SECTION A: PREAMBLE

1. These rules are for the 2017 GPS Chess Season competition which is to be held in Term 3 of the school year.

2. 1 Chess will be offered for Year 5 -12.

3. APPLICABILITY OF INTERNATIONAL/NATIONAL RULES2 GPS Chess is conducted under the rules of the Laws of Chess from the Federation Internationale des Echecs [as at 1 July 2014], known as FIDE (from its French acronym), and herein-after modified, altered or added to by the GPS Association in these Rules of Competition3.

SECTION B: CODE OF BEHAVIOUR – MATCH DAY

4. PLAYERS 4.1. Play by the rules 4.2. Cooperate with and respect game officials and their decisions. 4.3. Abstain from verbal abuse, distraction, or provoking of officials or other players – see section on Sledging below. 4.4. Treat all players as you would like to be treated and respect the property of others. 4.5. Abstain from excessive encouragement of team-mates.

5. COACHES 5.1. Set a good example for all players. 5.2. Encourage and create opportunities to develop individual and team skills. 5.3. Ensure your players are friendly towards officials and opponents. 5.4. Remove from the field of play, any of your players whose behaviour is unacceptable.

6. PARENTS AND SPECTATORS 6.1. Provide a model of good behaviour for all players. 6.2. Demonstrate courtesy towards all players, all officials, and all spectators. 6.3. Encourage honest effort, skilled performance, and team loyalty. 6.4. Let game officials conduct the match without interference yet be willing to provide assistance if requested.

7. ADMINISTRATORS AND OFFICIALS 7.1. Ensure the equipment and conditions are safe for the skill level of the students involved. 7.2. Ensure everyone involved, including parents, understand their responsibilities regarding fair play and appropriate behaviour. 7.3. Officiate without bias, emphasize skill and enjoyment, encourage both teams, and set a good example. 7.4. Be consistent, courteous, and helpful towards all participants. 7.5. Ensure that the ‘spirit of the game’ is not lost by overcalling violations. 7.6. Ensure that coaches and officials provide adequate supervision of the players.

8. SLEDGING 8.1. The Headmasters of GPS schools have determined that ‘sledging’ has no place in GPS Chess. This practice is forbidden. 8.2. The Headmasters have directed that players: a) are to make no derogatory comments at an opposing player; b) are to make no derogatory comments about an opposing player, and c) are to make no comments or noises at critical times during the game

9. MAINTAINING A STANDARD OF BEHAVIOUR –BREACH OF CODE OF BEHAVIOUR REPORT SYSTEM4

9.1. The above breaches of behaviour are guidelines.

9.2. Coaches All coaches are responsible for ensuring that the letter and the spirit of the Code of Conduct is followed and are expected to set an example to others at all times.

9.3. Officials Officials in GPS Chess are instructed to watch such negative activities as those listed above. Should an official consider the Code of Conduct is being broken during a game, he/ she shall, using his/ her discretion (and being mindful of the context of any such comments or actions of either players), take action.

9.4. The procedure to control unacceptable behaviour is: 9.4.1. to stop the game and warn any student who is displaying any unsportsmanlike behaviour and inform

the Captain of the warning, and include the player/s name/s in the report; 9.4.2. should it persist further the Official/s will stop the game and report the player to the Coach of the school team. 9.5. If an Official warns a player he must record the incident on the Officials report form. When an Official reports a player the incident must be recorded in detail. For all incidents the player’s name and school must be stated. 9.6. Captains and Vice-Captains of all teams are expected to see that their team plays the game according to the spirit as well as the letter of the Code of Conduct and set the example to others. 9.7. Directors of Chess/ MIC Chess As the Code of Conduct applies to all teams, not only the Premier Team, Directors of Chess/ MIC Chess are to liaise with GPS Sport and Activities Committee delegates to ensure that all coaches are issued with the Code of Conduct and the appropriate regulations and that the school as a whole is informed of the content of the Code of Conduct5. 9.8. Players who breach the directions above or the “GPS Code of Behaviour” will face the following consequences: 9.8.1. they will be issued with a warning for a first offence in a match; 9.8.2. they will be sent from the field of play for a second offence in a match; 9.8.3. if sent off, they will not be replaced for the remainder of the game; 9.8.4. when a player is sent off a Breach of Code of Behaviour Report will be issued, and he will incur a further penalty of missing the next GPS fixture game in which he would otherwise have played. 9.9. The purpose of this system is to monitor and support appropriate player behaviour.

