1. EXECUTIVE SUMMARY

1.1 Background

The Trust is the governing body of the BBC. Its role is to get the best out of the BBC for licence fee payers.

One of the key ways in which it ensures that the BBC is delivering its public purposes is by carrying out a rolling programme of reviews of the BBC services. As part of these reviews the Trust conducts a public consultation in order to understand the views of licence fee payers.

The Trust’s latest service licence review looked at BBC’s national radio stations in Northern Ireland, Scotland and Wales, including BBC Radio Cymru.

1.2 Consultation

The consultation ran from 11 October 2010 to 12 January 2011.

Licence fee payers were able to take part in the consultation via an online form or by completing a hard copy response. 194 people responded to the consultation.

These responses were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

1.3 Key Issues from the consultation

There were a number of key issues raised by respondents. It should be noted that these are the views of those who took part in the consultation and should not be considered representative of all listeners.

Support for Radio Cymru

Many of those who took part in the consultation are grateful for the provision of a Welsh language station and see it as high quality and informative as well as entertaining. News and current affairs are thought to be well-covered and provide a good Welsh perspective as well as strong political news. There is also a good representation of Welsh culture, and voices from across the country are welcomed.

There are, however, a few other issues which are mentioned.

Confused Proposition

Respondents comment that it is very hard for one station to serve all the Welsh speakers, since the Welsh speaking population is very diverse.. By trying to provide programming for everyone, the station’s remit is confused and therefore presently not ideal for any of potential audience.

Needs more programming for younger listeners

Associated with the above issue, many respondents comment that there is very little provided for children or younger adult listeners on the station. Some feel that the station has an old-fashioned outlook and needs to provide more current programming for younger listeners.

The station should focus more on Welsh language music

Many of those who took part in the consultation suggest that the station should not broadcast so many English songs. Since it is the only Welsh-language available, many believe that the choice of music should be focussed on musicians and artists that perform in Welsh.

Reception

Many respondents are unhappy that they cannot receive Radio Cymru because DAB is not available to them. There are also issues with the FM signal for many, particularly when travelling by car.

2. INTRODUCTION

2.1 About the review

The BBC Trust is the independent governing body of the BBC representing the interests of licence fee payers.

The Trust’s role is to get the best out of the BBC for licence fee payers and to secure effective promotion of its public purposes. The Trust is required to represent the interests of licence fee payers, assess their views carefully and appropriately, and have regard to the competitive impact of the BBC’s activities on the wider market. It must also ensure that the BBC observes high standards of openness and transparency.

Each of the BBC services has a ‘service licence’ which details the remit for that service, outlining the overall format and particular characteristics the output of the service should embrace. The licence also indicates how the specific service should contribute to the overall delivery of the BBC’s public purposes.

The BBC Trust is committed to reviewing each BBC service at least once during a five year cycle. This report will be considered as part of the review of the BBC’s Nations Radio services in Northern Ireland, Scotland and Wales. This report covers responses to the consultation on Radio Cymru.

The Trust has issued a service licence for Radio Cymru which sets out what the station is expected to achieve. It is intended to be a comprehensive speech and music radio service for Welsh speakers. It should provide a wide range of programmes reflecting the issues, events, culture and interests of the people of Wales. Its programmes should focus on local and national concerns but also address matters of UK and international significance. It should provide programmes which are high quality, original, challenging, innovative and engaging.

2.2 About the consultation As part of any review, the Trust considers a range of different types of evidence including asking licence fee payers to respond to a number of specific questions about the services through an open public consultation. This consultation was open from 11 October 2010 to 12 January 2011.

Respondents were able to reply to 10 questions either on the BBC Trust’s website or via hard copy leaflets. A total of 167 online responses and 27 hard copy responses were received, of which 120 were in Welsh.

The responses to the public consultation were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

This report summarises both the key themes expressed by the public and responses to the 10 consultation questions.

This report covers replies from individuals only - responses from stakeholders and organisations can be found separately on the BBC Trust website.

