POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. Jean Pisani-Ferry By attending the meeting of ministers of the euro area on Monday 9 July Nicolas Sarkozy was above all making a political statement. This was a 'first', after a decade in which heads of state and government of the euro area have been conspicuous by their absence. They have never met in a euro context, not even at the birth of their common currency. Having taken a momentous decision, they promptly left implementation of the euro to financial technicians. By going to the Eurogroup, Nicolas Sarkozy clearly intended to mark the end of this long absence. Beyond the symbolism, however, Europe was curious as to his motives and many are worried. Criticised for a fiscal policy which has departed from the agreed objective, was the President of France seeking the consent of partner countries to this departure? Was he launching an offensive designed to dilute the independence of the European Central Bank? And what is this 'economic government' which all the French leaders are calling for but none has pinned down exactly? Few Frenchmen realise the extent to which the ideas they share may appear odd to their partners. The reason for this is that the euro means different things to different peoples. For some, for example the Netherlands and Austria, it allowed a belated ceding of a sovereignty perceived as existing in name only. They see monetary union as a necessary framework for national economic policy – a little like the gold standard underpinned disciplines in the 19th century without implying political affiliation. -

The European Parliament and environmental legislation: The case of chemicals GEORGE TSEBELIS & ANASTASSIOS KALANDRAKIS University of California, Los Angeles, USA Abstract. The paper studies the impact of the EP on legislation on chemical pollutants in- troduced under the Cooperation procedure. A series of formal and informal analyses have predicted from significant impact of the EP, to limited impact (only in the second round) to no impact at all. Through the analysis of Parliamentary debates as well as Commission and Parliamentary committee documents, we are able to assess the significance of different amendments, as well as the degree to which they were introduced in the final decision of the Council. Our analysis indicates first that less than 30% of EP amendments are insignificant, while 15% are important or very important; second, that the probability of acceptance of an amendment is the same regardless of its significance. Further analysis indicates two sources of bias of aggregate EP statistics: several amendments are complementary (deal with the same issue in different places of the legal document), and a series of amendments that are rejected as inadmissible (because they violate the legal basis of the document or the germainess require- ment) are included in subsequent pieces of legislation. We calculate the effect of these biases in our sample, and find that official statistics underestimate Parliamentary influence by more than 6 percentage points (49% instead of 56% in our sample). Finally, we compare a series of observed strategic behaviors of different actors (rapporteurs, committees, floor, Commission) to different expectations generated by the literature. -

Impact of Exports and Imports on USD, EURO, GBP and JPY Exchange Rates in India Ms.SavinaA Rebello1 1M.E.S College of Arts and Commerce, (India) ABSTRACT The exchange rate has an effect on the trade surplus (or deficit), which in turn affects the exchange rate. Imports and exports may seem like terms that have little bearing on everyday life, but they exert a profound influence on the consumer and the economy. In general, however, a weaker domestic currency stimulates exports and makes imports more expensive. Conversely, a strong domestic currency hampers exports and makes imports cheaper. Most of the studies focus on the impact of currency exchange rates on imports and exports of a country. There is a need to study the relationship in a reverse way. There are various factors due to which currency exchange rates fluctuates. One of the important factors is the impact of imports and exports of a country. Therefore this paper studies the impact of Export and Import on USD, EURO, GBP and JPY in India. The monthly exchange value of EURO, POUND, DOLLAR and YEN as well as EXPORT and IMPORT has been used for the study. The data period is from January 2006 to December 2016. The tools used for analysis are Correlation and OLS Regression Model. From the study it is found that there is a positive change in imports and exports on Indian rupees against euro, pound, dollar, and yen. It explains the Treaty framework for relations between the two institutions and traces their practical evolution over time, including an analysis of the roles of the presidents of each institution in such interaction. It also examines points of contention in the relationship to date, including in relation to 'legislative trespassing' by the European Council and the Spitzenkandidaten process. A REALITY CHECK ON CAPITAL MARKETS UNION ANALYSIS OF THE PROGRESS SO FAR AND THE NEW CMU ACTION PLAN November 2020 By Panagiotis Asimakopoulos and William Wright > This report analyses the development of EU capital markets since the conception of the capital markets union initiative and shows that while steady progress has been made at an overall EU level, growth has been patchy and there is still a lot of work to be done in individual member states INTRODUCTION A reality check on capital markets union This report analyses the progress in capital markets in the EU27 since the launch of the capital markets union project in 2014. At a time when Europe needs bigger and better capital markets more than ever to help support a post-Covid economic recovery, it makes for a sobering reality check. On the one hand, at an overall EU27 level capital markets are heading slowly but steadily in the right direction: broadly speaking, capital markets are growing both in size and depth relative to GDP. But on the other, when you zoom in on the progress at an individual country level, the picture is much less promising. In many cases the gap between those countries with well- developed and those with less-developed capital markets is widening rather than narrowing. At its most basic level, capital markets union is about reducing the reliance of EU companies for their funding on bank lending and reducing the dependence of EU savers for their future financial security on bank deposits. These two measures highlight the dichotomy with CMU. -

Commission statement on the role of the European Parliament in the implementation of the EU-UK Trade and Cooperation Agreement [Articles of the TCA have been updated to the new consecutive numbering retained in the authenticated versions of the TCA] The Commission, without prejudice to its own prerogatives and those of the Council, intends to give full effect to the European Parliament’s prerogatives according to the Treaties in the implementation of the Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part (the EU-UK Trade and Cooperation Agreement). In particular, in line with Article 218(10) TFEU, the Commission will ensure that the European Parliament is immediately and fully informed of the activities of the Partnership Council, the Trade Partnership Committee, the Trade Specialised Committees and the other Specialised Committees established by the EU-UK Trade and Cooperation Agreement, subject to the necessary arrangements in order to preserve confidentiality. The information will, as a general rule, be provided to Parliament also through the responsible parliamentary committee and, where appropriate, at a plenary sitting. In duly justified cases, the information will be provided to more than one parliamentary committee. The information concerns the briefing and debriefing before and after meetings of the joint bodies as well as sharing all documents pertaining to meetings of these joint bodies at the same time the Commission shares them with the Council. This includes draft agendas, proposals for Council decisions establishing the Union positions in these bodies, draft decisions of such bodies, as well as minutes of their meetings. -

University of Strasbourg European Master’s Degree in Human Rights and Democratisation A.Y. 2018/2019 The European Union approach to disinformation and misinformation The case of the 2019 European Parliament elections Author: Shari Hinds Supervisor: Dr Florence Benoit- Rohmer Abstract In the last years, the phenomenon of so called “fake news” on social media has become more and more discussed, in particular after the 2016 US elections. The thesis examines how the European Union is approaching “fake news” on social media, taking the 2019 European Parliament elections as a case study. This research favours the words “disinformation” and “misinformation”, over “fake news”. It, firstly, explores the different way of spreading disinformation and misinformation and how this can affect our human rights. This thesis will, secondly, focus on the different approaches, remedies and solutions to false information, outlining their limits, in order to recommend to the European Union, the best policies to tackle the phenomenon. The research will, thirdly, focuses on how the European Institutions are currently approaching this issue on social media and the steps that have been taken to protect European citizens from disinformation and misinformation; at this purpose the relevant European policy documents will be analysed. This analysis is necessary to understand the ground of the EU elections. The thesis will conclude with the case study of 2019 European Parliament elections. It will find if there have been cases of disinformation on social media and if the actions taken by the European Union have been enough to protect the second largest elections in the world.
