How it Works

Finding and reserving a bike is quick and convenient. Users can create an account using a computer or mobile device (Android or iOS). To register, simply select the network and membership plan, enter account details, agree to terms and conditions, select a 4-digit PIN and enter payment information. After signing up, the app walks users through a 5 step user on-boarding process explaining how to use the system. If the bike share program is expanded into local campuses or adjoining communities, SoBi’s open API allows users to bounce between systems using the same account number. The SoBi platform accepts all major credit/debit cards and is PCI compliant.

About the CEO After a successful career in real estate, Sean Flood decided to put his passion for advertising and sustainability on wheels. The GOTCHA (Green Operated Transit Carrying Humanity Around) Group began with the launch of Gotcha Ride in 2009. Eco-friendly electric vehicles provided free, safe rides for college students. The on-campus transportation programs were funded through outside sponsors, giving advertisers the unique opportunity to provide a much-needed service and align themselves with a sustainable initiative.

All financial transactions are completed automatically through the app/ website, providing additional protection for riders since they do not have to bring cash or credit cards to and from the designated rack locations. Optional Infrastructure Kiosks are not required at stations because the locking mechanism and transactional computer are integrated onto the bicycle. Gotcha Bike stations do not need any wiring or electrical power. Instead, Gotcha provides double-sided information panels that display station information, maps and way-finding, safety tips and branding opportunities for advertisers and sponsors. These panels are available in two sizes: large (58” x 30”) and compact (43” x 11”).

Gotcha Bike offers custom racks, manufactured with durable powder-coated steel, which require no wiring or electronics. This increases robustness and reduces the cost of stations. Racks provide significant branding real-estate, lending the program a cohesive feel. Traditional kiosks are available for registration and payment. Kiosks are solar powered with backup batteries.

Please note that Gotcha’s custom racks and signage panels are optional. The Cities may reallocate existing racks or source internally to ensure compliance with Cities guidelines.

System Maintenance Gotcha will manage all bike share operations for the ValleyBike share. In addition, Gotcha will hire a local management team to oversee the system health and efficiently solve any maintenance issues that may arise. The software management tools and applications set a new bar for fleet management and ensure our operations are as cost- effective as possible. The sophisticated and easy to use software is available 24/7 through any web browser. SoBi is constantly improving bike share technology - as new firmware becomes available Gotcha will update each bicycle to ensure the fleet is performing at its best.

Through the SoBi platform mechanics and fleet managers can create, track, manage and resolve maintenance issues on the GPS-enabled bicycles. They can also view the exact battery level on each bike. The ‘playbook’ app acts as an interactive bike manual and provides detailed troubleshooting tips. Usage can be aggregated system-wide and shared, enabling actionable planning.

To efficiently manage the bike share system, Gotcha will contract with a local bike shop to resolve any maintenance issues that arise. Most issues are resolved less than 24 hours after being reported. Please note that Gotcha Bike will be responsible operationally and financially for maintenance. If a bicycle needs to be replaced, Gotcha will be able to do so in a timely manner as all bikes are assembled, painted and decaled in the US.

Preventative Maintenance SoBi’s advanced back-end technology allows operators to set inspection alerts based on time (ex. once a month) or bike mileage (ex. every 500 miles). After receiving the inspection alert, Gotcha’s local mechanic will perform preventative maintenance along with a thorough safety check.

Redistribution GPS tracking allows operators to view the exact location of each bicycle in the system. Bicycle repositioning will be achieved through a combination of smart logistical planning and rebalancing using an eco-friendly vehicle. In addition, rider credits may be offered to incentivize users to pick up an out of hub bike and return it to a designated corral.

Gotcha will also partner with local organizations to increase awareness. Sponsors, if acquired, will also assist in bike share promotion as available. Through SoBi’s badge system, promotions can be created based upon ridership data (ex. selecting a “Road Warrior” that racks up the most mileage per month).