Support for Radio Cymru

Many of those who took part in the consultation are extremely grateful for the provision of a Welsh-language station. They consider it to be a high quality radio station and vital to the Welsh people. Many respondents appreciate the variety of programming, describing it as informative as well as entertaining. Both News and Sports coverage are highlighted as providing a unique Welsh perspective which is important to those who live in Wales. As well as this the provision of programmes which help people to learn is appreciated and those who use the website are positive about it.

In addition to this there are a number of areas which are highlighted as important, or where there is considered to be room for improvement.

Confused Proposition

Some respondents comment that it is hard for one station to serve all the Welsh-speakers. They comment that in trying to achieve this it means that the proposition for the station becomes unclear. For example in some respects it could be seen as traditional and old-fashioned and seems to suit older listeners, yet at the same time is broadcasting a lot of modern ‘pop’ music aimed at a younger audience.

It's insufficient. It is not possible for one channel to meet the needs of all Welsh speakers, our interests vary as much as the English speakers of the United Kingdom. We really need at least one more channel in order to develop a service that would cater for those who would listen to Radio 1/2, and one for those who would listen to Radio 4. – Male 45 to 54

Needs more programming for young people

In line with the notion of the station having a confused proposition, many respondents particularly note that the station does not seem to be serving

younger listeners particularly well. The station is seen as slightly old-fashioned by some and therefore not really serving many Welsh speakers.

Music provision

While many respondents note that the station does provide a platform for Welsh language music, with specific mention for certain programmes. For others there is too much mainstream English language and American music. They feel that the station should play a wide range of Welsh language music rather than music which can be found elsewhere on other BBC radio stations. Some respondents also suggest that the Welsh language music tends to be focussed on modern and ‘pop’ music, and that there could be traditional Welsh language music on the station.

Airplay for Welsh language music is being stolen because of the insistence on playing Anglo-American music. – Male 45-54

Reception

Many respondents are unhappy that they can’t receive Radio Cymru because DAB is not available to them. Large parts of the country don’t have digital reception which is a key issue for many listeners. There are also issues with FM signals, particularly when travelling by car. However, respondents are appreciative of the various methods to listen to Radio Cymru.

Helping people to Learn

There are some respondents who feel that Radio Cymru does a good job in helping the audience to learn. However others feel that there is room for improvement in this area, offering various suggestions such as a specific slot for Welsh learners and more coverage of social issues. Some respondents also feel that the programming offered at present is not of a very high standard.

Sports Coverage

Sports fans are appreciative of the high quality of sports coverage, particularly rugby and football. However some feel there is too much focus on rugby and not enough coverage of minority sports. Respondents mention both tennis and hockey as sports which should be covered since there are local Welsh leagues which could be reported on. Some respondents would like there to be more sport on Radio Cymru but equally there are those who believe there is already too much.

Very good on the whole! A few commentators are very biased and too many people with links to Cardiff Rugby Club and the Blues are involved in rugby commentary. There is generally a positive response to news output on Radio Cymru, with most respondents feeling it is high quality and well-balanced in its reporting. There are a few who feel there could be more local news but equally some would like more international stories to be reported.

Reflecting Life in Wales

Radio Cymru is seen to provide a good range of programmes reflecting Welsh life, including content relevant to all the different communities across the country. Many comment that it covers the national festivals well and that all programming is of a high standard. As mentioned above, some feel there could be more for younger listeners.

Not good, especially after 7 in the evening – all we get is hours of music and flippant, good-for-nothing chatter. Audience Contribution and Involvement

A large number of respondents feel that Radio Cymru does well in offering opportunities for the audience to take part or contribute in some way. They reference the various methods of joining in as well as specific shows. However a few feel there are not enough opportunities to join in or are not aware of the methods available.

Although some respondents are happy with the ways in which they can listen to Radio Cymru, the majority of comments are from respondents who would like to listen on DAB but are not able to pick up a signal in their area. In addition, some mention that the FM signal is also patchy in some parts of Wales, and others express concern about the potential loss of FM. There are also references to the difficulty in picking up a consistent signal while travelling through Wales.

