It's beginning to look a lot like Christmas, minus the snow at the moment. Nonetheless winter is coming.

Although there hasn’t been a major snowfall yet, the City of is well prepared for Winter. The City of Toronto has created a multi-pronged plan for clearing snow and ice on city streets and sidewalks. The first goal during a snow fall is to keep the roads clear for emergency and TTC vehicles. Click to view details. You can also track where plows and salt trucks are online tracking map.

The City of Toronto has teamed up with the world's largest community-based traffic and navigation app, Waze. Through this partnership, the City of Toronto and Waze's "Connected Citizens Program", Waze app users will have free access to the City's real-time traffic and road data, providing a greater ability for motorists to avoid road closures, construction and traffic jams. With the Holiday Season right around the corner I would like to talk about the Holiday Wish List. The City of Toronto has put together a list of agencies that run shelters, drop-in and other services asking them what gifts would bring cheer to their clients during the holidays.

There are fifty agencies on the list this year, which can be found here. On this list you can find details on which specific items each client's needs, along with contacts and information about volunteer opportunities and holiday events. The most requested items on this year's list are winter clothes, gift cards, toiletries, baby products and non-perishable food. There is also an opportunity to support the 43 Division Auxiliary Police Toy Drive by dropping off new unwrapped toys at the division's front desk, 4331 Lawrence Avenue East. Toy Drive flyer here

Cedar Ridge Park Trail Concept Plan Parks, Forestry and Recreation staff have been working on some trail improvements in Cedar Ridge Park, located behind the Creative Arts Centre. These improvements were based on a concept design created with resident input during 2014. A number of improvements were completed last year, including a rerouting of the main trail away from the erosion areas. Parks, Forestry and Recreation staff hope to continue with more improvements along with the switchback trail behind the Creative Arts Centre, pending approvals.

Lawrence Avenue East at Mossbank Drive Pedestrian Walk Time Inquiry A resident has requested an increase in pedestrian walk times at the intersection of Lawrence Avenue East at Mossbank Drive. Transportation Services have completed a review regarding the enquiry and have concluded that a minor change to the existing signal display walk times at this intersection is required at this time. Morningside Avenue Bridge Rehabilitation and Road Resurfacing I wanted to ensure you were updated on the bridge work currently taking place. As you can see new paving, curb and sidewalk work along Morningside Avenue as you travel between Ellesmere Avenue and Kingston Road has been completed. A new construction update is available here. The completion date for the entire project is for the end of May 2018. Thank you for all your patience.

Former Shell Gas Station Property At Kingston Rd. & Lawrence Avenue East City Planning staff had a pre-application meeting with the owners in early in 2016. There has not been any communication or interest further since then. There is no formal application for the 4384 Kingston Road (Old Shell gas station) I have been keeping an eye on this property, and have been filing regular complaints with the Municipal Licensing and Standards staff regarding the conditions of the site. Large wind swept piles of dirt, as well as tall weeds along the boulevard are not acceptable.

Slan Avenue: Underground Construction - full notice and the map Toronto Hydro is planning to perform maintenance work on the aging underground electrical system in our community to help improve service reliability. The work includes the upgrade of electrical cables within the City of Toronto’s public property allowance in front of or adjacent to some residential properties.

This project began in November with an approximate completion date of late June 2018. The area includes sections of Military Trail and Slan Avenue between Scarborough Golf Club Road (West) and Morningside Avenue (East). Throughout this project, there will be no planned electrical outages. Please review the full notice and the map of the project.

Resident Survey about Speed Limit on Orton Park Road: I sent a survey to residents who live on Orton Park Road asking if they support lowering the speed limit in front of both George B. Little Grade School and Henry Hudson Middle School. If you would also like to comment on this matter please do.

TTC on Brimorton Road/Scarborough Golf Club Road/Orton Park Road: I have been advocating with the TTC to alter the Ellesmere Road bus route to allow buses to travel along Scarborough Golf Club Road, Brimorton Road, and Orton Park Road to Ellesmere. (No stops on Ellesmere would be effected.) Currently the TTC says this change would be too much of a service impact. I will be sending area residents a petition. My persistence and your voices will help with having this route adjustment made. The petition can be found on my website – link to petition.

Botany Hill Park: Please advise me on your park experience and your park rating. I would like to hear everyone's thoughts on the community centre programs and building, the playground area, the dog park, as well as the natural areas in the park. Parks Staff have informed me that the lighting in the park will be improved by trimming the vegetation.

