 At present, the provisions of both Minimum Wages Act and Payment of Wages Act apply to workers below a particular wage ceiling working in scheduled employments only.  Bill will ensure the Right to Sustenance for every worker and intends to increase the legislative protection of minimum wage from existing about 40% to 100% workforce.  At present, many of the states have multiple minimum wages. Through Code on Wages, the methodology to fix the minimum wages has been simplified and rationalised by doing away with type of employment as one of the criteria for fixation of minimum wage. CONSUMER PROTECTION BILL 2019 Why in news?

 Lok Sabha passes Consumer Protection Bill, 2019

Consumer Protection Bill 2019:  The bill aims at protecting the interests of consumers by establishing authorities for timely and effective administration and settlement of consumers’ dispute.  Under the Bill, there is provision for central government to set up a

Central Consumer Protection Authority (CCPA) to promote,

protect and enforce the rights of consumers and will be empowered to investigate, recall, refund and impose penalties.  It will regulate matters related to violation of consumer rights, unfair trade practices, and misleading advertisements.  There is also a provision for class action law suit for ensuring that rights of consumers are not infringed upon.

 The authority will have power to impose a penalty on a

manufacturer or an endorser of up to 10 lakh rupees and imprisonment for up to two years for a false or misleading advertisement. New Bill- Benefit to Consumers  Presently Consumer only have a single point of access to justice, which is time consuming. Additional swift executive remedies are proposed in the bill through Central Consumer Protection Authority (CCPA)  Deterrent punishment to check misleading advertisements and adulteration of products  Product liability provision to deter manufacturers and service providers from delivering defective products or deficient services  Ease of approaching Consumer Commission and Simplification of Adjudication process  Scope for early disposal of cases through mediation  Provision for rules for new age consumer issues: e-commerce & direct selling PILGRIMAGE SCHEME Why in news?  Seven new destinations under pilgrimage scheme. Mukhyamantri Tirth Yatra Yojana:  Launched by Delhi Government.  Under the scheme, a city resident above 60 years will be eligible to take free pilgrimage along with his or her spouse.

 The applicant can also take along an attendant above the age of

20 years, if the applicant or his spouse is above 70 years. The expenditure of the attendant will also be borne by the Delhi government.  The scheme was launched with an aim that every elderly person’s desire to undertake a pilgrimage in his life gets fulfilled.

 There is no income criterion but preference will be given to those

from economically weaker sections on first-come-first-serve basis.  Employees of central, state and local government or autonomous bodies are not eligible for the scheme.  Those selected for pilgrimage will be covered with an insurance of Rs 1 lakh each.  The applicant will have to give a self-certificate that all information

being given by them is correct and they have not availed the

scheme in the past.  The selection of pilgrims will be done through draw of lots and respective area MLAs will certify whether the intended beneficiaries belong to Delhi or not.

TRIPLE TALAQ BILL

Why in news?  Triple Talaq Bill sails through Rajya Sabha. Triple Talaq Bill: Background:

 Triple talaq is a practice in which Muslim men divorce their wives

unilaterally by uttering “talaq” three times in quick succession.  It is different from the practice of “talaq-ul-sunnat”, which is considered to be the ideal form of dissolution of marriage contract among Muslims.  In August 2017, five-judge Constitution bench of Supreme

Court had declared centuries old practice of instant triple talaq

or talaq-e-biddat, Three of five judges of this bench had termed this

practice un-Islamic and arbitrary. They also disagreed with view that triple talaq was an integral part of religious practice.  In pursuance of SC verdict, Government had managed to get Muslim Women (Protection of Rights on Marriage) Bill, 2017passed in Lok Sabha in December 2017 but it got stuck in Rajya

Triple Talaq Bill Passed by Rajya Sabha recently:  The passage of the Muslim Women (Protection of Rights on Marriage) Bill will make pronouncement of instant oral talaq or talaq-e-biddat void and illegal and criminalise it as a cognizable offence punishable with up to three years in jail.

designed an anti-microbial peptide (AMP) that, researchers say,

can effectively and quickly kill a notorious multidrug-resistant bacterium called Acinetobacter baumannii.  New short protein (peptide) called Omega76 can kill A. baumannii by breaking down its cell membrane.
