Drug Suspects Arrested for Selling Shabu in Isabela City DRUG SUSPECTS ARRESTED FOR SELLING SHABU IN ISABELA CITY Elements of Philippine Drug Enforcement Agency Basilan Provincial Office and Isabela City Police Station conducted a buy-bust operation at Barangay Kaumpurnah, Zone 1, Isabela City, Basilan on October 02, 2017 at around 1330H that resulted to the arrest of two drug suspects. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the arrested suspects as Abdulmalik Adjid Agga a.k.a. “Tatah”, 18 years old, single; and Ramid Sali Jumaani a.k.a. “Titing”, 21 years old, married, both residents of the said place. The two arrested suspects are target-listed of Isabela City Police Station. Confiscated during the operation were twelve (12) heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 1.0 gram worth Php3,800.00, improvised bamboo clip and one black leather coin purse. The operatives also recovered the P500.00 used as buy bust money. Cases for violations of Section 26 (Attempt or Conspiracy) in relation to Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of RA 9165, otherwise known as Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects. FOUR CONVICTED FOR ILLEGAL DRUGS IN ZAMBOANGA CITY A drug den maintainer, who is also a pusher and possessor, and three of his visitors were convicted of the crimes they had committed for violations of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002. In a 17-page decision issued on September 29, 2017 duly signed by Judge Eric D. Elumba, Presiding Judge, RTC Branch 13, Zamboanga City, Jul-ambri Samsaraji y Sahi is guilty beyond reasonable doubt for violating Section 5 (Selling of Illegal Drugs), Article II of RA 9165 and sentenced him to suffer the penalty of LIFE IMPRISONMENT and a fine of Five Hundred Thousand Pesos (Php500,000.00) without subsidiary imprisonment in case of insolvency. In addition, Samsaraji is also convicted for violations of Section 6 (Maintenance of Den, Dive or Resort) and Section 11 (Possession of Illegal Drugs), Article II of RA 9165 and will have to suffer the penalties of LIFE IMPRISONMENT and a fine of Five Hundred Thousand Pesos (Php500,000.00), and twelve (12) to fourteen (14) years of imprisonment with a fine of Three Hundred Thousand Pesos (Php300,000.00), respectively, without subsidiary imprisonment in case of insolvency. Along with Samsaraji, accused Abdurahim Sabbaani y Jani, Sanani Sahi y Kahal and Ali Lim y Mandac were found guilty beyond reasonable doubt for violating Section 7 (Employees and Visitors of Den, Dive or Resort), Article II of RA 9165 and will have to suffer the penalty of twelve (12) to fourteen (14) years imprisonment and fine of Three Hundred Thousand Pesos (Php300,000.00) without subsidiary imprisonment in case of insolvency. To recall, convicted Samsaraji was arrested by PDEA RO9 on February 03, 2011 in Kampo Islam, Zamboanga City when he sold and delivered to an agent who acted as poseur buyer one heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu weighing 0.0125 gram. Also, confiscated from his possession and control were ten (10) pieces heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing 0.1220 gram. Abdurahim Sabbaani, Sanani Sahi and Ali Lim were also arrested during that operation, as visitors of a drug den which happened to be the house of Samsaraji. They were caught sniffing shabu inside the house of Samsaraji when the raid was carried out. “We are grateful for the decision and I am sure this will inspire other drug law enforcers to work even harder. This will send strong message to those who insist in engaging in illegal drugs that ultimately crime does not pay”, RD Aspacio said. DRUG SUSPECTS ARRESTED IN ZAMBO CITY BUY-BUST Elements of Philippine Drug Enforcement Agency Regional Office IX - Zamboanga City Office conducted a buy-bust operation at Martha Drive, Brgy. San Jose Gusu, Zamboanga City at around 1940H of October 06, 2017 that resulted to the arrest of two drug suspects. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the arrested suspects as Billy Mark Candero y Nuluddin a.k.a. “Jillian”, 28 years old, single, resident of Blk. 7, Armor Village, Brgy. San Roque, Zamboanga City; and Nurhuda Mohammad y Sakandal, 38 years old, separated and a resident of Martha Drive, Brgy. San Jose Gusu, Zamboanga City. Confiscated during the operation were twenty-one (21) heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 3.5 grams worth Php10,500.00, plastic bag containing one green plastic bag, brown small envelope, cellphones and drug paraphernalia. The operatives also recovered the P3,000.00 used as buy bust money. Cases for violations of Section 5 (Selling of Illegal Drugs), Section 11 (Possession of Illegal Drugs), and Section 12 (Possession of Drug Paraphernalia), Article II of RA 9165, otherwise known as Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects. PDEA9, COPS ARREST PUSHERS IN IPIL Joint elements of Philippine Drug Enforcement Agency - Zamboanga Sibugay Provincial Office and Ipil Municipal Police Station conducted a buy-bust operation at Purok Daffodiles, Poblacion, Ipil, Zamboanga Sibugay at around 1940H of October 11, 2017 that resulted to the arrest of two drug suspects. