February 16: Preliminary Competition • The Preliminary Competition will be comprised of approximately 96 participants who will be divided into two competitive sessions of approximately 48 athletes each. • Athletes will be seeded into the two preliminary sessions based on the following: Ø The basis for seeding will be the MPC approved 20-point program based on two days of competition at the 2016 P&G Championships. The ranking includes all participating athletes. The Two-Day 20 Point P&G Championships ranking is included as Attachment B. Ø The top 42 athletes from the Two-Day 20 Point P&G Championships Ranking who are participating in the 2017 Winter Cup Challenge will compete in Session 2 (Attachment E) Ø The MPC will consider placing up to 6 athletes into Session 2 from among the athletes petitioning to the 2017 Winter Cup Challenge. Placement into the 2nd Session will be based on past competitive accomplishments and perceived competitiveness within the field. Any unused petition positions into the 2nd Session (up to 6) will be filled from the rank order Two-Day 20 Point P&G Championships Ranking results. Ø A blind draw will be done to fill remaining positions after the previous positions have been considered. Ø All other athletes qualified to the 2017 Winter Cup Challenge will compete in Session 1. B. February 18: Finals Competition • The top 24 athletes rank order from the preliminary competition All-Around results as well as the top 18 rank order athletes (not included in the 24 All-Around athletes from the MPC approved Points Program) will advance to the Finals Competition for a field of 42 athletes. The points program will be published a minimum of 45 days prior to the start of the Winter Cup Challenge. • The top 3 athletes on each event (including ties) in Preliminary competition will advance to the Finals Competition. Athletes who advance to the Finals session based on the top three individual event qualifications may only compete on the events(s) in which they qualified. • The 2016 Olympic Team squad (5-man team plus 3 replacement athletes) is automatically eligible for both days of competition at the Winter Cup Challenge. Any Olympic squad member not qualifying to Finals competition by AA or points will participate as an additional athlete. Note: Scratches from the AA or points qualified athletes will be filled by the next rank order athlete in each respective group (AA or points). A points qualified athlete (based on his AA rank) who replaces an AA athlete who withdraws from the Finals will be replaced by the next highest ranked points qualified athlete. C. There will be a one-touch warm-up prior to the start of each rotation. D. There are no petitions into Winter Cup Finals. E. Awards for the top six (6) All-Around competitors, based on the combined scores from the Winter Cup Preliminary and Winter Cup Finals, will be presented at the conclusion of the Winter Cup Finals. In the event of a tie at the conclusion of the Winter Cup Finals, the tie will be broken in the following manner: • Lowest E panel score (average) from Winter Cup final results (Day 1 & 2 combined) • Lowest individual E score from Winter Cup Finals • If still tied, both gymnasts will receive an award F. The top three (3) gymnasts on each apparatus from the combined total of the two sessions of the Winter Cup Preliminary and Individual Winter Cup Finals will be recognized as the event winners at the conclusion of the Winter Cup Finals. Athletes must be present to receive awards. In case of a tie on an event after the conclusion of the Winter Cup Finals, the tie will be broken in the following manner: • Lowest E panel score (average) from Winter Cup Finals (second day competition) • Lowest individual E score (single judge) from Winter Cup Finals • If still tied, both gymnasts will receive an award Competition Rules A. This will be an FIG rules event with the exceptions listed below. B. All Winter Cup participants will follow senior rules. C. The following documents will be used: • FIG Code of Points –the current FIG version which can be found at http://www.fig- gymnastics.com/publicdir/rules/files/mag/CoP_MAG_2017-2020_ICI-e.pdf plus any official Men’s Technical Committee Newsletters. • Most recent USAG/NGJA Rules Interpretations which can be found at http://www.ngja.org/ • There will be NO special USA Bonus used at the 2017 Winter Cup Challenge D. SPECIAL NOTE: No personal electronic items (Head phones, MP3 players, phones, etc.) will be allowed in the field of play (FOP) during competitive sessions (one touch warm up, event preparation etc.). The judges at the event will assess an unsportsmanlike deduction for any infraction from athlete or personal coach. E. There will be three (3) judges per event for all sessions of competition. One (1) judges will perform D and E jury duties, one (1) judge will perform only D jury duties and one (1) judge will perform only E jury duties. F. The FIG COP competition apparel rules will be in effect (i.e. – no dark colored competition pants, allowable sponsor marks, manufacturer marks, etc.). G. A Broken Hand Guard rule will apply, i.e., a retrial for the breaking of a hand guard or dowel is allowed, at the discretion of the head judge as per FIG rules. H. IMPORTANT: In order for a coach to inquire about a start value at the 2017 Winter Cup Challenge, he must use a prepared inquiry form. The form must be typed and filled out completely prior to submission. Coaches may use the form included as Attachment H or they may use their own form. However, the following information must be included: • The athlete’s entire routine must be recorded – typed (may include written update during the competition). • The Difficulty value of each skill must be shown. • The Element Group of each skill must be shown. • Any connection bonus must be shown. • The total number of counting A, B, C, D, E, F and G elements in the exercise. • The total difficulty value, total element group value and final start value for the exercise must be shown. I. Matting: • Horizontal Bar: The use of an 8-inch (20 cm) safety mat under horizontal bar is allowed for release moves. Additionally, the use of an 8-inch (20 cm) safety mat for dismounts is allowed for the Winter Cup (as per additional matting below). • Use of a 10 cm on top of the 20 cm base mat is required for landings on Vault and on both sides of Horizontal Bar. This matting configuration can be changed according to the additional matting allowance noted below; however the 20 cm base mat must remain in place and the minimum of 30 cm is required. • Additional Matting: FX Up to 10 cm additional will be allowed – mat cannot be moved once in place. Matting may be used only for landings – no value skills may be initiated on the additional matting. SR Up to 10 cm additional will be allowed (maximum 30 cm) V 30 cm mats required, up to 20 cm additional will be allowed (maximum 50 cm) PB Up to 10 cm additional will be allowed HB 30 cm mats are required, up to 20 cm additional allowed (maximum 50 cm) J. Vault: 1. All vaults will receive a score (no zero vaults), with the exception of vaults that fail to touch the table. 2. Men’s vault numbers must be shown prior to each vault. Flash boards for vault numbers will be provided at the end of the runway. K. Coach's professional attire is required for ALL training, warm-up and competition sessions - violators will be asked to leave the floor. 1. Closed toe shoes, no sandals 2. Slacks, warm-up pants or hemmed shorts (No denim, and no cargo type pants or shorts will be allowed) 3. Collared shirts 4. No hats 5. No backpacks may be worn in FOP L. Jury of Appeals: The Jury of Appeals will oversee the conduct of the competition. Any protests to the Jury of Appeals must be submitted as soon as possible following any incident and not later than five (5) minutes following the final competitor. The Jury of Appeals will review the situation to insure that proper procedure and protocol were followed. The Jury of Appeals will be made up of the Chairman of the MPC, an Athlete’s Representative and the Vice President of Men’s Program. In the event of an absence by one of the jury members, the MPC will designate a replacement member. M. Warm-up for all sessions is open with the exception of parallel bars, which will be conducted according to the following schedule: Parallel Bar Timed Warm-up Schedule (all other events are open warm-up) Note: The athlete warms up on parallel bars at the time listed below his starting competitive event. Example: 1st event in Session II competition is SR, warm-up at parallel bars from 5:05 – 5:20.