Christmas Tree Lighting Ceremony Come out on December 9, 2017 from 7pm to 8pm at the Guild Park and Gardens, 201 Guildwood Parkway by the outdoor gazebo for a FREE outdoor event for the whole family. Inspection and Cleaning of the Sewer Main on Greyabbey Trail The City of Toronto will be inspecting and cleaning the sewer main on Greyabbey Trail from 138 -141 from November 20th to December 15th. The work will involve flushing the sewer with high pressure water to remove any debris and inspecting the sewer with a closed circuit TV camera to verify that it has been adequately cleaned. Should the sewer segment require relining, measurements will also be taken at this stage for a custom structural liner which will be installed within the sewer at a later date. A separate City notice will be issued at least two weeks in advance of the relining work. For each segment of the sewer, the work may take up to 12 hours depending on the length and condition of the sewer pipe being rehabilitated. Work is expected to take place 7am to 7pm Monday to Friday. Access to the sewer is made through maintenance holes on the street. If the TV camera uncovers the need for localized pipe repairs that require excavation, the area will be restored with sod and/or asphalt once construction is complete. Walkway Lights at Guildwood GO Station A follower on Twitter brought to my attention that the walkway lights at Guildwood GO Station were out of order again. I contacted Metrolinx to advise them of the issue. The walkway lights have now been replaced. If you have any comments or questions regarding this matter please contact me.

NO PARKING ANYTIME Signs to be Installed on Cumber Avenue at both Morningside Avenue and Poplar Road No parking signs will be installed on both sides of Cumber Avenue at Morningside, as well as Poplar Road. People parking cars in the two areas are creating sight line issues for both pedestrians and motorists.

After receiving several requests from residents, Transportations Services' staff reviewed the area for any safety concerns due to the parked cars. The results indicated there were in fact site line issues which required the installation of 15 metre "NO PARKING ANYTIME" parking regulations signs on both sides of Cumber Avenue at Morningside Avenue, and also at the Poplar Road intersection.

Request for Signalized Intersection Lights at Morningside Avenue and Cumber Avenue I have made a request to Transportation Services to review the feasibility of installing intersection traffic lights at Morningside Avenue and Cumber Avenue. For some time residents have been advising me this intersection requires stronger traffic measure to address the children crossing four lanes of traffic to attend school. Ellesmere Road Paving and Sidewalk and Curb Work is Complete The paving work on Ellesmere Road is now completed. The pylons and signage pertaining to the work will be removed shortly.

Intersection of Military Trail and Ellesmere (UTSC) Crossing A number of constituents who attend the University of Toronto Scarborough Campus (UTSC) have expressed their concerns about crossing the intersection of Military Trail and Ellesmere Rd. due to traffic density and the high posted speed limit on Military Trail. I have sent these concerns to Transportation Services and they have let me know that they are reviewing the area to see if appropriate warning signs have been installed and if there is any room in funding to install zebra markings at the intersection for pedestrian crossing. Military Trail Road Work Highcastle Road to Ellesmere Road Notice to community

The work on Military Trail continues. The geotechnical investigation (an engineering report of the pavement structure and subsurface soil conditions) is complete.

The field investigations took longer than expected due to the location of an Enbridge Gas main that is in the vicinity of Military Trail. Enbridge imposed various restrictions and conditions on the City and the city consultant while working within the Right-Of-Way of their gas main, which led to a revision to the work plan multiple times.

We are now awaiting the factual and recommendation reports from the geotechnical consultant to advise on the current condition of the road and what future work is required to repair any damaged. These reports are expected shortly. The City will determine if the road can be re-opened depending on the results of these reports.

Toronto residents to propose and vote on $750,000 in local community improvement projects as part of City's participatory budgeting Toronto residents are invited to get involved in the City of Toronto's Participatory Budgeting pilot project by attending events in three areas. 3. Metrolinx Updates

Lakeshore East Railway Corridor Expansion Program: Rail Tie Replacement Work Fall 2017 Until the Fall, Metrolinx will be replacing old rail ties (e.g. rectangular wood or concrete support for the rails) with new rail ties along the entire Lakeshore East Corridor (Union Station to Oshawa GO Station). This is part of their routine rail corridor state of good repair maintenance program to ensure safe and efficient rail service. Work will be completed overnight between midnight and 6:00 a.m. (approximate). Metrolinx understands this work is disruptive, but can only be complete during overnight hours where there is minimal train activity.

