BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS:

The Florida Hospital Center Ice (FHCI), which began operations in Wesley Chapel in February 2017, is the largest Ice rink sports complex in the Southeast United States. In just seven months of operations, they have already hosted Local, Regional, National, and International events. These events have brought over 50,000 visitors into Pasco County from all over the country and the world, and are having an impressive, positive impact on businesses in the Tampa Bay region.

The Office of Tourism Development (OTD) has attended multiple major events at this facility, observing and interacting with visitors who have come to this area specifically to participate in the various training camps, tournaments, and special events at FHCI. Overall these visitors are unaware that they are actually in Pasco County, instead believing they are in “North Tampa”. The FHCI has developed and promoted several advertising opportunities for local businesses; sadly, the majority of the Pasco-based companies have chosen not to participate. Various Tampa businesses have taken advantage of this offer: for instance, Busch Gardens sponsors the Main NHL rink, which entitled them to name the rink – it is now known as the Busch Gardens Rink.

The OTD considers these advertising options an excellent way to promote Pasco County and its attractions, and make visitors to the FHCI aware of not only where they are, but of the exciting activities available to them in Pasco County. By advertising at the FHCI, Visit Pasco can showcase the natural beauty of our County as well as further entice these visitors to spend their time and tourism dollars here at our various attractions, rather than going to our neighboring counties.

The OTD proposes that the TDC review the various advertising (called sponsorships) options available in Attachment #1 including the custom packages that the FHCI created for Visit Pasco, following the request made by TDC’s on July 19, 2017, and provide directions to the OTD.

FISCAL IMPACT/COST/REVENUE STATEMENT:

If the TDC recommends moving forward with this initiative, a budget amendment will be needed in order to transfer the recommended funds from Promotions Reserves to the Promotions account.

Tourist Development Council (TDC) recommends the Board of County Commissioners approve the Annual Event Funding Agreement with the Florida Hospital Center Ice (FHCI) for up to $20,000/year.

BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS:

The Florida Hospital Center Ice (FHCI), which began operations in Wesley Chapel in February 2017, is the largest ice rink sports complex in the Southeast United States. In just seven months of operations, they have already hosted Local, Regional, National, and International events (See attachment No. 1). These events have brought over 50,000 visitors into Pasco County from all over the country and the world, and are having an impressive, positive impact on businesses in the Tampa Bay region.

This success has been achieved in part to one of the marketing strategies implemented by the FHCI, which consists in offering the venue to major sports organizations, events producers, and Olympic coaches/players at no charge, in order to gain national and international visibility in the Hockey and Figure Skating Sport fields.

The Office of Tourism Development (OTD) has attended several events hosted at this venue, and has the opportunity to get feedback from professional athletes, coaches and event organizers, and they all have agreed that the FHCI is a State-of-the-art facility, which offers what no other venue has to offer in this country:

 Onsite sports medicine clinic with an evaluation and treatment room.  Staff at the Sport Performance Center that bring years of performance training experience and consists of the Florida Hospital Director of Sports Medicine and Performance, Dr. Barbara Morris, Sport Performance Director, Connor Lyons, and Head Athletic Trainer, Mike Merren.  Athletes who train at the facility have the option to get a functional movement assessment from the sports medicine staff. They also can be tested by the performance coaches, and access to customized program will be created set to the specific needs of individual’s development.  Fully equipped fitness center with over 2,000 square feet of space including a gym and yoga room, plus 90 yards of indoor turf designed to get the best out of the athletes. The turf provides enough space for medicine ball work, sled pushing and dragging, long loaded carries and short or long sprints.

In addition to the feedback from users, the OTD has also been requesting feedback from hoteliers and business in the area, noticing that since the FHCI opened, their businesses have been significantly beneficiated by the operations of this venue. The OTD considers that with County support and a better marketing strategy, this facility has the potential to bring endless opportunities to Pasco.

It is important to highlight that these events have contributed to put Pasco County on the “sports map” and that the FHCI will continue to draw major events to our area.

