ISSN (Online) - 2349-8846 Hyderabad’s Musi River: Why Do Technocratic Solutions Fail in Safeguarding Urban Waterbodies? VIKAS SEHRA Vikas Sehra ([email protected]) is with the Centre for the Study of Regional Development, Jawaharlal Nehru University, New Delhi. Vol. 55, Issue No. 10, 07 Mar, 2020 In complete contrast to its past glory, the Musi river which traverses through Hyderabad city, is degraded by indiscriminate disposal of waste and massive encroachments. The Telangana government had announced plans in 2017 to revitalise the river through a large- scale riverfront development project. By revisiting similar initiatives taken up earlier to resuscitate the Musi, the article argues that these techno-managerial solutions completely disregard notions of commons, only to normalise their exploitation. On 28 September 1908, water levels in Musi river rose to 16 feet and completely flooded Hyderabad, leaving behind a trail of death and destruction. Encroached and concretised, the river has shrunk into a drain ever since. Today, it crawls through the city carrying a deadly mix of drain water interspersed with patches of cattle grass, solid wastes, and poisonous fumes. To revitalise the river, the Telangana government announced the Musi Riverfront Development Project in 2017. The degrading condition of such ecological commons (such as waterbodies, air, wetlands, etc) in cities brings focus back to Hardin’s "The Tragedy of the Commons" (1968). According to Hardin, in the absence of well-defined ownership, individuals maximise their self- interests, which eventually results in the overexploitation of commons. But Hardin’s conceptualisation was eventually criticised, and many scholars over time pointed out its ISSN (Online) - 2349-8846 limitations. -

The High Court building was constructed during the years 1916-1919 by HEH the Nizam the VII of Hyderabad for locating the High Court of Hyderabad. Consequent upon the formation of the State of Andhra Pradesh in the year 1956, the High Court of Hyderabad has been renamed as the High Court of Andhra Pradesh. The High Court of Andhra Pradesh was constituted on 5th of November, 1956. Consequent up bifurcation of the State of Andhra Pradesh w.e.f. 02.06.2014 into as State of Andhra Pradesh and Telangana, the existing High Court was renamed as High Court of Judicature at Hyderabad for the State of Telangana and the State of Andhra Pradesh. Thereafter, as per the Presidential Order, a separate High Court for the State of Andhra Pradesh at Amaravathi is established and the existing High Court is renamed as High Court for the State of Telangana we.f. 01.01.2019. © 2018 JETIR September 2018, Volume 5, Issue 9 www.jetir.org (ISSN-2349-5162) REPRESENTATION OF HARYANVI CULTURE IN BOLLYWOOD WITH SPECIAL REFERENCE TO VISHAL BHARDWAJ’S MOVIE- MATRU KI BIJLI KA MANDOLA Dr.Seema Rana. Department of English, G.M.N.College, Ambala Cantt, Haryana. ABSTRACT- In the context of Haryana, the number of films produced remained very small till 1984. But when Chandrawal was released in March 1984, it created a stir in the film industry. Chandrawal broke all records on the box-office in Haryana, Western U.P., Delhi and parts of Rajasthan . But still, there was a long way to cover to bring the Haryanvi culture on the broad screen. The Bollywood movie Matru Ki Bijli Ka Mandola provides this much needed platform. An uneven beard, stud in the ears, careless dressing, rowdy walk and a bidi tucked behind the ear- the desi Haryanvi look sported by actor Imran Khan in the movie has got everyone talking about the Bollywood’s newfound love for a rather raucous Haryanvi culture. Matru Ki Bijlee Ka Mandola is a political satire produced by Vishal Bhardwaj.He has also directed, co-scripted and scored the music for the film. The movie deals with almost every problem being faced by rural India at the moment. Though the movie did not get much success at the box office, nevertheless it is definitely a bold step by the director Vishal Bhadwaj to bring the culture of Haryana to the big screen. Thus it can be concluded that it has proved to be a creative piece of work in promoting regional voice which has not been heard so far at such a level. -
