Personal Appearance Standards

1028.1 PURPOSE AND SCOPE In order to project uniformity and neutrality toward the public and other members of the Department, it is the policy of the Department that employees shall maintain their personal hygiene and appearance to project a professional image appropriate for this department and for their assignment. Exemptions from the below rules requires prior written authorization from the Chief of Police.

1028.2 GROOMING STANDARDS Unless otherwise stated and because deviations from these standards could present officer safety issues, the following appearance standards shall apply to all employees, except those whose current assignment would deem them not appropriate, and where the Chief of Police has granted exception. The absence of specific published guidance or policy covering a particular mode of dress or grooming does not mean that such mode of dress or grooming is condoned or permitted. Supervisors are responsible for ensuring that employees comply with appropriate dress and grooming standards and for reviewing such standards with all new employees. An employee who fails to comply with department dress and grooming standards may be subject to discipline.

1028.2.1 of all members shall be neat in appearance. For male sworn members, hair must not extend below the top edge of the uniform collar while assuming a normal stance. It shall be worn in such a manner so the fringe (bangs) does not hang over the forehead under the ball hat. For female sworn members, hair must be no longer than the horizontal level of the bottom of the uniform patch when the employee is standing erect. It can be worn up or in a tightly wrapped or . The hair on the top of the head may be worn in full style provided the Class A or ball hat is not hindered by the hair from sitting squarely on the head. Hats cannot be supported solely by the hair. The hair should not cover or touch the ears or extend below the normal hairline. "Corn- rowing" of the hair is not permitted while in uniform. Wigs or hairpieces may be worn only to cover natural baldness or to cover physical disfiguration. When worn, wigs will conform to hair regulations. are not permitted for male officers, except those in special assignments as allowed by the Chief of Police. All members hair shall be of a natural color (i.e. blond, black, brown, red or grey) and not such that would diminish the professional uniform appearance. Florescent or similar dyed hair colors are prohibited.

1028.2.2 MUSTACHES A short and neatly trimmed mustache may be worn. If a mustache is grown without a goatee or , the mustache shall not extend below the corners of the mouth or beyond the natural

Personal Appearance Standards hairline of the upper lip or more than 1/4 inch past the corners of the mouth. The mustache cannot turn upward or be worn in a twisted manner. It cannot be of a "handlebar" style and cannot be waxed on the ends. The upper lip must be exposed. The mustache cannot be worn so thick that it extends over 1/2 inch outward.

1028.2.3 Sideburns shall not extend below the bottom of the outer ear opening (the top of the earlobes) and shall be trimmed and neat. Sideburns cannot be worn in a flared style. The base will have a precise, horizontal line. There will be no "steps" shaved into the sideburns.

1028.2.4 may be worn if they are well groomed and neatly trimmed at all times. In order to prevent a ragged appearance and in an effort to project a professional appearance facial hair must adhere to the following guidelines: • Beards and goatees may be authorized, but patchy, spotty clumps of facial hair are not considered beards or goatees and as such are not permitted. • Beards are defined as facial hair covering the upper lip, mouth and the cheeks. Beards shall follow the jaw line, and the neck is to remain clean shaven at all times to ensure a clean, well-kept appearance and to allow for gas masks and personal protective masks to properly seal against the skin. • Any other variation of a partial beard or design is subject to approval by the Chief of Police. • Facial hair may not be shorter than 1/4 inch and no longer than 1/2 inch. • Officers may work during a "grow in" period; however, officers are prohibited from repeatedly starting and stopping the "grow in" period presenting an unshaven look. • Exceptions to this policy for undercover or specialty assignments are subject to approval by the Chief of Police.

1028.2.5 FINGERNAILS Fingernails extending beyond the tip of the finger can pose a safety hazard to officers or others. For this reason, fingernails shall be trimmed so that no point of the nail extends beyond the tip of the finger.

1028.2.6 JEWELRY For the purpose of this policy, jewelry refers to rings, earrings, necklaces, bracelets, wristwatches, and tie tacks or tie bars. Jewelry shall present a professional image and may not create a safety concern for the department member or others. Jewelry that depicts racial, sexual, discriminatory, gang-related, or obscene language is not allowed. (a) Necklaces shall not be visible above the shirt collar. (b) Earrings shall be small and worn only in or on the earlobe.

(c) One ring or ring set may be worn on each hand of the department member. No rings should be of the type that would cut or pose an unreasonable safety risk to the member or others during a physical altercation, if the member is assigned to a position where that may occur. (d) One small bracelet, including a bracelet identifying a medical condition, may be worn on one arm. (e) Wristwatches shall be conservative and present a professional image. (f) Tie tacks or tie bars worn with civilian attire shall be conservative and present a professional image.

1028.3 TATTOOS Offensive tattoos and body art shall not be visible at any time, while on-duty or representing the Department in any official capacity. Covering tattoos in order to meet the acceptable standard must be done using apparel approved by the department. This includes off-duty in a police department vehicle, attending training, or any other similar situation. Tattoos or other body art is prohibited on the face, neck, ears, hands, fingers, head and scalp and must not be potentially offensive to the community, as determined by the Chief of Police. Tattoos that are displayed on the forearm may not extend to any part of the hand past the wrist where a watch or wrist band would generally be worn. Tattoos or body art displaying the following are considered offensive and prohibited from being displayed at all times: Racism Sexism or sexually suggestive or explicit; Obscenity or profane; Gang or drug related; Undermining City or department values; Political in nature

1028.4 BODY PIERCING OR ALTERATION Body piercing or alteration to any area of the body visible in any authorized uniform or attire that is a deviation from normal anatomical features and which is not medically required is prohibited. Such body alteration includes, but is not limited to: (a) Tongue splitting or piercing. (b) The complete or transdermal implantation of any material other than hair replacement. (c) Abnormal shaping of the ears, eyes, nose or teeth. (d) Branding or scarification.

1028.5 COSMETICS Cosmetics shall be subdued and blended to match the natural skin color of the individual. False are prohibited.