The OTD is recommending to support the FHCI’s effort to bring visitors to Pasco County by providing funding for up to $20,000/year for all events that are directly produced by the FHCI and/or events that the FHCI is hosting at no charge, including past events such as the USA Hockey Women’s National Team Tryouts, USA Hockey Adult Men’s Hockey Playoffs, the USA Hockey Women’s training program for the Olympics, and the training program for Olympic figure skaters, as long as evidence of room nights can be provided to the County. In order to estimate funding per event, the OTD is proposing to use Room Night Grid Guideline below:

If the actual number of room nights produced is in the middle of a funding range, the final funding will be prorated accordingly in its category range. For example, if an event produced 120 room nights in Pasco County, the following formula will be used: 100 room nights equals $1,200; therefore, 120 room nights equals $1,440.

Room block reports from hotels are the preferred method of reporting room data. However, a Room Night Certification Form and Participants Surveys (including summary reflecting number of room nights produced in Pasco County) are acceptable means of tracking. For the Events that impose an online booking tool, it is the FHCI’s responsibility to track room nights from overnight stays at all Pasco County accommodations. It should be noted that for the purpose of calculating creditable overnight stays, only rooms subject to Tourist Development Tax shall be included, i.e., rooms exempt from payment of tax or provided on a complimentary (free of charge) basis shall be excluded from the calculation.

The FHCI is strongly encouraged to conduct its own room night surveys to verify room nights and hotels in order to complete the Room Night Certification Form for back up documentation should there be any discrepancies in determining the total number of room nights generated from the event. All documents verifying room nights must be signed by an authorized representative of the lodging partner.

The FHCI will need to present a Post Event Report, room night certification or room block report along with an invoice for the performance-based amount to be paid after each event in order to be reimbursed.

Following the event, the OTD reserves the right to conduct an audit of information presented for each funded event. All lodging accommodations listed may be contacted to confirm the number of room nights generated for the event.

BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS:

The Office of Tourism Development (OTD) has been working closely with the Tampa Bay Sports Commission (TBSC) for the last several months to combine efforts and bring signature events to the Tampa Bay area and Pasco County in particular. Our current processes are cumbersome, slow, (due to the numerous forms and processes that need to be followed) and not perceived as user-friendly. When competing for large premiere events that could be held anywhere in the country, we need to present a stream-lined and easy process to lessen the burden on our potential customers. Our goal is to entice them to hold these events here.

The TBSC is a leader for Sports Tourism and special events in the State of Florida. As such, they are very selective in the events and locations that they promote. They are a proven facilitator of hugely successful events in multiple locations, which is a guarantee of far-reaching and positive exposure for Pasco County in both regional and national markets.

One of the new TBSC’s customers is MyHockey Tournaments, LLC (MHT). This organization holds major Hockey events throughout United States. The TBSC invited MHT to visit the Florida Hospital Center Ice in order to assess the possibility of bringing one of its Hockey events to the Tampa Bay area for the very first time. After the site visit to the ice arena and multiple site visits to hotels in both Hillsborough and Pasco County, MHT decided to bring two events to the region: the Tampa Fall Classic (Nov 3-5, 2017), and the Tampa Midwinter Classic (January 13/15, 2018). The first event is projecting to produce about 400; however, it is estimated that just 100 room nights will be produced in Pasco County per event.

Since our current funding process is not user-friendly, and this event is brought by the TBSC, the OTD requested information to the event organizer to project the number of room nights to be produced in Pasco County and it is recommending a performance based agreement to award $12.00 per actual room nights produced in Pasco County, based on the Room Night Grid Guideline below, for up to $1,200.00.

MHT will need to present a Post Event Report, room night certification or room block report along with an invoice for the performance-based amount to be paid after the first event in order to be reimbursed.

SUBJECT: Sports Event Sponsorship Agreement – 2018 Caliente Bare Dare 5K – Enterprise Media, LLC. - $3,600.00

BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS:

The purpose of this item is to bring before the TDC the Office of Tourism Development’s (OTD) recommendation to enter into a Sports Event Sponsorship Agreement (SESA) with Enterprise Media, LLC., for the 2018 Caliente Bare Dare 5K, to be held on May 6, 2018 in Land O’ Lakes.

