Political Party - Why Is It Formed? A registered party is taken in as a National Party only when it fulfills any of the following conditions: • If the party wins 2% of Lok Sabha seats from at least three different states in India • If the party is recognized as a state party in four or more states in India • If the party polls 6% of votes in 4 states in addition to four seats in the Lok Sabha, at the general election to Lok Sabha or Legislative Assembly. To be called as a State Political Party, a political party needs to fulfill any of the following conditions • The political party needs to win a minimum of 3% of the total number of seats in the legislative assembly • For every 25 seats in the Lok Sabha, the political party must win at least one seat. Alternatively, it needs to win any fraction there of allotted to that State. • The political party should win at least 6% of the total valid votes that are polled during the general election towards the Lok Sabha or State Legislative Assembly. And, in addition, it should win at least one Lok Sabha seat and two Legislative Assembly seats in that particular election. • As per the liberalized criteria, if a political party fails to win a seat in the State general elections to the Legislative Assembly of the State or the Lok Sabha, then, it needs to secure 8% or more of the total valid votes polled in the State.     CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. Evidence from the Changing Structure of Electorates, 1962-2014 Abhijit Banerjee, Amory Gethin, Thomas Piketty* January 16, 2019 Abstract This paper combines surveys, election results and social spending data to document the long-run evolution of political cleavages in India. From a dominant- party system featuring the Indian National Congress as the main actor of the mediation of political conflicts, Indian politics have gradually come to include a number of smaller regionalist parties and, more recently, the Bharatiya Janata Party (BJP). These changes coincide with the rise of religious divisions and the persistence of strong caste-based cleavages, while education, income and occupation play little role (controlling for caste) in determining voters’ choices. We find no evidence that India’s new party system has been associated with changes in social policy. While BJP-led states are generally characterized by a smaller social sector, switching to a party representing upper castes or upper classes has no significant effect on social spending. We interpret this as evidence that voters seem to be less driven by straightforward economic interests than by sectarian interests and cultural priorities. He was also credited with setting up the Indian Army as a separate entity from the British Indian Army - which helped to propel the freedom struggle. Life Subhas Chandra Bose was born on 23rd January 1897, in Cuttack, Orissa Division, Bengal Province, to Prabhavati Dutt Bose and Janakinath Bose. After his early schooling, he joined Ravenshaw Collegiate School. From there he went to join Presidency College, Calcutta and was expelled due to his nationalist activities. Later, he went to University of Cambridge, U.K. In 1919, Bose headed to London to give the Indian Civil Services (ICS) examination and he was selected. Bose, however, resigned from Civil Services as he believed he could not side with the British. He was highly influenced by Vivekananda's teachings and considered him as his spiritual Guru. His political mentor was Chittaranjan Das. In 1921, Bose took over the editorship of the newspaper 'Forward', founded by Chittaranjan Das's Swaraj Party. In 1923, Bose was elected the President of the All India Youth Congress and also the Secretary of Bengal State Congress. He was also sent to prison in Mandalay in 1925 due to his connections with revolutionary movements where he contracted Tuberculosis. During the mid-1930s Bose travelled in Europe. He researched and wrote the first part of his book, The Indian Struggle, which covered the country’s independence movement in the years 1920–1934.

The following Notification of the Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110 001, dated 17th September, 2010 [26 Bhadrapada, 1932 (Saka)] is republished:— Whereas, the Election Commission of India has decided to update its Notification No. 56/2009/P.S.II, dated 14th September, 2009, specifying the names of recognised National and State Parties, registered-unrecognised parties and the list of free symbols, issued in pursuance of paragraph 17 of the Election Symbols (Reservation and Allotment) Order, 1968, Now, therefore, in pursuance of paragraph 17 of the Election Symbols (Reservation and Allotment) Order, 1968, and in supersession of its aforesaid Notification No. 56/2009/P.S.II, dated 14th September, 2009, as amended from time to time, published in the Gazette of India, Extraordinary, Part II—Section-3, sub-section (iii), the Election Commission of India hereby specifies :— (a) In Table I, the National Parties and the Symbols respectively reserved for them and postal address of their Headquarters ; (b) In Table II, the State Parties, the State or States in which they are State Parties and the Symbols respectively reserved for them in such State or States and postal address of their Headquarters; (c) In Table III, the registered-unrecognised political parties and postal address of their Headquarters; and (d) In Table IV, the free symbols.

All the political parties which wish to contest local, state or national elections are required to be registered by the Election Commission of India (ECI). A recognized party enjoys privileges like reserved party symbol, free broadcast time on state run television and radio in the favour of party. Election commission asks to these national parties regarding the date of elections and receives inputs for the conduct of free and fair polls National Party: A registered party is recognised as a National Party only if it fulfils any one of the following three conditions: 1. If a party wins 2% of seats in the Lok Sabha (as of 2014, 11 seats) from at least 3 different States. 2. At a General Election to Lok Sabha or Legislative Assembly, the party polls 6% of votes in four States in addition to 4 Lok Sabha seats. 3. A party is recognised as a State Party in four or more States. The Indian political parties are categorized into two main types. National level parties and state level parties. National parties are political parties which, participate in different elections all over India.
