Periods of civil unrest or irreconcilable divisions in governance intensify concerns about civility. While its more archaic definitions refer to citizenry and civilization, civility is often promoted as the foundation or goal of deliberative democracies. However, less acknowledged is its disciplinary, repressive effects in maintaining or deepening racial, gendered, heteronormative, and ableist hierarchies that distinguish some populations for full citizenship and others for partial rights and protections. In Part I, I examine a recent series of civility polls, their contradictory results, and how these contradictions can importantly expose the fissures of our contemporary moment and our body politic. In Part II, I describe the historical background of civility around race, gender, and sexuality and the unacknowledged difficulty in defining civility and incivility. In Part III, I extend this discussion to address the recent cases before the Supreme Court concerning LGBTQ+ employment discrimination and lack of accessibility. In conclusion, I identify what it would mean to analyze civility in terms of dignity on the basis of these cases about the equal rights and protections of their LGBTQ+ and disabled plaintiffs.

    LINA M. KHAN Amazon’s Antitrust Paradox abstract. Amazon is the titan of twenty-first century commerce. In addition to being a re- tailer, it is now a marketing platform, a delivery and logistics network, a payment service, a credit lender, an auction house, a major book publisher, a producer of television and films, a fashion designer, a hardware manufacturer, and a leading host of cloud server space. Although Amazon has clocked staggering growth, it generates meager profits, choosing to price below-cost and ex- pand widely instead. Through this strategy, the company has positioned itself at the center of e- commerce and now serves as essential infrastructure for a host of other businesses that depend upon it. Elements of the firm’s structure and conduct pose anticompetitive concerns—yet it has escaped antitrust scrutiny. This Note argues that the current framework in antitrust—specifically its pegging competi- tion to “consumer welfare,” defined as short-term price effects—is unequipped to capture the ar- chitecture of market power in the modern economy. We cannot cognize the potential harms to competition posed by Amazon’s dominance if we measure competition primarily through price and output. Specifically, current doctrine underappreciates the risk of predatory pricing and how integration across distinct business lines may prove anticompetitive. These concerns are height- ened in the context of online platforms for two reasons. First, the economics of platform markets create incentives for a company to pursue growth over profits, a strategy that investors have re- warded. Under these conditions, predatory pricing becomes highly rational—even as existing doctrine treats it as irrational and therefore implausible.

    Rise of Jihadist Propaganda 1 The Rise of Jihadist Propaganda on Social Networks Adam Badawy, Emilio Ferrara* University of Southern California, Information Sciences Institute *Corresponding author: [email protected] Using a dataset of over 1.9 million messages posted on Twitter by about 25,000 ISIS members, we explore how ISIS makes use of social media to spread its propaganda and to recruit militants from the Arab world and across the globe. By distinguishing between violence-driven, theological, and sectarian content, we trace the connection between online rhetoric and key events on the ground. To the best of our knowledge, ours is one of the first studies to focus on Arabic content, while most literature focuses on English content. Our findings yield new important insights about how social media is used by radical militant groups to target the Arab-speaking world, and reveal important patterns in their propaganda efforts. Rise of Jihadist Propaganda 2 The Rise of Jihadist Propaganda on Social Networks Introduction Militant groups have long used traditional media and the Internet to disseminate information, spread their propaganda, and recruit potential militants (Cohen-Almagor, R. 2012). But no group to date has been as savvy in terms of its propaganda campaign and recruiting terrorists via the Internet, and specifically via social media platforms, as the Islamic State of Iraq and the Levant (ISIS) (Shane & Hubbard, 2014). ISIS used a panoply of platforms, such as: Facebook, Instagram, Tumbler, Ask.fm, and most prominently, Twitter to spread its message (Bodine-Baron et al 2016).