Council Highlights meeting of November 7, 8 and 9, 2017

Integrating Public Transit Fares Council agreed to ask Metrolinx and the Toronto Transit Commission to accelerate their plans for full and affordable fare integration, including a single fare for rides in Toronto. In addition, Council adopted a motion asking for a report proposing a governance model for Metrolinx that ensures a transparent, formal decision- making process for regional transit decisions such as fare integration.

Bike Lanes on Bloor Street Council approved maintaining the eastbound and westbound cycle tracks (separated bike lanes) on Bloor Street West between Shaw Street and Avenue Road as a permanent installation following a pilot project. The intention is to improve safety for all road users while minimizing the impact on businesses and curbside operations. Council's adoption of the agenda item includes directions to staff, such as making refinements to the cycle track's design.

Parks and Recreation Facilities Council adopted a Master Plan for the City's parks and recreation facilities to guide decision-making and investment over the next 20 years. Adoption of the report included Council's support for several amending motions, and staff were asked to prepare an implementation strategy for the plan. The master plan aims to ensure that the provision of parks and recreation facilities is maintained consistently and is optimally distributed across the city.

Child Care in Toronto Council adopted a series of recommendations supporting child care. The recommendations include making agreements with non-profit and public-sector partners to fund the retrofit, expansion or development of child-care spaces that are not in schools. The City's 10-year vision for the licensed child-care system for children under age four aims to add 30,000 new spaces by 2026 and to increase affordability while ensuring that the system is staffed by a thriving workforce.

Pilot Project for Electric Vehicles Council authorized a one-year pilot project for residential on-street charging stations for electric vehicles at two locations in each of Wards 19, 30 and 32 as well as at a location near Toronto Hydro’s facilities on Commissioners Street. Users of the charging stations will pay a fee for the service.

Refugees in Toronto Recommendations to support the City's management of the arrival of refugees in Toronto received Council's approval. In addition to immediate measures to address an increase in the number of people arriving in Toronto and making a refugee claim, which affects the emergency shelter system, the recommendations include requests for support from, and collaboration with, the federal and provincial governments.

Implementing the Home for Good Program Council approved the allocation of funding for Toronto's implementation of the Ontario government's Home for Good program. The Toronto allocation of about $90 million over three years will help the City assist up to 2,000 people in need of housing. Implementation will help vulnerable people who are homeless secure and maintain housing as the first step to achieving an improved quality of life.

Proposal for a Legacy Structure Council voted in support of having staff work with the Toronto Council Fire Native Cultural Centre on the feasibility of establishing a legacy structure honouring Indian residential school survivors. The site proposed is south of the Peace Garden on the west side of Nathan Phillips Square at Toronto City Hall. The structure/site design is to be consistent with overall design considerations for Nathan Phillips Square.

Implementing Police Force Transformation Council provided direction on the Toronto Police Service's implementation of the Transformational Task Force's recommendations. Some of the changes will affect the provision of services such as the beaches lifeguard program and, effective in mid-2019, delivery of the school crossing-guard program. Council agreed to include a request about ensuring the police force has the resources needed to adequately enforce the Highway Traffic Act in Toronto neighbourhoods.

GO Station at Park Lawn Council agreed to ask staff to work with Metrolinx to make the establishment of a GO station at Park Lawn a priority as part of the Lakeshore West GO rail corridor, supporting potential development in the Park Lawn area of south Etobicoke. The Humber Bay Shores community is in that area. Metrolinx has not included a Park Lawn station in its 10-year shortlist of stations identified for expansion.

Licensing of Body-Rub Parlours Council decided to call for a detailed review of current bylaws governing the licensing of body-rub parlours and holistic centres, and to report on creating criteria for issuing licences for body-rub parlours in holistic centres where zoning permits. The report is also to address licence enforcement. Council's action on this matter follows a recent audit of holistic centres in the context of the City's licensing activities for the purposes of public health and safety, consumer protection and nuisance control.

Accessibility Ramps on Sidewalks Council adopted recommendations for the City to look into possibly creating a grant program that would help local business owners retrofit the entrances of their private properties to improve accessibility. Many businesses are using small wooden ramps of various dimensions to connect their business entrance/exit with the public sidewalk/right-of-way, providing wheelchair access.