SECTION C: ALL TEAMS

10. AGE REGULATIONS

10.1. No student is eligible to take part in this competition at any time in the year of his/ her 19th birthday or if he/ she had turned 19 before the year of competition. 10.2. Students in Years 5 to 12 only, enrolled in a GPS member school, may participate in the competition6.

11. TEAMS/ AGE DIVISIONS/ GRADES7

11.1. The competition shall be conducted in the following age groups/ divisions/ grades:

11.1.1. Premier Team 11.1.1.1. The GPS acknowledges the role of the parent or guardian and teachers in determining if a player should play in a higher grade level competition, and if their physical capacity and social sense will enable them to compete at this level8.

11.1.2. Senior Team 11.1.3. Junior Team 11.1.4. Open Teams A, B, C etc

11.2. There will be four players per team. 11.3. Grading of players will be by previous competition results or by team preference if possible. 11.4. Pairs of schools may wish to arrange more games at a social level. 11.5. GPS Chess Team Structure

11.5.1. Premier Team (Open Age) This team consists of the strongest 4 players in Years 7 to 12. It is this team that competes for the GPS Premiership.

11.5.2. Senior Team (Years 10, 11 and 12) This team consists of the 4 strongest players in Years 10, 11 and 12 (that are not playing in the Premier Team). This team vies for the Senior title.

11.5.3. Junior Team (Years 7, 8 and 9) This team consists of the 4 strongest players in Years 7-9 (that are not in the Premier team). This team vies for the Junior title.

11.5.4. Open A and B, Open C and lower These open teams are any players from Years 5 to 129. Other open teams are usually social in nature. Coordinators pre-agree on how many open teams are to be played. Schools are free to negotiate by mutual agreement to match up with one another as best you can. This may result in younger boys playing older boys.

11.6. Team Entries Registration

11.6.1. Three days before the start of the first fixture in each season [or other nominated deadline], each member school participating in the GPS competition must: 11.6.1.1. lodge with the GPS Executive Officer, the number of teams/ divisions per year group and Open division they will be nominating 11.6.1.2. provide the total number of teams entered for the school prior to the start of the season

11.6.1.3. provide the total number of students registered to take part in the activity for the season

11.6.2. Once the deadline for Team Entries has passed, the decision to accept or deny a late team entry from a school is at the discretion of the GPS Chess Competition Managers [GPS Executive Officer/ GPS Chess Sub-Committee Chairman]. 10

11.7. Number of Teams per Division NB: The GPS Sport and Activities Committee have determined the minimum number of teams per division to constitute a “GPS” competition is 5 (five) teams from 5 member schools.11

Additional games for teams may be arranged by mutual consent.

12. SEASON DRAW/ FIXTURE [SCHEDULE OF COMPETITION]

12.1. The competition will be conducted in accordance with a schedule of matches drawn up by the GPS Sport and Activities Committee prior to the start of the playing season. 12.2. 12The fixture is to be played on the date and at the host school as per the GPS Calendar and Fixture Draw unless transferred to the visiting school in exceptional circumstances. 12.3. Each of the nine member schools in the Association plays a single round robin competition against all of the other schools. 12.4. Alteration of fixtures is to be actively discouraged and is not acceptable on an individual basis. If a particular player cannot play in a round then a substitute must be found. 12.5. Games against TGS may be played on Saturday mornings13. 12.6. The Home school is to make contact early in the fixture week to share arrangements. The Away school is to phone through team numbers when departing on Friday afternoons on the way to the venue. Please communicate early and update arrival information if there are any delays.14

13. VENUES/ GROUNDS

13.1. All teams will play at the venue listed first in the GPS Fixtures Card issued by the GPS Executive Officer of the Association (the Home team). 13.2. The Home team is white on Boards 2 and 4, and the Away team is white on Boards 1 and 3. 13.3. Each ‘home’ host school shall provide, or arrange for, a suitable playing area to be available with adequate dimensions that would guarantee safety of players. 13.4. The host school is to provide refreshments such as tea and biscuits – especially for parents who are spectators.

14. CANCELLATION OF MATCHES15

14.1. A match cancellation must be discussed and agreed to by both schools. 14.2. Should a match(es) be cancelled on the day prior to the allotted date, the GPS Sport and Activities Committee delegate responsible for the cancellation will notify the GPS Executive Officer and the opposing school’s delegate in writing. 14.3. A cancelled match may not be re-scheduled. 14.4. On the online competition management system a cancelled match is to be recorded for the fixture with the venue listed as CANCELLED. No match or competition points are to be awarded.