Issues with FM Signal

I often listen in the car. FM reception is not great in some parts of Wales, but, from what I understand, digital radio reception would be even worse. Therefore, I object any movement towards dropping FM radio. – Male 45-54

The majority of respondents seem to hold the news output on Radio Cymru in high regard. The news is seen to be of a good quality providing a balance of news, both from across Wales and the rest of the world, and with good political reporting.

However some respondents feel there is not enough local news, some that there is not enough international news and some feel that there could be more coverage and scrutiny of the National Assembly as well as the European Parliament. There is also concern over the repetition of news stories and also the lack of independent reporting and the use of translations.

News and current affairs is done well Many respondents comment that Radio Cymru fulfils it commitments to news and current affairs well, with news from across Wales and the rest of the world. Respondents also comment that political issues are explored thoroughly.

However, it's generally too willing to follow the British media's news agenda, especially that of the BBC centrally, instead of doing its own work. It would be good to see more journalism from a Welsh perspective, and Radio Cymru researching its own stories and finding its own news to break, rather than following everyone else. Many respondents appreciate the sports coverage on Radio Cymru, with particular praise for the rugby and football coverage, though some suggest that the station prioritises rugby over football. Many respondents feel that there is a strong link between the content of programmes on Radio Cymru and life in Wales. The station is seen as doing a good job in trying to reflect the many different communities and demographics across the country. A number of comments refer to the excellent coverage of national festivals such as the National Eisteddfod. The main issue appears to be that many feel there is not enough programming for the younger Welsh speaking audiences.

Radio Cymru provides too many shows for older people and the 'Welsh strongholds'. There isn't enough to interest young people during the day. I follow current affairs, but most people want music, but not music presented by farmers! I listen to Radio Cymru, but most of my Welsh speaking friends (young people in Cardiff) never listen to it. Although C2 is good in the evenings, it

needs to be separated from the old-fashioned Radio Cymru. Many of the responses to this question relate to music and there are very divergent views. Some respondents seem to be very positive about the support for Welsh language music and new performers on Radio Cymru with specific reference to C2 and Brwydr y Bandiau. However, other respondents feel that there is too much English language music played on the station, in particular there are calls for more Welsh language music during the daytime schedule.

There are fewer comments about other areas of creativity and culture, though some respondents mention they would like more drama or serials, comedy and general arts coverage. It is important that Radio Cymru's playlist should consist predominantly of Welsh language music wherever possible. I am unaware of the purpose to include English language tracks within some of the output but do feel it should be minimised as it can sometimes hinder how the station projects itself to the audience (in my opinion). Having said that, the support given to the Welsh music scene is very strong, especially within C2 (be it on air or off air). It is especially encouraging when the strand strives to find new & emerging talent and to bolster established artists through the regular sessions. – Male 16 to 24

Radio Cymru plays too much English music. It is a Welsh station, I would tune into Radio Wales for English music! A dedicated show for unsigned welsh music would also be appreciated, as opposed to

There are too many English language songs being played at the moment - in particular on some programmes (e.g. C2). There is a wealth of Welsh language songs out there - songs which would never, or rarely, be played on the airwaves of any other radio stations. Therefore, why should Radio Cymru fill its broadcasting hours with as many Anglo-American songs as it can, while the opportunity to play Welsh artists is being wasted? - Male 25 to 34

While some respondents feel that this is done well on Radio Cymru, the majority comment that a lot more could be done in this area by providing more programmes of this type and offer suggestions as to how this could be improved. These suggestions range from a specific slot or programme for Welsh learners to more programmes about different parts of Wales, as well as programmes about what is happening in Wales today. Others would like programmes covering different topics such as social issues or science and technology. There appears to be a mixed response to this question. Some respondents feel that this is done well as listeners are encouraged to contribute to programmes, either by phone, text, email or social network sites such as Facebook or Twitter. Others believe that there should be more opportunities for listeners to interact with the station. Some feel that to attract a wider and younger audience the use of online social network sites could be used more widely. Perhaps there is scope at times for listeners to give their views, or request songs, but not every time. I think the balance at the moment is very good. – Male 35 to 44

