Competition Format

A. February 16: Preliminary Competition • The Preliminary Competition will be comprised of approximately 96 participants who will be divided into two competitive sessions of approximately 48 athletes each. • Athletes will be seeded into the two preliminary sessions based on the following: Ø The basis for seeding will be the MPC approved 20-point program based on two days of competition at the 2016 P&G Championships. The ranking includes all participating athletes. The Two-Day 20 Point P&G Championships ranking is included as Attachment B. Ø The top 42 athletes from the Two-Day 20 Point P&G Championships Ranking who are participating in the 2017 Winter Cup Challenge will compete in Session 2 (Attachment E) Ø The MPC will consider placing up to 6 athletes into Session 2 from among the athletes petitioning to the 2017 Winter Cup Challenge. Placement into the 2nd Session will be based on past competitive accomplishments and perceived competitiveness within the field. Any unused petition positions into the 2nd Session (up to 6) will be filled from the rank order Two-Day 20 Point P&G Championships Ranking results. Ø A blind draw will be done to fill remaining positions after the previous positions have been considered. Ø All other athletes qualified to the 2017 Winter Cup Challenge will compete in Session 1.

B. February 18: Finals Competition • The top 24 athletes rank order from the preliminary competition All-Around results as well as the top 18 rank order athletes (not included in the 24 All-Around athletes from the MPC approved Points Program) will advance to the Finals Competition for a field of 42 athletes. The points program will be published a minimum of 45 days prior to the start of the Winter Cup Challenge. • The top 3 athletes on each event (including ties) in Preliminary competition will advance to the Finals Competition. Athletes who advance to the Finals session based on the top three individual event qualifications may only compete on the events(s) in which they qualified. • The 2016 Olympic Team squad (5-man team plus 3 replacement athletes) is automatically eligible for both days of competition at the Winter Cup Challenge. Any Olympic squad member not qualifying to Finals competition by AA or points will participate as an additional athlete.

Note: Scratches from the AA or points qualified athletes will be filled by the next rank order athlete in each respective group (AA or points). A points qualified athlete (based on his AA rank) who replaces an AA athlete who withdraws from the Finals will be replaced by the next highest ranked points qualified athlete.

C. There will be a one-touch warm-up prior to the start of each rotation.

D. There are no petitions into Winter Cup Finals.

E. Awards for the top six (6) All-Around competitors, based on the combined scores from the Winter Cup Preliminary and Winter Cup Finals, will be presented at the conclusion of the Winter Cup Finals. In the event of a tie at the conclusion of the Winter Cup Finals, the tie will be broken in the following manner:

• Lowest E panel score (average) from Winter Cup final results (Day 1 & 2 combined) • Lowest individual E score from Winter Cup Finals • If still tied, both gymnasts will receive an award

F. The top three (3) gymnasts on each apparatus from the combined total of the two sessions of the Winter Cup Preliminary and Individual Winter Cup Finals will be recognized as the event winners at the conclusion of the Winter Cup Finals. Athletes must be present to receive awards.

In case of a tie on an event after the conclusion of the Winter Cup Finals, the tie will be broken in the following manner:

• Lowest E panel score (average) from Winter Cup Finals (second day competition) • Lowest individual E score (single judge) from Winter Cup Finals • If still tied, both gymnasts will receive an award

Competition Rules

A. This will be an FIG rules event with the exceptions listed below.

B. All Winter Cup participants will follow senior rules.

C. The following documents will be used:

• FIG Code of Points –the current FIG version which can be found at http://www.fig- .com/publicdir/rules/files/mag/CoP_MAG_2017-2020_ICI-e.pdf plus any official Men’s Technical Committee Newsletters. • Most recent USAG/NGJA Rules Interpretations which can be found at http://www.ngja.org/ • There will be NO special USA Bonus used at the 2017 Winter Cup Challenge

D. SPECIAL NOTE: No personal electronic items (Head phones, MP3 players, phones, etc.) will be allowed in the field of play (FOP) during competitive sessions (one touch warm up, event preparation etc.). The judges at the event will assess an unsportsmanlike deduction for any infraction from athlete or personal coach.