15. WET WEATHER16

15.1 In the event of inclement weather, the GPS Sport and Activities Committee representative of the home team is to notify the visiting school if the venue is unplayable [travel to the venue is not possible], as soon as possible. 15.2 By mutual consent of the two schools concerned, it may be agreed to play the match at the venue of the visiting school. 15.3 The GPS Executive Officer of the Association must be notified if there are any changes in arrangements.

16. FORFEITS17 16.1 In the case of a match Forfeit, it is the offending school’s responsibility to firstly notify the opposing school before notifying the GPS Executive Officer as the Competition Manager. The GPS office will then notify all relevant parties such as Referees, etc [as organized by the GPS]. 16.2 Players arriving more than thirty (30) minutes late will forfeit their game.

16.3 In the event of a forfeit, the team forfeited against [Walkover to – Receiving Forfeit] shall be awarded 2 points for a Win and shall have the ‘For’ and ‘Against’ score of 8-0 recorded for the match. The forfeiting team [Walkover from – Giving Forfeit], shall receive zero (0) points for Loss, and shall have the ‘For’ and ‘Against’ score of 0-8 recorded for the match. Please note: Competition Points are only awarded to the Firsts competition. A ‘Win’ or ‘Loss’ will be recorded for the relevant team for all other competitions.

17. MATCH TIMES

17.1. Games are normally played on Friday evening/ night. Games begin at 5.00pm or by mutual agreement18. 17.2. Games are run in conjunction with the GPS Calendar for Rugby/ Basketball with play on the Friday prior to the Rugby/ Basketball fixture19. 17.3. Competing schools will mutually agree the starting time for all matches.

18. DURATION OF PLAY

18.1. Each player receives one hour on his clock. The rules and conditions for 1 hour chess (60 Minute Chess) as they apply to this competition commence on Appendix A of these Rules of Competition. 18.1.1. In the Premier, Senior and Junior teams each player will receive 50 minutes plus 10 seconds a move on their clock.20

19. CLOTHING – PLAYER UNIFORM/ ATTIRE

19.1. The attire of each player in all grades shall conform to the school uniform of his/ her school.

20. EQUIPMENT

20.1. The host school shall supply all equipment – clocks, boards, pieces. 20.2. Premier, Senior and Junior teams will play using clocks. Open teams will use clocks where available.21 20.3. There will be no use of electronic devices during the GPS Chess competition22.

20.3.1. Players need to get permission to go off and answer their mobile phone otherwise they will forfeit the game. Players are to be advised they must put their hand up and seek permission from the staff to take a phone call, and if given permission there will be no penalty.23

21. MEDICAL CARE

21.1. It is the responsibility of the host school to organise appropriate First Aid/ Medical facilities i.e. Doctor or Sports Medicine etc24.

22. MATCH OFFICIALS

22.1. Players adjudicate their own matches and any disputes are resolved in consultation with the Home and Away Masters in Charge25. 22.2. In the combined Final Round disputes will be resolved by the appointed Match Official. The Host School will be responsible for appointing a neutral Match Official. By mutual agreement the visiting school may be invited to supply an official according to the formula agreed upon. 22.3. All Masters in Charge will instruct players to keep talk to a minimum during each game.26

23. SCORING27

23.1. Points are won in each game. A win, draw or loss by a team member counts for 2, 1 or 0 points respectively per board. One game only may be played by a particular member of a team per round. 23.2. At the conclusion of the round, points for a particular team are added and the team with the most number of points wins that round. Points gained for winning, drawing or losing the round will be 2, 1, or 0 respectively. 23.3. Each school receives default 2 points when they play against a school who doesn’t have teams in that division.28

24. RESULTS

24.1. The home team must email a copy of the Results Sheet and/ or use the online competition management system to submit results to the GPS Executive Officer before 5pm on the Saturday following the game, for a summary of round results and the Points Tables to be updated and then circulated to schools.