Quite well. Better use could be made of social networks by ensuring the presenters themselves have Twitter and Facebook profiles, rather than having a producer/researcher writing for them. It's only through being personal and direct that the best use can be made of these networks in order to attract audiences. A Twitter profile by Dafydd Du and Caryl in the mornings would encourage more contribution. It works for Jamie and Louise...why not for Dafydd and Caryl. – Male 25 to 34

Only a relatively small number of respondents say that they use the website, and they seem to be generally positive about the content and the accessibility of the site. It is described as good, easy to use and straight forward, upholding the same standard as other BBC website pages. The content is seen by some as comprehensive and interesting and providing a good source of news in Welsh.

Some respondents believe that the site could be updated more frequently, and would like to see more content on the website such as the availability of track listings (as per the national stations) or Welsh news. The website is good Quite good, easy to find previously aired programmes for listeming via iPlayer, although not everything is available. – Female 35 to 44

A wide variety of responses are given by respondents, with many reiterating issues raised previously in the consultation.

The station is described by respondents as high quality, professionally presented and produced. It is also described as interesting, informative and entertaining. Many respondents enjoy the station and feel it is important for the Welsh speakers to have their own Welsh language station. There are a number of issues raised including the difficulty in providing a station to suit all age groups, in particular the need to attract a younger audience; too much repetition within the schedule, and a call for less English language music and more Welsh language music. Some respondents also mention that they believe there is a poor standard of spoken Welsh on the station. Radio Cymru is a good station Mae’r orsaf hon o’r pwys mwyaf i ddiwylliant, hanes a bywyd cyfoes y Gymru Gymraeg. Mae’n amhrisiadwy

This station is of the utmost importance to the culture history and current life of Welsh Speaking Wales it is Priceless - Male 65 to 74

The service is vital for the Welsh nation and for those who are not Welsh, but chose to learn or to use the Welsh language. – Male 65 to 74 Mae'n adnodd mor werthfawr i ni'r Cymry Cymraeg ac yn darparu amrywiaeth eang iawn o raglenni, cyflwynwyr ac adloniant. It's such a valuable resource for us Welsh speakers, and it provides a very broad range of programmes, presenters and entertainment.

The brilliant work done by Radio Cymru has to be acknowledged - the station tries to provide a service suitable for everyone. It's good that traffic news and so on is now offered. But, one radio station isn't enough. I was a big fan of the show that was on at 5 o'clock in the morning. It had news, sport, weather reports and a few songs but now there are just repeats, so I no longer want to listen. – Male 35 to 44

The weekday morning programmes need to be looked at again - the early repeats are not working, there's no way of knowing the news, the weather, what time it is! The early morning programmes were great. I assume this is a way of saving money. As it happens, all the repeats are programmes I didn't like the first time not to mention hearing them again! - Age and gender not given

Many presenters and broadcasters speak in incorrect Welsh. Mutation errors and general grammatical mistakes can be heard on show after show, and on one bulletin after the other. You can accept the odd slip-up, but when mistakes are repeated every

hour, it gets intolerable. Some presenters need vocal training. – Male 45 to 54

I would like to say that some broadcasters should speak slower, older people can sometimes have difficulty following and understanding. A few grammatical errors are made at times - e.g. the sports people say 'curo gêm' for 'winnning a match', when 'ennill gêm' is correct! – Female 35 to 44

We only have one station, and everyone is aware that the station has to offer something for everyone. It's vital we hear accents and dialects from every area, but the station shouldn't include polluted Welsh - the station has a responsibility to maintain linguistic standards. Simple language is needed, that's easy to understand but also correct, rather than being a bad translation from English. – Female 55 to 64
