A. Needs:

Dhadhing District  5 VDCs (Laapa, Tipling, Setuu, Ruhi and Gaun VDC) in the northern part of the District are still inaccessible by road and trek. According to the Local District Officer, 90 % of the buildings are totally destroyed and 10 % are partially destroyed in these 5 VDCs. Early Recovery work including debris removal is requested by the local authority.

Gorkha District  Immediate removal of rubble and debris of residential buildings in Warpak and Laprak VDCs is requested by the local authority.

Sindhupalchowk District  In Chautara, the market area remains a high priority for the demolition of houses and debris clearance.  Around 69,000 houses among 70,000 are severely or partially damaged as discussed in the meeting of District Disaster Response Committee and High Level Monitoring and Evaluation Committee of the Members of Parliament.  Similarly, most villages of 12 VDCs of the district are highly vulnerable and considered that there is a high need for resettlement in other safe location.

B. Response:  Considering that the local communities are already initiating the clearance of debris and demolish the structures by themselves, MOFALD and cluster partners facilitated designing flyer and poster for safe debris removal/demolition for wide distribution. The poster design is available on ER cluster website.  Sindhupalchowk DDRC has demolished 10 houses that were in high risk and potential danger for the public in Chautara market area. Debris clearance work around DDC office and DAO in Chautara has been completed, and the work is extended to District Health Office and District Forest Office. This is to facilitate the early restoration of public services.  Dadhing DDRC had started assessing for the damage building (total time allocated for the assessment is 30 days, and the progress is half-way through). The assessment report will be made available soon.  In Irku VDC in Sindhupalchowk, pilot phase of debris management through Cash for Work benefitted 17 workers so far - and this is expected to expand to the surrounding other VDCs in the district.  Cash for Work guideline for the cluster has been developed and awaiting for MOFALD approval.

C. Gaps and Constraints:  Though debris removal and demolition of small structures have been initiated by DDRC and non- government partners in some areas in the affected districts, enormous amount of debris have not been touched yet. Support the communities’ self-help must be boosted up rapidly jointly by the government and non-government partners on the ground.  Economic recovery activities supporting rehabilitation of community infrastructure to date have been limited. With a pressing need to have a clearer assessment of needs in this area. The approved CfW guidelines are expected to facilitate accelerated emergency employment.  Local government is heavily constrained in coordination recovery efforts and re-establishing local service provision. Support in clearing administrative sites of debris and support ot temporary operational facilities is urgently needed.