24.2. A table of results for each age division will be displayed on the GPS website noting the number of wins and losses for each team after each round. 24.3. The Premier, Senior and Junior Teams results are to be submitted for rating.29

SECTION D: PREMIER TEAM

25. MATCH TIMES 25.3. Premier Team Matches will commence at 5pm or as mutually agreed between competing schools.

26. ORDER OF MERIT 26.1. For the Premier team only, players shall play in order of merit, such order to be submitted to the GPS Executive Officer in writing by a date nominated by the GPS Sport and Activities Committee prior to the start of the season. 26.2. Whenever a player who has been listed on the order of merit cannot play in a fixture, his/her replacement in the team shall play at position number 4 with the order of merit being maintained. 26.3. In the event that a school wishes to change the order of merit due to changes in form or performance of team members, a player may only be moved one position up or down on the order of merit.

26.4. Premier Team Squad List Registration 26.4.1. Three days before the start of the first fixture in each season [or other nominated deadline], each member school playing in the GPS competition must: 26.4.1.1. lodge with the GPS Executive Officer, details of all registered players for the Open 1st competition [i.e. Premier Team Squad List] - the names of students, their date of birth, the Year Group, and date of enrolment to the GPS school. 26.4.1.2. Lodgment MUST be before the completion of the first round of fixtures. 26.4.1.3. Squad Lists should include all players likely to be played in the Premier team over the season. 26.4.1.4. 26.4.2. Lodge with the GPS Executive Officer, the names and contact details of all registered staff associated with the Premier team. 26.4.3. Failure to comply by the relevant timeframe will result in all teams from all competitions from the offending member school being unable to compete until the situation is rectified. 26.4.4. Schools are required to advise the GPS office of any changes to this list made during the season. Registrations of new players must be completed before the player participates in any competition by re-submitting the updated registration/ entries form noting the new date of submission and the version number. 26.4.5. It is the responsibility of each member school to ensure that all registered players are aware of the regulations and policies governing GPS Competition, including the Code of Behaviour. 26.4.6. The GPS Executive Officer is responsible for providing this information to the GPS Headmasters prior to the start of competition.

27. MATCH OFFICIALS

27.1. 31If the appointed officials (for the Final Round) fail to arrive for the Premier Team fixture, the MIC/ Director of Chess from both schools should meet to discuss alternatives. Should a suitable alternative be arranged and agreed by all schools, the match shall proceed. If a suitable arrangement cannot be agreed, the matter is to be referred to the GPS Sport and Activities Committee delegates of both schools to discuss with the GPS Executive Officer to postpone the match to a mutually agreed time.

28. COMPETITION POINTS AND PREMIER TEAM POINTS TABLE 28.1. A Premiership for the Champion School will apply to Premier Team competition only. 28.2. Competition points are to be awarded as below: RESULT POINTS Win 2 points Draw or Weather Cancellation 1 point each Loss 0 points Bye No points

28.3. In the case of a forfeit, the non-defaulting team shall receive the maximum points. 28.4. In the event of two (2) or more teams being equal on competition points for any position they will be awarded the same placing. 28.5. The GPS Premiership Trophy is presented to the winning school. The school having the highest points on the table at the end of the season shall be declared the winner and GPS Premiership team for the year.

SECTION E: PROTESTS

29. The following procedure will apply with respect to any Protest concerning the result of a Premier Team game:

29.1. As soon as possible but by no later than 12.00pm on the Monday immediately following the fixture, the GPS Sport and Activities Committee delegate from the school that is protesting the result is to inform the GPS Executive Officer of the Association, the Chairman of the GPS Sport and Activities Committee and the Chairman of the GPS Chess Sub-Committee of the possibility of a formal protest being made and of the circumstances. 29.2. As soon as possible but by no later than 4.00pm on the Monday immediately following the fixture, any Official Protest is to be sent by the GPS Sport and Activities Committee delegate of the school protesting the result, to the GPS Executive Officer by email. The GPS Executive Officer is to acknowledge receipt of the Protest. The GPS Sport and Activities Committee delegate is also to contact the GPS Executive Officer by telephone advising of the Official Protest. 29.3. Any Official Protest is to be made on the Form attached and is to clearly outline the reason for the Protest and the appropriate details. 29.4. On receipt of the Protest, the GPS Executive Officer will inform the Chairman of the GPS Chess Sub- Committee, the Chairman of the GPS Sport and Activities Committee and the GPS Sport and Activities Committee delegates of the schools concerned. 29.5. The GPS Executive Officer will then forward the Protest to the Chairman and members of the GPS Executive Committee of the Association. 29.6. The GPS Executive Committee will consider the Protest and if the Protest is upheld, determine any penalty. 29.7. Following determination of the Protest by the GPS Executive Committee, the GPS Executive Officer will inform the Headmasters and the GPS Sport and Activities Committee delegates of all schools of the results of the protest.