E. There will be three (3) judges per event for all sessions of competition. One (1) judges will perform D and E jury duties, one (1) judge will perform only D jury duties and one (1) judge will perform only E jury duties.

F. The FIG COP competition apparel rules will be in effect (i.e. – no dark colored competition pants, allowable sponsor marks, manufacturer marks, etc.).

G. A Broken Hand Guard rule will apply, i.e., a retrial for the breaking of a hand guard or dowel is allowed, at the discretion of the head judge as per FIG rules.

H. IMPORTANT: In order for a coach to inquire about a start value at the 2017 Winter Cup Challenge, he must use a prepared inquiry form. The form must be typed and filled out completely prior to submission. Coaches may use the form included as Attachment H or they may use their own form. However, the following information must be included:

• The athlete’s entire routine must be recorded – typed (may include written update during the competition). • The Difficulty value of each skill must be shown. • The Element Group of each skill must be shown. • Any connection bonus must be shown. • The total number of counting A, B, C, D, E, F and G elements in the exercise. • The total difficulty value, total element group value and final start value for the exercise must be shown.

I. Matting: • : The use of an 8-inch (20 cm) safety mat under horizontal bar is allowed for release moves. Additionally, the use of an 8-inch (20 cm) safety mat for dismounts is allowed for the Winter Cup (as per additional matting below). • Use of a 10 cm on top of the 20 cm base mat is required for landings on and on both sides of Horizontal Bar. This matting configuration can be changed according to the additional matting allowance noted below; however the 20 cm base mat must remain in place and the minimum of 30 cm is required. • Additional Matting: FX Up to 10 cm additional will be allowed – mat cannot be moved once in place. Matting may be used only for landings – no value skills may be initiated on the additional matting. SR Up to 10 cm additional will be allowed (maximum 30 cm) V 30 cm mats required, up to 20 cm additional will be allowed (maximum 50 cm) PB Up to 10 cm additional will be allowed HB 30 cm mats are required, up to 20 cm additional allowed (maximum 50 cm)

J. Vault: 1. All vaults will receive a score (no zero vaults), with the exception of vaults that fail to touch the table. 2. Men’s vault numbers must be shown prior to each vault. Flash boards for vault numbers will be provided at the end of the runway.

K. Coach's professional attire is required for ALL training, warm-up and competition sessions - violators will be asked to leave the . 1. Closed toe shoes, no sandals 2. Slacks, warm-up pants or hemmed shorts (No denim, and no cargo type pants or shorts will be allowed) 3. Collared shirts 4. No hats 5. No backpacks may be worn in FOP

L. Jury of Appeals: The Jury of Appeals will oversee the conduct of the competition. Any protests to the Jury of Appeals must be submitted as soon as possible following any incident and not later than five (5) minutes following the final competitor. The Jury of Appeals will review the situation to insure that proper procedure and protocol were followed. The Jury of Appeals will be made up of the Chairman of the MPC, an Athlete’s Representative and the Vice President of Men’s Program. In the event of an absence by one of the jury members, the MPC will designate a replacement member.

M. Warm-up for all sessions is open with the exception of , which will be conducted according to the following schedule:

Senior National Team Selection Criteria

15 athletes will be placed on the Senior National Team following the 2017 Winter Cup Challenge according to the following criteria:

1. The top four (4) All-Around athletes based on rank order final results from two days of competition at the Winter Cup Challenge. 2. The Men’s Program Committee will select 11 athletes from the participants at the Winter Cup Challenge or petitioned athletes, with the following contingencies: Ø 2016 Olympic Team squad (5-man team plus 3 replacement athletes) is automatically eligible for both days of competition at the Winter Cup Challenge; Ø Olympic Team squad athletes are automatic selections to the national team if they earn National Team Points (top 10) on each day of competition (Points Program Attachment H); Ø Only petitions based on injury will be considered.