Caliente Bare Dare 5K is the largest clothing-optional 5K run in North America. The event is organized by Enterprise Media, LLC. (Enterprise), along with 25 volunteers, who have been involved since its inception in 2010. The event attracts runners from Canada, Europe, and 38 states in United States.

Pasco County has been a sponsor of this event since 2012, and its support has contributed to increase the event’s attendance from 175 participants in 2012 to nearly 300 in 2017.

The event will be held at the Caliente Resort, which is North America’s most upscale clothing-optional destination, and in order to generate more room nights in Pasco County, the resort requires attendees to book a three-night minimum stay. In 2017, the Caliente Bare Dare 5K generated 277 room nights at the Caliente Resort, plus the room nights generated in surrounding hotels and nudist resorts such as Paradise Lakes and Lake Como Resort.

Enterprise has an aggressive online marketing plan through Facebook, email blasts and the event website: www.nuderaces.com. Before each Caliente Bare Dare 5K, race director Pete Williams, typically does six to eight radio interviews, including several on national and statewide networks. In recent years, the Caliente Bare Dare 5K has been featured by The Tampa Tribune and Sarasota Herald-Tribune in lengthy stories and also was featured on ABC TV WFTS 28. The race was mentioned in a number of “best race” online rankings and was featured prominently in the book “The Runner’s Bucket List,” released in 2014. In recent years 102.5 “The Bone” FM in Tampa Bay has been a media sponsor and aggressively marketed the event.

Enterprise is projecting to have 320 participants in the 2018 event and is requesting $5,000.00 to be used for the Presenting Sponsorship, and to cover marketing efforts, non-monetary awards, insurance, and sanctioning and rental fees.

The event is expected to produce an estimate of 300 room nights, and according to the following grid, it qualifies for a funding range between $3,600.00 - $4,799.00. Given that last year’s event produced less

TD17-008 35 Page 1 of 2 than 300 room nights and the projections for this event are the same than last year, the OTD is proposing funding this Event for an amount not to exceed $3,600.00, on a performance-based agreement using the Room Night Grid Guideline below:

BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS:

The purpose of this item is to bring before the TDC the Office of Tourism Development’s (OTD) recommendation to bid to be the host community of the 2017/2018 Sunshine State Games Figure Skating Competition.

In 1980, the State of Florida created the Sunshine State Games to provide Florida’s citizens an Olympic-style sports festival they can call their own. The Sunshine State Games, now in its fourth decade of competition, is the nation’s oldest State Games and is Florida’s largest and longest standing multi-sport festival. The mission of the Games is to provide quality competition for Florida’s amateur athletes of all ages and skill levels

The Sunshine State Games is conducted under the auspices of the Florida Sports Foundation (FSF), a direct-support organization of the State of Florida. Most competitions are sanctioned or recognized by the Olympic Governing Body for a particular sport and some serve as Governing Body State Championships or national qualifiers. Over 30 different sports are offered throughout the year.

The FSF is a member of the National Congress of State Games, a member organization consisting of 29 State Games programs from throughout the nation. The Sunshine State Games serves as a qualifier for the State Games of America held every odd numbered year.

Of the more than 200,000 participants since 1980, many have gone on to fulfill Olympic dreams or championships glory. Thousands more have achieved personal goals and victories. They all have been a part of a great Florida tradition of amateur competition that symbolizes the true spirit of Olympic-style sports.

A couple months ago, the OTD invited the FSF to visit the recently-opened Florida Hospital Center Ice (FHCI), with the purpose of Pasco County being considered to host the 2017/2018 Sunshine State Games Figure Skating to Pasco County. After the site visit, Pasco County was invited to bid for the 2018 Event.

Figure Skating has been part of the Games for 29 years and is attended by some of Florida’s best skaters. With over 300 athletes, the Sunshine State Games is a regular stop aspiring athletes in the Florida Figure Skating schedule and attracts judges from throughout the country.

The OTD has been working in partnership with the local Figure Skating Club, the Florida Hospital Center Ice Skating Director, Shari Klutz; international coaches and former Olympians, Jeremy Barrett, John Zimmerman and Silvia Fontana, to send the bid proposal and bring one of the most successful events to Pasco County.