30. No amendment to these Rules of Competition is authorised unless such amendment is issued by the GPS Executive Officer of the Association.

APPENDIX A: RULES FOR 60 MINUTE CHESS

1. DURATION OF GAME 1.1 Each player in the Senior and Junior Teams must make all their moves within sixty (60) minutes on the clock. 1.1.1 All players in Premier, Senior and Junior Teams must record their moves for reference during disputes. 1.1.2 In the Premier, Senior and Junior teams Team each player will receive 50 minutes plus 10 seconds a move on their clock.32 2. THE CLOCK 2.1 The clock must have a special device, called a flag, marking the end of the time control period. 2.2 Before play begins, the players should inspect the position of the pieces and the setting of the clock. If they have omitted to do this no claim shall be accepted after each player has made his first move. 2.2.1 In the event that players are unable to set their clock they can request assistance from a staff member in attendance with no penalty claim. 2.3 The arbiter should stipulate at the beginning of the tournament the direction the clocks are to face, and the player with the black pieces decides on which side of the board he will sit. 2.2 During the game the clock must not be picked up by either player.

3. THE WON GAME 3.1 A game is won by the player who: 3.1.1 has mated their opponent’s king; 3.1.2 whose opponent declares that they resign; 3.1.3 whose opponent’s flag falls first, at any time before the game is otherwise decided (subject to rules concerning the drawn game) 3.2 A player must claim a win themself by immediately stopping the clocks and notifying the arbiter. 3.2 To claim a win under 3.1.3, the player’s own flag must be up, and their opponent’s flag must be down after the clocks have been stopped. If both flags are down, the game is declared a draw.

4. THE DRAWN GAME 4.1 The game is drawn if: 4.1.1 One of the kings is stalemated; 4.1.2 Both players agree to draw during the game; 4.1.3 The flag of one player falls after the flag of the other player has already fallen and a win has not been claimed;

4.1.4 A player can demonstrate a perpetual check or a threefold repetition of position; 4.1.5 Both players have insufficient material for a possible checkmate; 4.1.6 One player has insufficient material for mate and their opponent’s flag falls first. 4.2 The player having the white pieces must notify the arbiter of a drawn game.

5. MISCELLANEOUS 5.1 Play shall be governed by the FIDE Laws of Chess, where they are not inconsistent with these rules. 5.2 The following points are listed to highlight certain rules which need close attention or which apply to our particular situation. 5.3 The “Touch Piece Rule” – if a player violates this rule then their opponent may restart the player’s clock and (if necessary) inform them that they must complete the move in accordance with the rules of chess. A move is completed as soon as the player’s hand has released a piece. 5.4 If a player accidentally displaces one or more pieces, they shall replace them on their own time. If necessary, the opponent may restart the player’s clock, without making a move, in order to ensure that the player does replace these pieces in their own time. 5.5 A player who has played an illegal move must retract it and make a legal move in their own time provided that their opponent has not yet made a move. Illegal moves unnoticed by both players cannot be corrected afterwards, nor can they lead to a claim of a won game. 5.6 In the case of a dispute, either player may stop the clock while the arbiter is being summoned. 5.7 The arbiter shall not handle the clock except in the case of a dispute or when both players ask the person to do so. FIDE rules apply33. 5.8 Spectators or participants in another game are not to speak or otherwise interfere with any game in progress. If a spectator or participant interferes in any way, such as calling attention to a flag-fall or to an illegal move, the arbiter may cancel the game or any action that he deems just. For example, the player from the offending team may lose time on their clock or even forfeit the game if a spectator has been interfering in the game. The arbiter must also refrain from calling attention to a flag-fall or an illegal move etc. as this is entirely the responsibility of the players concerned. 5.9 When a clearly drawn position is reached, either player may stop the clocks and appeal to the arbiter for a draw. If the arbiter allows the draw then the game is ended. If the appeal is rejected the appellant is penalised five (5) minutes and the game continues. The appellant must, however, be left with at least two (2) minutes on their clock (except where they had less than two before the appeal – then the time will remain unchanged). 5.10 Copies of these rules should be made available to captains of all teams prior to the commencement of the GPS Competition. 5.11 The spirit of the game should be one of goodwill and the rules are not intended to refute that.