Membership Interoperability Collectively, Gotcha and SoBi provide bike share programs to over 50 markets. Users will be able to access any of these networks through the same mobile application and account, providing seamless connectivity between bike share systems across the globe. To boost wellbeing and sustainability initiatives, Gotcha recommends hosting a ValleyBike competition to see which City can burn the most calories or present the highest amount of carbon emissions reduced.

Should your program wish to engage them for public relations and social media support, we could highly endorse their effectiveness, as we have experienced in numerous markets including Charleston, SC, Sarasota, FL, Wilmington, NC and others.

Touchpoint Communications is a 12-year old, multiple award-winning communications firm based in Charleston. They have broad experience launching programs, working in discrete media markets and generating earned media and influencer support for diverse clients.

Touchpoint bases every program on client goals, building in strategies and tactics to reach – or better yet, exceed – those goals. They measure success through numerous means, including Ad and PR valuation for earned media; engagement for social media; web analytics; sales and usage goals, etc.

For this program, they would base our goals on the Cities’ desires. Based on past experience, the goals are likely to include: • Maximizing program awareness at launch through heavy exposure in earned media and with area influencers. • Sustaining interest in program with a cadence of milestone pitches and placements. • Careful assessment and listening in the market to determine challenges, opportunities best solved with PR and social strategies. • Be ever-ready to respond to crisis, should one develop.

The Gotcha Group has a Crisis Communication Plan that can be adapted to this market. The plan provides case-by-case protocols, which must be customized to each market’s critical audiences, appropriate spokespeople, communication channels, etc.

For this program, Touchpoint would craft a shelf- ready crisis plan, and deliver training virtually (or in person, for additional travel costs). Should a crisis arise, Touchpoint can be available to guide response either in person or from afar.

Touchpoint Communications generates more than $6 million in earned media value every year for its many clients. The firm generates media through the use of releases, individualized pitches, PR events and more. All programs start from research; for this program, we will pull local media lists, assess best targets, identify appropriate launch and beyond angles, and get to work!

Section 6: Implementation Plan & Timeline The ValleyBike system will be financially sustained through a combination of sponsorship (to be acquired by Gotcha) and ridership fees. Gotcha offers a true partnership and will be responsible for the day-to-day operations and overall success of the ValleyBike system throughout the lifetime of the agreement.

Ridership Fees SoBi’s advanced back-end technology allows operators to easily customize membership plans and payment options within each municipality. Gotcha will work with the Cities to determine the ideal fee structure to ensure a healthy bike share system and encourage use. SoBi has security procedures in place to protect cardholder information and comply with the Payment Card Industry Data Security Standard.

Please note: Bike share access may be gated based on email domain for specific payment plans (ex. students must have an @umass.edu address in order to sign-up for discounted pricing). For an additional development cost, integration with student ID and local transit cards is available.

Gotcha recommends the following as an example: • Single trip: $2.50/trip (up to 30 minutes) $6-$8/hour overage fee • Day pass: $10/day (up to 120 minutes) $6-$8/hour overage fee • Monthly plan: $15/month; includes 60 minutes daily free time; $6-$8/hour overage fee • Annual plan: $120/year; includes 90 minutes daily free ride time; $6-$8/hour overage fee • Discounted membership plans may be created for local universities, sponsor organizations, etc.

Note: Overage fees are prorated to the minute of ride time. To ensure accessibility, additional fees will be charged to users ending rides outside of the geofenced hub locations. Ridership credits may be offered to users as a rebalancing incentive. For more information, please refer to “Redistribution” section above.

Multi-jurisdictional Bike Share Systems The University of North Carolina Gotcha provides bike share programs (with different ridership pricing models) in Wilmington, NC, Charlotte, NC and Chapel Hill, NC.

User feedback As with any new program, there is a learning curve associated with bike share. Gotcha Bike will work hard to educate users on how to utilize the system as intended for point-to-point transportation. The most common user questions are listed below.

