TRANSPORT STATEMENT

The Proposal

The proposal involves the erection and use a Waste Processing Plant, including a Picking Line and Trommel Screen, within part of an existing Waste Recycling Centre at Frans Green Industrial Estate, Sandy Lane, , , . The Plant will be positioned partly within an existing Waste Handling Building and partly outside but entirely on a Concrete Hardstanding. A Push Wall will be formed along part of the boundary to facilitate loading of the Plant and to contain the waste. In addition the Hardstanding will be formed so that surface water is directed towards a purpose built interceptor tank. The Application is submitted on behalf of Norman Wenn Skip Hire Limited who own and operate the Waste Recycling Centre.

At present both the Waste Handling Building and the wider Waste Recycling Centre are already used for the Storage, Treatment and Recycling of Waste Materials. However this Application seeks, through the installation of the Waste Processing Plant, to be able to improve segregation of the waste stream and so maximise recovery of those wastes capable of being reused and to minimise the amount going to landfill.

It is not envisaged the proposal will lead to an increase in the type or quantity of waste handled at the Recycling Centre, nor to either the type or frequency of existing vehicle movements. Typically the Centre generates some 60 daily movements of vehicles transporting waste materials, comprising LGV’s (maximum gross weight 3.5 tonnes), MGV’s, (maximum gross weight between 3.5 and 7.5 tonnes) and HGV’s (gross weight greater than 7.5 tonnes). Waste arriving at the Centre is sourced from throughout the County of Norfolk and once processed is taken to other waste facilities near , Thetford, or elsewhere in the County.

Implications for the Surrounding Highway Network

All vehicles transporting waste materials will arrive and depart Frans Green Industrial Estate using the approved HGV route. All vehicles arriving from the A47 will do so via the C167 Wood Lane. Those vehicles departing towards the A47 will do so using Wood Lane when travelling towards Norwich or via the C451 Sandy Lane, the C493 Stone Road and the C198 Lyng Road when travelling towards Dereham.

The Applicant would emphasise no vehicles associated with this proposal, including those not classified as HGV’s, will arrive or depart via village.