Internships for Muslim Youth Council authorized arrangements for 13 councillor's aide positions in Toronto councillor offices on a part-time basis for 12 weeks to support the Muslim Youth Fellowship internship program. Placements are scheduled to start in January. The fellowship was created to increase participation in civic engagement among Muslim youth in Toronto.

Building Code and Greenhouse Gas Emissions Council adopted recommendations to encourage an emphasis on green standards in the Ontario government's current review/updating of the Ontario Building Code. The code is a tool that can assist with reducing greenhouse gas emissions in Toronto's building sector. The City's input consists of comments on proposed code amendments supporting efforts to mitigate the effects of extreme weather connected with climate change.

Toronto a Nuclear-Weapons-Free Zone Council voted in support of a motion to reaffirm that Toronto is a nuclear-weapons- free zone as well as to ask the Board of Health to hold public hearings on the dangers of nuclear weapons and radiation fallout. An earlier Toronto Council designated Toronto a nuclear-weapons-free zone in 1983 and approved building a Peace Garden on Nathan Phillips Square as a symbol for peace and the ongoing struggle to avoid the devastation of war.

Special meeting on November 2

Appointment to Fill Ward 28 Vacancy At a special one-day City Council meeting held on November 2, Council heard candidates' presentations in their bids to replace the late Pam McConnell as the councillor representing Ward 28 Toronto Centre-Rosedale. Council voted to appoint as Ward 28 councillor for the remainder of the current four- year term of City Council, which ends November 30, 2018.

City of Toronto Quick Clear Squads for the Gardiner and DVP On November 6, 2017, Mayor John Tory officially launched the City of Toronto's Quick Clear Squads during the morning rush hour to fix problems causing temporary lane blockages on the Gardiner Expressway and the Don Valley Parkway. The launch is a result of a two-month pilot by the City's Transportation division over September and October. During the two-month pilot, crews: - Responded to 330 calls. - Attended 150 incidents of disabled vehicles. - Responded within 30 minutes or less during the new shift times. Previously, response times could take several hours. - Assisted Toronto Police Services, Toronto Fire Services and Toronto Paramedic Services with approximately 120 incidents where the crash truck was used to direct traffic and provided additional onsite safety measures and as a result, first responders were able to release staff from the scene quicker. - Laid 58 charges for illegal lane blocking due to contractors leaving work materials on the road or utility vehicles illegally blocking a road during rush hour.

Annual Christmas Tree Lighting at the Scarborough Civic Centre The City of Toronto is hosting a free, family-friendly Christmas tree lighting ceremony in the rotunda of the Scarborough Civic Centre on Friday, December 1. Councillor (Ward 41 Scarborough-Rouge River) will act as Master of Ceremonies for this event that will feature photos with Santa (bring your own camera), free arts and crafts for kids, free ice skating (weather permitting), and a performance by the Toronto Children's Concert Choir & Performing Arts Company. Critical Incident on Tuesday November 21, 2017 at 9:25 PM Lawrence Avenue East - Police 43 Division

Toronto Police Service responded to a call for a stabbing on Lawrence Avenue East. Police reported that a male victim was stabbed following an altercation. The victim was transported to hospital and then taken into custody. Another male was transported to hospital for minor injuries and then taken into custody. Toronto Police Service is conducting an investigation.

For other traffic complaints, including concerns with speeding, residents are encouraged to report these concerns by contacting 43 Division at 416-808- 4319. This allows for the complaints to be filed in the Toronto Police Tracking System.

Sunday Serenade at the Scarborough Civic Centre There will be a few changes made to the Sunday Serenade concert series held at the Scarborough Civic Centre. Gardiner Expressway/Harbour Street Project Construction of a new Lower Simcoe off-ramp from the Gardiner Expressway and work on widening harbour Street to four lanes between Lower Simcoe and Bay Street, with a deducted multi-use trail, are well underway. The ramp and the new Harbour Street lane are scheduled to open in January. Demolition of the old York- Bay-Yonge off ramp is show on a time-lapse video.

Spelling Bee of Canada (SBOC) & Epelle-moi Canada Students are invited to participate in the annual Community Regional Spelling Bee (SBOC). This programme will help to develop their vocabulary, learn new word definitions and improve their reading comprehension and public speaking skills. This year SBOC is in the process of preparing a Spelling Bee coaching software app that will be accessible anytime 24/7 on any platform (desktop and mobile) and ready to be sent to all registered participants by mid-December. University of Toronto Scarborough Secondary Plan The University has filed an official plan amendment with the City that will form the basis of a Secondary Plan for the University.
