POLYTECHNIC, KALIMPONG INFORMATION AND ADMISSION GUIDELINES 2020 Kalimpong Government Polytechnic, the second Engineering Institute to be established in the hilly region of Darjeeling and is the first Institute of its kind in the newly created District of Kalimpong. The first academic session of the Institute is began from August 2019, with three engineering disciplines to begin with and it is expected that the hilly people of the region as well as the people of the adjoining areas will be highly benefited from the Institute in the field of technical education. Although, it is a newly established technical institute, we at Kalimpong Government Polytechnic will leave no stone unturned to make it a leading Institution and will aspire to promote excellence in Technical Education system. LOCATION: The Institute is located on the outskirts of Kalimpong Town, of Kalimpong District. It is located near Hill Top Tourist Lodge Kalimpong, nearby Gouripur in Ward no. 21 and can be approached via Upper Cart Road. COURSES OFFERED: The following are the courses offered at present: 1. Three Years Full Time Diploma in Civil Engineering 2. Three Years Full Time Diploma in Mechanical Engineering 3. Three Years Full Time Diploma in Electronics & Telecommunication The courses are presently run according to the Semester System where each year’s course is divided in two semester and candidates will have to appear in the Board Examination after completion of each semester. The exams are normally held during the months of December & May. For 3 years Diploma: Candidates must have passed secondary or equivalent examination with English, Physical Science and Mathematics with 35 % marks (without rounding up) in aggregate (excluding additional subject).Mathematics, Physical Science (Science) and English are mandatory subjects in the qualifying examination and a candidate must acquire at least pass marks in all the three subjects as per his/her secondary board. For Lateral Entry to 2nd Year Diploma scheme of AICTE: Maximum 10 % of sanctioned intake will be filled on super-numerary basis from the students passing 12th Class (Science) with Vocational / Technical subjects or 10th + (2years ITI) with appropriate specialisation. ITI candidates must possess original marksheet or pass certificate at the time of Admission. 2. Candidates must satisfy medical fitness prescribed below. Medical certificate(s) from Registered Medical Practitioner(s) are to be produced by the candidates at the time of selection for the purpose. Medical Fitness: candidates seeking admission to the course should possess good health and physique with sound mind. They should not be suffering from any disease or have any mental infirmity. Allowable Defects in Eyesight: (a) Myopia or Myopic Astigmatism: Total strength of correcting lens not exceeding 3.5 Dioptre and acuteness of vision after correction (a) 6/9 in one eye (b) 6/6 in another. (b) Hypermetropia not exceeding 14 Dioptre or Hypermetropic Astigmatism: strength of correcting lens not exceeding 4 Dioptre and acuteness of vision after correction (a) 6/9 in one eye (b) 6/6 in another. 3. Candidate must be a resident of Darjeeling District or Kalimpong District AGE (for 1st year admission only): There is no upper age limit; however, the candidates should not be born after 01.07.2005 (not below 15 yrs) MODE OF SELECTION: Selection for admission to all seats of the Full Time Diploma Courses will be made on the basis of marks obtained in the Madhyamik or its equivalent examination as approved by WBSCTE&VE&SD / Government of West Bengal from time to time. Page : 2 30 % of total seats in each branch will be filled up by the candidates of Districts of Darjeeling and Kalimpong including Siliguri Sub-Division of Darjeeling District. 50 % of these seats will be reserved for female candidates. Female seats will be converted to male seats in case of non-availability of sufficient number of Female candidates. 70 % of total seats in each branch will be filled up by the candidates of three Hill Sub-Divisions of Darjeeling District viz. Mirik, Kurseong, Darjeeling (Sadar) and Kalimpong District under GTA. The admission of candidates belonging to SC, ST and Physically Challenged categories will be as per existing Government norms. Candidates must produce a Provisional Certificate issued by the S.D.O. if original is not issued. Note: 5% of the total intake will be awarded TWF (Tuition Fee Waiver) as per existing government norms and conditions. HOW TO APPLY: 1. Eligible Candidates must apply online through links provided in the websites given below. 2. After successful online submission of the Application Form, a copy of the response form received in their respective email must to be printed. NOTE: Information submitted will be treated as final. No further corrections will be entertained. 