As subject matter experts, Shari, Jeremy, John and Silvia have listed the following potential benefits of hosting the 2017/2018 Sunshine State Games Figure Skating Competition for Pasco County:

 Since the 2017/2018 Sunshine State Games Figure Skating Competition will be held in mid- May, families from all over Florida will be attending the event, which will create opportunity to promote not only the facility, but also the different programs offered such as Summer Camps and clinics. These programs are design to attract visitors in summer time to train kids at the Florida Hospital Center Ice. It is important to mention that these programs will promote tourism in low-season, and the majority of participants are under the age of 18, meaning that they will be accompanied by relatives such as parents and siblings, increasing the number of room nights, and bringing a high economic impact on local businesses and attractions in Pasco County.

 As it was mentioned before, about 90% of the skaters are under the age of 18 and they will be attending the event with parents and siblings, making of the Sunshine State Games the perfect excuse for a “weekend getaway,” staying in hotels for an average of three nights.

 Hosting the 2017/2018 Sunshine State Games Figure Skating Competition in Pasco County will increase the opportunities to secure regionals championships with the U.S. Figure Skating, who already has expressed a strong desire to bring these events to the FHCI. The South Atlantic Region is the largest skating region in the United States (it is comprised by 11 states) and has approximately double the size of entries than the State Games. Along with these events, it is planned to host various seminars and clinics to entice attendees to stay longer while in Pasco County.

 Silvia, John and Jeremy are currently working with skaters from all around the world. Next year will be an enormous buzz with the Olympics in South Korea as they are coaching one of the top pair teams in this field, five-time French Champions and bronze-medal in Europe and Morgan Cypress. The pair is favored to earn an Olympic medal next year in South Korea. Younger skaters feel thrilled to have the opportunity to come and train where their Mentors were trained for the Olympics.

TD17-009 47 Page 2 of 3 In order to be considered as a host community, Pasco County must meet the following minimum requirements:  Must have a two-rink facility  Competition dates of May 18-20, 2018 must be available.  Community must secure an ice time rate of $200.00 per hour or provide funding support to offset ice time costs that exceed $200.00 per hour.  Community must secure the commitment of the local Figure Skating Club, the facility or other resources to provide volunteer assistance (check-in, ice monitoring, etc.)

After conversations with the FHCI, figure staking club and coaches, it was determined that our County fulfills all the requirements to host the 2018 Event. The initial proposal from the FHCI, quoted an ice time rate of $400.00/hour, however in a spirit of cooperation, the FHCI has decided to decrease its rate to $350.00/hour. The Event will require about 60 ice hours for a total of $21,000.00, meaning that Pasco County needs to provide funding to offset ice time that excess $200.00/hour for a total of $9,000.00

Since the OTD started conversations with the FSF last fiscal year (ended on 9/30/2017), those funds were carried forward into the FY 2018 in order to not affect the current budget. The opportunity of hosting the 2017/2018 Sunshine State Games Figure Skating Competition in our community will greatly impact our County and its goal to be promoted as a sports destination.

49 Introduction The Florida Sports Foundation is seeking proposals from communities to host the Sunshine State Games Figure Skating Championships for 2017-2018. Figure Skating has been part of the Games for 29 years and is attended by some of Florida’s best skaters. With over 300 athletes, the Sunshine State Games is a regular stop aspiring athletes in the Florida Figure Skating schedule and attracts judges from throughout the country.

In addition to Figure Skating, select communities may have the opportunity to host other sports of the Sunshine State Games on that same weekend, as the Foundation has been developing a Spring Games concept.

Bid Requirements and Timeline Communities interested in submitting a proposal to host the Sunshine State Games must address all of the questions outlined in this RFP and submit them to the Florida Sports Foundation by July 31, 2015. Proposals shall be submitted to:

Host Community Commitments Thank you for the opportunity to host the 2018 Figure Skating State Games. Although the Florida Hospital Center Ice rink has only been open for 4 months, we already have hosted large events such as: 2017 SAHOF State HS Championships, FWHL Championships, College (ACHA Florida playoffs and Southeast Regionals), USA Hockey Adult Nationals and recently the 2018 Skate For Hope event and we have hosted the USA Hockey Women’s Olympic team evaluation camp and will be hosting the team from August through the Feb Olympics. About Florida Hospital Center Ice About the Facility:

 Florida Hospital Center Ice is positioned within the Cypress Creek Development of Regional Impact (DRI), which is a 400-acre mixed use development that is over 75% built-out with office, retail and residential space. Florida Hospital Center Ice is the newest, state-of-the-art ice arena and multi-sports complex in the State of Florida.

