The Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 (SSI 2020/169)

1. The Committee reports to the Parliament as follows—

2. The Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 were laid before the Parliament on 8 June 2020 and referred to the Health and Sport Committee.

3. The Regulations are subject to affirmative procedure (Rule 10.6).

4. The Justice Sub-Committee on Policing held an evidence session on 9 June 2020:

5. Following the evidence session, the Justice Sub-Committee on Policing issued the following letters:

• Letter to Humza Yousaf, Cabinet Secretary for Justice – 10 June 2020;

• Letter to Iain Livingstone QPM, Chief Constable, – 10 June 2020; and

• Letter to John Scott QC, Chair, The Independent Advisory Group on Police Use of Temporary Powers related to the Coronavirus Crisis - 10 June 2020.

6. The following responses have been received by the Justice Sub-Committee on Policing:

• Letter from Humza Yousaf, Cabinet Secretary for Justice - 12 June 2020; and

• Letter from Iain Livingstone QPM, Chief Constable, Police Scotland - 19 June 2020.

7. At its meeting on 16 June 2020, the Delegated Powers and Law Reform Committee agreed to draw the attention of Parliament to the instrument under the general reporting ground.

8. It is for the Health and Sport Committee to recommend to the Parliament whether the Regulations should be approved.

9. The Cabinet Secretary for Health and Sport, MSP, has, by motion S5M-22031, proposed that the Committee recommends approval of the Regulations.

10. At its meeting on 23 June 2020, the Committee took evidence on the Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 from—

11. Following the evidence session, Humza Yousaf moved motion S5M-22031—

That the Health and Sport Committee recommends that the Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020 be approved.

27. The Health Protection (Coronavirus) (International Travel) (Scotland) Amendment Regulations 2020 were laid before the Parliament on 9 June 2020 and referred to the Health and Sport Committee.

28. The Regulations are subject to affirmative procedure (Rule 10.6).

29. At its meeting on 16 June 2020, the Delegated Powers and Law Reform Committee considered the instrument and determined that it did not need to draw the attention of the Parliament to the instrument on any grounds within its remit

30. It is for the Health and Sport Committee to recommend to the Parliament whether the Regulations should be approved.

31. The Cabinet Secretary for Health and Sport, Jeane Freeman MSP, has, by motion S5M-22018, proposed that the Committee recommends approval of the Regulations.
