Adriatic-Ionian Strategy : CPMR added value and commitment (1)

 A 25 years experience gained from the work of our geographical commissions : strategies, programmes, projects  Good knowledge of the main EU policies with a territorial impact : IMP, transport, transnational cooperation, blue growth …  The CPMR prepared to help : . Support to European Commission and States . Promote the initiative . Promote regional authorities in the preparation and implementation of strategy and action plan . Prepare the governance of the strategy and of the action plan . Prepare projects to make the strategy concrete Adriatic-Ionian Strategy : CPMR added value and commitment (2)

 Raising awareness of Regions and actors on specific challenges  Availability for participation to , TEN-T, Youth mobility … programmes, with the help of our geographical commissions Being as practical and operational as possible … TEN-T : overall picture for EUSAIR area

“A global Integrated Mediterranean Strategy to be developed in the mid- long term perspective - EUSMED (Global draft action plan by 2017 during the Maltese presidency, to be updated every 3 years starting from 2020) that should include three interconnected strategies: . the Adriatic-Ionian Strategy - EUSAIR (ongoing pilot. Action plan by 2014), . the Western Mediterranean – EUSWEST Med (Action plan by 2016), . the Eastern Mediterranean – EUSEAST Med (Action plan by 2020). The EUSAIR, could work as a first pilot at a governance level as well, while considering to a greater extent the formal participation of 4 non-EU Member states and the synergies that will have to be drawn with the Danube and the Alpine Strategies » EUSAIR : a strong « enlargement dimension »

CPMR’s President in Athens : ”My last point is for recalling that this strategy differs from the previous ones in that it has a strong Enlargement dimension, being comprised of equal numbers of EU and non-EU states! We are in the EU today, but for my organization, EUSAIR is a key opportunity to prepare our friends from non yet EU members to their entry in the EU, which we hope will happen as soon as possible. We – as CPMR – will do our best to help them on this route.” Next Steps for EUSAIR/ADRION : a non-complete selection of dates

• 17/19 September 2014 : EUSAIR National Contact Points meeting and WG on governance of Adrion programme • End of September 2014 : submission of the Adrion OP • 23 – 24 October : European Council - EUSAIR will be endorsed • 18 November : EUSAIR kick off meeting • End 2014 : approval of Adrion OP • First half of 2015 : launch of Adrion Programme and first call for proposals Next steps for CPMR in this context

• Go on discussing/proposing with DG Regio, Emilia-Romagna and Slovenia on the participation of the Regions in the coordination of EUSAIR : Adrion thematic objective 11, Priority axis 4

• Advice/ encouragement from DG REGIO (24 July 2014) : “CPMR currently in the process of opening up to the . Croatian, Albanian and Serbian regions already included. Following the model applied in the Atlantic, North Sea and Baltic regions, CPMR hopes to contribute to a democratisation and decentralisation process in the Region. CPMR also in contact with Slovenia and Emalia-Romagna to explore how it can find a place in the context of the A-I TCP. The CPMR indeed to approach the Slovenians to explore how the CPMR may help in the context of a TO-11 project under the A-I TCP. The Commission prepared to pass on the message to the Slovenians that we are used to working with the CPMR.” Next steps for CPMR in this context

• Go on conducting in parallel and synergy our activities aiming at : – Extending CPMR membership in EUSAIR area, in particular in Western Balkans : , , – Remaining available and proactive in helping Regions • to bring valuable added value in EUSAIR thematic and sectorial bodies/events • and to prepare projects to be presented to Adrion programme