3. The printed form along with recent Passport sized photo and self-attested photocopy of a). Marksheet (Madhyamik / Equivalent or Vocational / ITI) b). Admit Card of Madhyamik or equivalent c). SC / ST Certificate if applicable d). Residential Certificate issued by BDO / SDO has to be submitted either at Darjeeling Polytechnic or Kalimpong Government Polytechnic before the 6th of November 2020 (3:00 pm) on working days. 4. Other supporting documents are NOT REQUIRED at the time of submission of forms. However, eligibility documents in original have to be produced and a set of photocopies of those documents have to be submitted at the time of counselling / admission. 5. Publication of Merit List with the Seat Allotment Result will be made available tentatively on the 12th of November 2020 in the websites. 6. INTRODUCTION: 1.1 Darjeeling District has four Sub-Division namely Darjeeling, Kurseong, Kalimpong and Siliguri. Three Sub-Division are located in hill region and are is in plan. Kurseong is one of the hill Sub-Division with longitude and latitude as 880 17m East and 260 53m North respectively. 1.2 Historical perspective - In the year 1835 Darjeeling was selected and acquired by the then British India Govt. for the purpose of establishing health sanatorium and summer residence for their officers and the soldiers. The first road to Darjeeling via Kurseong was constructed from Titalya, which is also known as Military Road, as it was also meant for the Military purposes. But it has remained unplayable for the last five or six decades due to non maintenance and on constructing one more road, Hill Cart Road now known as Tenzing Norgay Road, connecting the plains of Bengal with Darjeeling via hilly sub-stations viz. Tindharia, Kurseong, Sonada and Ghoom. As far as the history goes, Darjeeling area including Kurseong was a part of Sikkim and it was in the year 1835 leased to the British India Govt. by the then Rajan of Sikkim on yearly remuneration. The original inhabitants of Kurseong and Darjeeling were the Lepchas and the word ‘Kharsang’ now known as Kurseong comes from the Lepcha word, meaning ‘The land of White Orchids’: botanically known as Ceologeny, which grows abundantly in the trees and rock crevasses here. 1.3 Background of Kurseong Municipality – Kurseong Municipality was established in the year 1879.

    DISTRICT DISASTER MANAGEMENT PLAN-2019,KALIMPONG 1 FOREWORD It is a well-known fact that we all are living in a world where occurrence of disasters whether anthropological or natural are increasing year by year in terms of both magnitude and frequency. Many of the disasters can be attributed to man. We, human beings, strive to make our world comfortable and convenient for ourselves which we give a name ‘development’. However, in the process of development we take more from what Nature can offer and in turn we get more than what we had bargained for. Climate change, as the experts have said, is going to be one major harbinger of tumult to our world. Yet the reason for global warming which is the main cause of climate change is due to anthropological actions. Climate change will lead to major change in weather pattern around us and that mostly will not be good for all of us. And Kalimpong as a hilly district, as nestled in the lap of the hills as it may be, has its shares of disasters almost every year. Monsoon brings landslide and misery to many people. Landslides kill or maim people, kill cattle, destroy houses, destroy crops, sweep away road benches cutting of connectivity and in the interiors rivulets swell making it difficult for people particularly the students to come to school. Hailstorm sometimes destroys standing crops like cardamom resulting in huge loss of revenue. Almost every year lightning kills people. And in terms of earthquake the whole district falls in seismic zone IV. Therefore, Kalimpong district is a multi-hazard prone district and the District Disaster Management Plan is prepared accordingly.

    ICIMOD Working Paper 2019/2 Conserving springs as climate change adaptation action Lessons from Chibo–Pashyor Watershed, Teesta River Basin, Kalimpong, West Bengal, India About ICIMOD The International Centre for Integrated Mountain Development, ICIMOD, is a regional knowledge development and learning centre serving the eight regional member countries of the Hindu Kush Himalaya—Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan—and is based in Kathmandu, Nepal. Globalization and climate change have been asserting an increasing influence on the stability of the fragile mountain ecosystems and the livelihoods of the mountain people. ICIMOD aims to assist the mountain people to understand these changes, adapt to them, and make the most of new opportunities, while also addressing upstream–downstream issues. It supports regional transboundary programmes through partnership with regional partner institutions, facilitates the exchange of experience, and serves as a regional knowledge hub. It strengthens networking among regional and global centres of excellence.