Q: “Why was I charged X amount?” (not understanding out-of-hub / out-of-system-area fees) A: If a user exceeds the free ride time included in their plan, they will incur an additional charge. These fees are designed to encourage two things: 1. Shared use of the bicycles. 2. Users to end their trips in locations that are convenient and easily accessible for other riders. Gotcha Bike’s customer service team will refund any first-time users and explain the reasoning behind the cost structure.

Q: “Can I pause my reservation?” (hold feature) A: Yes! In order to pause your reservation inside or outside the geofenced system area simply press the “hold” key on the integrated keypad on the back of the bike and follow the instructions to lock the bike to any standard rack. This feature will pause your reservation so other users cannot access the bike up to a maximum time deemed appropriate by the Cities (typically 30 minutes).

Q. “Will you add a hub to ______?” (rider requests for future hub locations) A: Thank you so much for your feedback! We appreciate your suggestion and will pass it along to the Cities for consideration as we look towards expanding the program.

Q: “Will I get charged if the bike share rack is full?” A: No. Every hub location features a geofenced “buffer zone” to ensure that bikes parked next to the rack will be counted as inside the hub location. (NOTE: When inserted, the Ubar immobilizes the rear wheel. The bicycle cannot be ridden until an other rider initiates a rental by typing in their account code.)

Q: “Can I reserve a bike in advance?” A. Yes! Bikes can be reserved in advance via the mobile app or website.

Q: “Do I need a smartphone or WiFi to access the bikes?” A: No! After your account is created you may initiate a ride by typing in your account number and PIN code on the bike keypad.

Winter Operations Gotcha bikes are equipped with rust-proof frames, puncture resistant tires and Kevlar seats for extreme durability in all weather conditions. It is up to the Cities as to whether bike share operations are provided during the winter season. To encourage ridership during colder months, Gotcha will develop specials and promotions. If necessary, the bike share system can be turned off in one or all cities to prevent users from accessing the bikes.

If the Cities decide to provide ValleyBike access year-round, Gotcha suggests creating a free hidden membership plan for “hub keepers”. Individuals living near the stations will have free access to the bike share system in exchange for shoveling snow around the hub. If necessary, Gotcha’s local fleet staff will also assist with clearing the stations.

Station Siting Gotcha will work closely with the Cities to select ideal bike hub locations for each service phase, targeting high- density areas that are easily accessible and have strong visibility. Gotcha Bike’s dedicated project management will work with the participating Cities to ensure all necessary permits are obtained for bike share stations and operations. We are very familiar with navigating the permitting processes and understand its importance on the success of the bike share system. Bike Safety Bike safety is Gotcha’s top priority. All rules of the road will be posted on corral signage, inside the bicycle baskets and on the customized micro-sites. Gotcha will partner with local organizations to host riding clinics and promote bicycle safety.

Helmet Distribution As it stands currently, there is no sustainable and sanitary way to share helmets. Gotcha is working towards establishing a partnership with EcoHelmet, a unique foldable helmet designed to be purchased from a vending machine at bike share stations. EcoHelmet is in the process of obtaining the necessary safety certifications to distribute helmets within the United States.

Additionally, Gotcha is partnered with Bern helmets. Bike share users may receive 20% off of any online helmet purchase with promo code ‘GOTCHA20’. Upon award of the contract, Gotcha will also partner with local bike shops to offer discounted helmets to riders.

Liability Waver All users must digitally agree to the network terms and conditions prior to creating an account. The waiver is completely customizable. Upon award of the contract Gotcha will work with the Cities to modify the language and receive necessary internal approval.

Gotcha takes all the liability of operating a bike share system off of the Cities. Users will be financially responsible for any bike damage that occurs during their ride. If for some reason we are unable to determine which rider caused the damage, Gotcha’s fleet management team will repair the bike at no cost to the Cities.
