STATEMENT OF PROBLEM . . For many years industrial wastes h&ve been discharged in the Tr:l.nity River Watershed particularly from mines and sawmills.

Although the number and 10eation have been largely;unlmown, the effect . . . of theBe wastes on beneficial uses of the river water'has never been investigated.

SCOPE OF INVESTIGATION

Tho following statement is extracted from the Harth Coastal

Regional board I,') request for the investigation. "A check should be made to determine -tfn;lt wustes from mining and sa''l!Ili1l operations are being discharged and ,'ffect on the river for beneficial uses."

FIElD INVESTIGATIONS

Personnel of the Department of Fish and Gane conducted a fiold survey 0 1' U18 Trinity River from June 9 to June 25, 1952.

All s,lvlInills and mnes along the Trinity River from its headwatersat Ea gle Creek t (1 1ts coni'luence with the Xlamath River at vleitchpec were inspected. Only those..installations in the immediate vicinity of the Tritiity or \dtllin five miles of the river on ,any tributary were inspected. In order to cover the entire watershed mth the limited tine and. personnel available, a cur::JOry i~_vestigation ~as . , necessarily llk1.de of each installation. No chemlcal or biological tests ';lere made. Only data obtained through inquiries or visual inspection is included in this report. - 2 -

Man;y sawr.till operators tnroughout California have made· it a common practil~i~ to drain "their logponds into titate waters at the end of each year~ operations. OPer::J.ting seasons of sawmills range from a few months LillI Lng the 3W1l1ner and fall w yearround,,9PElrations. This means that I:10'.,t log; ure drained in the late fall or early winter.

If a logponq i:J drained in me fall when tne receiving is at its lowest flow tIl,..m fish fatalities ore almost sure to occur. On the other hand thG,jo 10gponds that a.re drained during periods of high stream flow will caU;3 ',: little if any damage to wildlife in the receiving waters.

The Fiah and Game realizes that some means must be available for drainint,: .Lop.; ponds in order that they might continue operations and at thE; sa'.,I..: time we must protect the fish and aqua.tic life in ~tate waters. l;[e h;·.'l8 therefore recomraendcd these methods for the disposal of logpond \'/a~; Les, any of which are satitlfactory.

It has been brought to the attention of this office that many IBwmil1 operators in the State have made it a common uractfce to irain their log ponds into State waters upon the cessation of yearly ,nerations. Attention is brought to Section 481 of the Fish and 8me Code l'Jhich states in part: lilt is unIE)'ftrful to deposit in, -germit o pass into, or place where it can pass into the WAters of this State .... any sawdust I shavings I slab6, edgings I or any factory refuse ..... r any substance or material deleterious to fish, plant life, or ird life. 1I This office realizes that means of draining log Donds·must be vailable to the. operators in order for them to continue operations. owever, the uncontrolled drainage of these Donds during low stream LOl.