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the arrested suspects as Mark Anthony Rosales y Manginsay a.k.a. “Making”, 22 years old, single, a resident of Purok Nuevo 2, Sanito, Ipil, Zamboanga Sibugay; and Joseph Rodrigo y Batuigas, 23 years old, single, resident of Purok Greenfield, Sanito, Ipil, Zamboanga Sibugay. Confiscated during the operation were four (4) heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 0.08 gram worth Php1,500.00, and several drug paraphernalia. The operatives also recovered the P300.00 used as buy bust money. Cases for violations of Section 5 (Selling of Illegal Drugs), Section 11 (Possession of Illegal Drugs), Section 12 (Possession of Drug Paraphernalia), and Section 15 (Use of Illegal Drugs), Article II of RA 9165, otherwise known as Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects. PUSHERS FELL IN DRUG STING IN MALANGAS Another allegedly pushers fell into the hands of joint elements of Philippine Drug Enforcement Agency - Zamboanga Sibugay Provincial Office, Malangas MPS and 3MC, RPSB during a buy-bust operation conducted at Purok Malambuon, Poblacion, Malangas, Zamboanga Sibugay at around 2230H of October 11, 2017. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the two arrested suspects as Lowel Ismael y Araham a.k.a. “Lolong”, 38 years old, married, a resident of Tigabon, Malangas, Zamboanga Sibugay; and Jonathan John Alban y Modapil, 21 years old, single, resident of Purok Malambuon, Malangas, Zamboanga Sibugay. Seized during the operation were three (3) heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 1.2 gram worth Php4,500.00. The P500.00 utilized as buy-bust money was also recovered by the operatives from the suspects. Cases for violations of Section 5 (Selling of Illegal Drugs), and Section 11 (Possession of Illegal Drugs), Article II of RA 9165, otherwise known as Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspects. SHABU BOUND FOR MANILA INTERCEPTED IN JOLO On October 21, 2017 at around 1510H, acting on a tip of one of the mail service providers, elements of PDEA 9 Sulu Provincial Office intercepted a parcel containing shabu placed inside a native delicacy (Durul or Suman) bound for Metro Manila. Said illegal drug, weighing more or less fifteen (15) grams, was discovered inadvertently by an employee of the said mail service provider in Jolo, Sulu and turned-over it to PDEA 9 Sulu Provincial Office for proper disposition. Moreover, PDEA 9 Sulu Provincial Office is conducting further investigation on the matter. PUSHERS FALL IN DRUG STING IN ZAMBOANGA CITY Two drug suspects fell into the hands of Philippine Drug Enforcement Agency - Zamboanga City Office during a buy-bust operation conducted at Zone 3, Brgy. San Roque, Zamboanga City at around 2030H of October 20, 2017. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the two arrested suspects as Benhar Samla y Amil”, 22 years old, married; and Rowida Sakili y Jinnul, 20 years old, also married. Both are residents of Southcom Village, Calarian, Zamboanga City. Seized during the operation were two (2) heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing more or less 0.1 gram worth Php1,000.00, one black-colored leather wallet, orange- colored paper used as container, one black-colored Kawasaki Rouser 200cc and one motorcycle starter key. The P500.00 utilized as buy-bust money was also recovered by the operatives from the suspects. Cases for violations of Section 5 (Selling of Illegal Drugs), and Section 11 (Possession of Illegal Drugs), Article II of RA 9165, otherwise known as Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects. DRUG SUSPECTS ARRESTED IN IPIL BUST Joint elements of PDEA IX Zamboanga Sibugay Provincial Office and PNP arrested two drug suspects when they conspired and sold to a PDEA agent who acted as poseur buyer one heat-sealed plastic sachet of suspected shabu during a buy-bust operation conducted along National Highway, Purok Gemelina, Barangay Sanito, Ipil, Zamboanga Sibugay at around 2250H of October 23, 2017.