Equipment

Equipment for training, warm-up and competition will be provided by American Athletic, Inc.

Meetings

A. Coaches Technical Meeting - A meeting will be conducted on Wednesday February 15, at 7:00 p.m. to cover the general details of the competition and the event schedule. The meeting will take place at the Westgate Resort & Casino. Each participating program should have at least one coach in attendance.

B. Judges Technical Meeting - The judges technical meetings will be held Thursday February 16, at 12:00 p.m. and 5:30 pm and on Saturday February 18, at 6:00 p.m. at the Westgate Resort & Casino, Room TBD.

Submission of New Elements

A. Any new elements, unusual difficulty, unknown difficulty or combinations that are being performed at the 2017 Winter Cup Challenge must be submitted to Butch Zunich, Technical Director, by the conclusion of the Coaches Technical Meeting, Wednesday February 15. Please use the form Attachment G in this packet.

B. New elements will be evaluated at the Judges’ Meeting on Thursday February 16, at 12:00 p.m.

Training Information

A. Please refer to the Event Schedule for times (Attachment A).

B. All training sessions will be open (not timed). Please respect the use of equipment by limiting your time on the equipment to two (2) minutes per turn.

C. Professional Coaches Attire is required at all scheduled training sessions (see Competition Rules K above).

Medical Trainers

USA Gymnastics will provide medical personnel. They will be available during scheduled training and competition.

Awards

A. Individual Event awards will be presented to the top three competitors on each event at the conclusion of the Winter Cup Finals session on Saturday February 18.

B. All-Around awards will be presented to the top six All-Around competitors immediately following the conclusion of Winter Cup Finals on Saturday February 18.

C. Athletes must be in full warm-ups and footwear to receive their award.

Competition Apparel, March-In and Delegation Seating

A. Athletes may NOT wear USA Gymnastics National Team apparel (past or present) for the march in or for competition. All participating gymnasts are required to participate in the competition march-in for both Winter Cup Preliminary Sessions and the Winter Cup Finals competitions. At the conclusion of the march-in, the participants will clear the floor and report to the staging area to proceed to their first event. Participants should continue to march as a squad to the next apparatus to present themselves to the judges at the beginning of each rotation.

B. Delegation seating in the arena: All participants who are not actually involved in the competition will be shown to a designated seating area in the arena. A credential is necessary in order to sit in the participants seating area. All family members and friends must purchase a ticket for the competition and sit in the ticketed seat.

Participant Seating for Winter Cup Finals – Saturday February 18

For the Winter Cup Finals session of competition on Saturday February 18, credentialed seating will be restricted to floor seating areas only. All bleacher seating or elevated viewing areas will be reserved for ticketed spectators only. Any participant found trading credentials in order to admit friends or relatives to the arena will have their credential removed and will not be allowed to participate in the event.

Interviews

Interviews by general media will take place for medalists and other requested athletes immediately following the competition at the arena. Please be available for interviews upon request.

Registration

A. Credentials for athletes, coaches and officials will be issued at the USAG Registration Desk, which will be located at the Westgate Resort & Casino. Check the schedule for registration times.

B. Please check for the correct spelling of your name as it will be used on the official USA Gymnastics score sheets.

C. No one will be allowed onto the arena floor without the appropriate credentials. Credentials must be worn at all times so that they are visible on the outside of your clothing (except athletes during warm-ups and competition). Coaches, officials and USA Gymnastics Staff must wear credential visibly at all times.

D. If your credential is lost, please contact USA Gymnastics staff immediately.

E. Due to the large number of athletes and coaches, programs will be allowed one coach per competitor, maximum of two coaches per club, on the competition floor. Upon approval by the Vice President of Men’s Program, one additional coach’s credential may be purchased for $50. Those teams with a large number of athletes in the Winter Cup Challenge may contact Dennis McIntyre for an exception to this policy.