 Florida Hospital Center Ice is a 150,500 square foot, four-rink complex with two North American standard ice rinks (200’ x 85’), one Olympic/International standard ice rink (200’ x 100’) and one multi- purpose sports floor/ ice pad.

 The facility also includes a wide range of amenities and services including a mini ice pad (80’ x 40’), leased fitness center, indoor sprint track, full-service restaurant (to come soon), concession stand (to come soon), pro-shop, developmental centers, skate center (rentals & repair) with laundry services, temporary storage space and lockers, conference and party rooms, and staff offices.

 New Tourist Director, Adam Thomas Council Members, I’m humbly honored to have been chosen to lead Pasco County’s Destination Management Organization in all its tourism efforts. Pasco County is vastly developing into a vibrant destination with endless attractions that will leave lasting memories for those who experience all.

In the weeks and months ahead, and working with my new colleagues Consuelo Sanchez and additional staff, I look forward to becoming acquainted with all of you as we collectively continue to further enhance the destination’s wonderful opportunities before us: developing a genuine brand and brand promise; identifying our target audience through market research; annual marketing and operational plan; increase digital and social media visibility through travel influencer and bloggers. As your new Tourism Director, I’m task with understanding the perception of what is Pasco’s destination brand and the value of the brand promise. Before the brand assessment begins I would like the TDC board to think about a few questions before our next meeting: 1. What is our brand and brand promise? 2. What does our destination stand for in the minds of quests? 3. What is the consensus regarding the optimum brand image and future position for our destination? As we embark on this journey together, I would like to share my culture vision that is essential for a cohesive tourism office with key responsibilities. Those responsibilities are:

1. Have fun, work hard, and enjoy the journey.

2. Show respect for every person you have contact with in and out of the organization.

3. Put the destination first. Successful VCB’s have individuals that are unselfish and willing to put their individual goals behind the office's goals.

4. Do your job. It is defined, but you must always be prepared for it to change.

5. Appropriately handle victor and defeat, adulation and humiliation. Do not get to high in victory or too low. Be the same person every day.

6. Understand that all organizational decisions aim to make Pasco a better, stronger, and more efficient tourism destination. And,

7. Have a positive attitude. Use positive language (both verbal and body language). By implementing these culture responsibilities in my previous job, we were able to celebrate annual record-breaking visitation with a 34% margin increase over a five year period, 42 continuous months of increase Tourist Development Tax revenue with an economic impact over $900Million during that time period.

2 62 It is my sincere desire to build lasting partner relationships, be accountable for results, practice open and honest communication, and engage a flexible mind-set with long-term objectives and be fiscally responsible for all purchases, funding expenditures that maximize our return-on-investment.  Tourist Tax Collection – August Tourist Development Tax Revenues increased +10.2% (+$7,547.46) TDT revenue $81,460.07 in comparison to August’s $73,912.61 revenue in 2016, July’s TDT collections of $79,995.79 is a +1.8% (+$1,432.42) growth in comparison to July’s (+$78,563.37) revenue in 2016. This improves the destination’s year-to-date revenue from $1,008,766.17 (2016) to $1,078,756.17 (2017) which is an overall increase of $69,990 or +6.9% in fiscal year 2016/17.  STR Report – August’s Smith Travel Report showed another significant growth in occupancy at +6.5% from 58.7% in 2016 to 62.5% in 2017. Pasco’s ADR dipped -1.3% for the month of August bringing the STR lodging rate in at $79.20 from $80.21, however, since our occupancy was up +6.5% our REVPAR grew +5.1% for the month of August from $47.11 to $49.53. In year-over-year measurements, the industry's occupancy rate has amplified +1.3% to 69.9% in comparison to this time last year. Average daily rate has increased +1.3% to finish the time period at $90.62. Revenue per available room for this time period is up +3.9% to finish at $63.39.