The Municipalities of Ipil, Kabasalan, Naga, Roseller T. Lim, Siay, Titay and Tungawan shall remain under the jurisdiction of the existing DEO, which shall henceforth be known as Zamboanga Sibugay 2nd DEO. Pending approval of the DPWH Rationalization Plan, the Zamboanga Sibugay 1st DEO shall be constituted and manned by appropriate personnel from the Regional Office and/or other offices of the Department as may be identified by the Regional Director of DPWH Region IX, subject to approval by appropriate official of the Department, CS Law and Rules and pertinent provisions of the Omnibus Election Code. The DPWH Central Office may also provide technical and planning support to the Zamboanga Sibugay 1st DEO as may be necessary. The initial cost to operationalize the Zamboanga Sibugay 1st DEO shall be charged against appropriate funds of the Department, subject to existing accounting and auditing rules and regulations. Succeeding funding requirements shall be included in the annual budget of the Department.

    SIGNIFICANT OPERATIONAL ACCOMPLISHMENTS PDEA RO IX May 2017 DISMANTLING OF DRUG DEN AND ARREST OF SEVEN DRUG PERSONALITIES IN IPIL, ZAMBOANGA SIBUGAY Joint elements of Philippine Drug Enforcement Agency Regional Office 9 (PDEA RO9) and Ipil Municipal Police Station conducted a buy-bust operation at Purok Morning Glory, Barangay Don Andres, Ipil, Zamboanga Sibugay which resulted in the dismantling of a drug den (HIO) and the arrest of seven drug suspects, including a minor, on May 4, 2017 at around 1030H. PDEA RO9 Regional Director, Dir. III Lyndon P. Aspacio, CESE identified the arrested suspects as Joseph Martinez y Estrada a.k.a “Igo Martinez”, 37, married; Roberts Martinez y Malicsi, 20, single; Adolfo Torralba y Morales a.k.a “Jun-Jun Torralba”, 33, separated; Jovelito Martinez y Estrada, 38, single, all residents of the above-mentioned place; Juven Acas y Uy, 21, single, resident of Salug Poblacion, ZSP; Angelo Teope y Maglasang, 40, married, resident of Payao, ZSP; and John Rey Narvaez y Sagang, 17 (minor), single, and a resident of Brgy. San Antonio, Titay, ZSP. Confiscated during the operation were eight (8) pieces heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing MOL 25 grams amounting to P96,605.00, several drug paraphernalia, one unit KG9 with two magazines, 9mm and caliber .45 live ammunitions, one unit ARMSCOR 9mm pistol with magazine, one unit REMINGTON caliber .45 pistol, with magazine and cash amounting to P2,500.00. The agents also recovered the two (2) pieces P100.00 bills utilized as buy-bust money.