A request for a credential for an additional delegation member, such as a team trainer, must be submitted in writing a minimum of 7 days in advance to the Vice President of Men’s Program. If approval is granted, the additional delegation member will only have access to the sideline. No access is granted for field of play. Further, if approved, a $50 additional credential fee will apply and is due with the written request.

We appreciate your cooperation on this matter to help with security and traffic flow of this competition. Floor managers will enforce this policy.

F. Any participant found trading credentials in order to admit friends or relatives to the arena will have their credential removed and will not be allowed to participate in the event. This rule will be strictly enforced.

Ticket Information

Winter Cup Challenge coaches and athletes who do not qualify into Saturday night’s session may enter at no charge but must have their credential to enter. Any participant found trading/using credentials in order to admit friends or relatives to the arena will have their credential removed, will not be allowed to participate in the event and will be billed for the purchase price of an adult ticket. Tickets will be available for purchase at the Westgate Resort & Casino beginning at 9:30 am on Thursday February 16. Due to limited seating at the Winter Cup Finals event, USA Gymnastics and the event host will require all seats to be paid admissions, including athletes, with the exception of Winter Cup Challenge credentialed participants. No credentials will be replaced on Saturday February 18, if lost or forgotten. The host is required to halt ticket sales once fire code limits have been reached. It is recommended you get your tickets early.

Points System for the 2017 Winter Cup Challenge Men’s Program Committee Approved Points System for Qualification from the Preliminary Session to the Finals Session at the Winter Cup Challenge.

Details • Points will be awarded to the top 20 rank order athletes on each event in descending order (Example: 1st place earns 20 points, 20th place earns 1 point) • No points will be given for All-Around placement • Athletes who tie for individual events will be awarded duplicate points with the next point total being skipped. (Example: tie for first – both athletes awarded 20 points, the next highest ranking athlete receives third place points and is awarded 18 points) • The points awarded for the six events will be totaled for a final point total for each athlete. • In the case of a tie for the last position, ties will be broken by: 1. The athletes highest single event points total, if still tied then, 2. The athletes two highest events points total and so on until all six event totals are considered, if still tied then, 3. All tied athletes advance.

NATIONAL TEAM POINTS PROGRAM MPC Approved Points System for Senior Team Consideration from the Winter Cup Challenge Using Results from Winter Cup Preliminary Sessions and Finals.

• Top 10 athletes on each event will receive points from the Preliminary Competition and again from the Finals Competition at the Winter Cup Challenge. The points from each day of competition will be added together to create the athletes Final Points Total. • Points will be awarded on each event according to the following: First place = 11 points Sixth place = 5 points Second place = 10 points Seventh place = 4 points Third place = 9 points Eighth place = 3 points Fourth place = 7 points Ninth place = 2 points Fifth place = 6 points Tenth place = 1 point • Points will be awarded to the all-around using the same formula as the individual events with the exception that all-around points will only be awarded for the combined two day all around total (prelims + finals = two day total). Therefore, the all-around points will only be awarded once following the second day of competition. • Athletes who tie for individual events or all-around will be awarded duplicate points with the next point total being skipped. (Example: tie for individual event third – both athletes awarded 9 points, the next highest ranking athlete receives fifth place points and is awarded 6 points) • The points awarded for the six events will be totaled for each athlete each day. All-around points are based on the two-day all around total and will be added to the athlete’s day two total. An athlete’s day one and day two competitive points will be totaled for that athlete’s Final Points results. • In the case of a tie for the last National Team position by the Final Points, ties will be broken by: 1. The athletes highest all-around two day points total, if still tied then, 2. The athletes highest single event two day points total, if still tied then, 3. The athletes two highest events two day points total and so on until all six event totals are considered, if still tied then, 4. The same process as in #1, #2 and #3 using the second day of competition point totals only, if still tied, 5. The same process will be used in #1, #2, #3, and #4 using the lowest single E (presentation) score (deductions) from the competitive results.
