project.

1 Introduction 1.1 Stakeholders and Target Groups AQUAKNIGHT defines the Stakeholders and the Target Groups into two different ways, according to their nature and their role within the project. Stakeholder is here considered anyone who holds experience and competence in the addressed field and/or is able to indicate users’ needs and requirements and offer validated data and information for the assessment and the tool(s) to be developed. Summarizing, it is the input reference for the planned work.

Basic steps for a correct involvement of stakeholders are: . To individuate stakeholders and to invite all to participate into the process and dialogue, with adequate resources and the facilities for a participation . To encourage the involvement of stakeholders . To favor project solutions agreed between proposers and stakeholders, streamlining the decision procedures and avoiding subsequent obstruction . To use as much as possible local resources and to care their training . To ensure transparency in the management procedures

Among stakeholders which lead developers to the definition of the addressed context and strongly support the exploitation of the final results, target groups are here considered as the actual stakeholders to which the developed tools can offer support in their daily activity. Summarizing, they are the output reference for the planned work. Target groups are more specific than stakeholders. Networking and dissemination activities towards stakeholders will lead to create AQUAKNIGHT Target Group represented by potential and actual final users of the developed technologies and methodologies.

To summarize from the core to the “external” shell the AQUAKNIGHT stakeholders can be classified in the following way:

1.2 AQUAKNIGHT Stakeholders and Roles The project stakeholders include all the people involved in the provision of water services in the Mediterranean region. AQUAKNIGHT partnership is committed to diffuse the project results extensively to ensure that stakeholders can benefit from the experience gained in AQUAKNIGHT. As part of the project dissemination actions, the project consortium has developed the network of stakeholders that will be regularly informed about the progress of the project and invited to the conferences. AQUAKNIGTH will be disseminated to the following stakeholders in the Mediterranean basin: Water operators. They will be made aware about the methodologies and technologies applied in the AQUAKNIGHT pilot projects and the results achieved in terms of water loss recovery and financial enhancement. They will be observers of the project with the aim that they increase capacity and decide to replicate the project actions in their networks. Water regulators. They will be supplied with information about the project’s scope and results and will be invited to the conferences. It is expected they are kept aware about the application of technology to improve network efficiency (leakage) and financial performance (recovery of commercial losses). This will help to develop a unified benchmarking practice for Mediterranean water utilities. D 4.2 - Network of stakeholders Confidential in the Mediterranean region AQUAKNIGHT

National institutions concerned with public services and water protection. The participation in the project of SONEDE, the national authority for the provision of water services in Tunisia and other national bodies such as HCWW in Egypt, IMELS in and WAJ in Jordan will support the application of the AQUAKNIGHT methodologies on a nationwide basis and provide the institutional and financial sustainability for the project after its completion. Customers of water services (citizens). The customers in the five pilot district metering areas will be aware about AQUAKNIGHT project since they will see the staff of the participating water utilities making the arrangements for district metering, flow and pressure monitoring, etc. Some of the users will have their water meters replaced and may also be affected by the flow monitoring and field operations that will be conducted in the pilot projects (they will be warned about possible interruptions of service at night time, etc.). Furthermore it is intended to publicise the project in the media, also with the aim of encouraging population to make a rational use of water. Companies supplying engineering services and equipment for water metering, monitoring, etc. will be also informed about the project results in order to foster the dissemination of best practice over the entire Mediterranean basin. The local service providers can profit from the opportunity to make alliances with partners from other Mediterranean countries and build synergies, sale of metering equipment, asset management contracts, etc.).

2 Building a Stakeholders Network 2.1 Methodology The AQUAKNIGHT stakeholders’ network has been created at the beginning of September 2012 following the request of IREN Acqua Gas to the project partners who have been asked to fulfil a template having the following fields: - Company name - Company type - Company expertise - Contact person - E-mail address - Web site Each partner has been asked to provide a list of stakeholders of their respective geographic area. In the following of the project, each partner should inform its own list of contacts about the project development and results. Periodic newsletters of AQUAKNIGHT will be sent to each member of the stakeholders’ network. Existing networks like MENA Water, WWSTP, Federutility, IWA, @qua etc… are or will be involved in the AQUAKNIGHT Network of Stakeholders.

2.2 Stakeholder’s characterization The AQUAKNIGHT Network of stakeholders established at the current date counts 200 contacts provided by all the partners of the consortium. The 200 organizations belonging to the AQUAKNIGHT Network of Stakeholders, have been classified in the following categories: Utilities Public Entities Technology Suppliers Engineering Consultants Other (associations, EU organizations, innovation centers...) Figure 1 shows the preponderance of the category Public Entities (110 over a total of 200) followed by Utilities (55 over a total of 200). Other categories cover a lower percentage.

Another kind of statistical analysis carried out on the stakeholders list relied with the Countries of appurtenance, as shown in the graph below.

3 Conclusions AQUAKNIGHT Network of Stakeholders, recently established, counts 200 organisations. Therefore, from the statistical analysis described in this deliverable, derived a big unbalance both in terms of typology (preponderance of Utilities) and in terms of geographical distribution (55% are Italian organizations). For sure, further works should be addressed to look for new contacts in the other partner countries, in order to smooth this difference. Even if the Network already represents a good instrument for reaching potential final users of project outcomes, some works are still to be done, on the one hand to homogenise the typology and nationality of participating organisation, on the other one to create effective communication channels from the partnership to the network. The establishment of the AQUAKNIGHT Network of Stakeholders is in fact a process horizontal to the other project activities, to be carried out in synergy with the other dissemination tasks.
