2018-2019 Tournament Procedures

Headquarters for the 2019 Tournament is located at 3115 East Henrietta Rd., Henrietta, NY 14467. Headquarters phone number is (585) 356-6901.

GAME SITES: To qualify to host an opening round game on their home court, the higher seeded team must have a full three- point arc with a minimum of two feet shooting space at each baseline corner. If the home court does not qualify, the higher seeded team may designate an area alternate court that does qualify, provided it is in compliance with the Section V mileage policy and is approved by the Basketball Committee. Sites for all games in Round 1 and 2 will be held on the court of the school with the higher seed, providing the following conditions are met. 1. Size of playing surface. 2. Presence of bleachers and seating capacity. 3. The Tournament Committee may exercise the option of choosing a neutral site 4. Dressing room and locker facilities for teams and officials. 5. Must be handicapped accessible. 6. Higher seeded teams will adhere to the Section V standardized rate of pay for contest workers. The site selection committee will adhere to the Section V mileage policy which limits travel to 75 miles when the traveling team has school in session the day after play. If the distance exceeds 75 miles the higher seed must secure a site within the 75 mile limit. The higher seed may practice at this site if available. However, based on a decision by the Section V Executive Committee, the mileage limit is waived on nights there is no school the following day for the traveling team and in other circumstances. The site committee will follow the established policy, and reserve the right to make final site decisions based upon the policy. The final authority on all site decisions rests with Ed Stores, Section V Basketball Chairman.

ROUNDS 1 AND 2 GAME TIMES All games in Round 1 and 2 will adhere to the following start times: Single games will begin at 7:00pm, while doubleheaders will begin at 6:30 and 8:15. Saturday games may start as early as 2:00pm. Please notify Ed Stores should you choose this option. Any exceptions must be approved by Ed Stores within 48 hours of site selection. Changes will not be granted unless necessary. **Athletic Directors and Coaches, please note that as you move through the tournament, succeeding game sites and times will be posted online at sectionv.org. Sites will be determined by the aforementioned Section V mileage policy.

EMERGENCY POSTPONEMENTS In the event of an emergency postponement, a sectional game should be treated the same as any other game during the regular season. Administrators from the two schools involved should communicate and make a decision. 3

If the decision is to cancel, the following procedures should be followed: 1. Call the Section V Headquarters at (585) 356-6901 to notify appropriate tournament officials. 2. Call Local radio and television stations to notify them of the cancellation, as well as when and where the makeup game will occur, if available. 3. If the original site is not available for a makeup game, a new site for the following night will be selected by Section V. 4. Call Officials Assignor Rich Frank (585) 749-6360.The officials scheduled will be reassigned if they are available.

RE-SCHEDULING POLICY FOR EMERGENCY POSTPONEMENTS: For 1st and 2nd Round Games The two schools involved should communicate and come up with a date and time for the contest. The games should be played on the next available day. (Sundays should be considered if possible.) Once an agreement has been reached, the home school should notify Basketball Headquarters. The Basketball Committee will notify officials and reassign appropriately. Semi Finals and Finals Please notify Basketball Headquarters. The Section V Basketball Committee will notify officials, media and sites. The Basketball Committee will reschedule the contests and make appropriate contacts. THE BASKETBALL COMMITTEE WILL HAVE FINAL SAY ON ALL RE-SCHEDULING MATTERS

RESPONSIBILITIES OF LEAGUE CHAIRMEN: 1. Have an accurate point total assigned to each team in your league for presentation at the February 15, 2019 Seeding Meeting, which precedes the annual #1 Seed Banquet that same evening. 2. Remind your schools that will be hosting that the host AD has been given tickets by Section V to sell at the door. If you are in need of more tickets, please contact Kathy Hoyt of Section V.

GAME SITE SUPERVISORS’ DUTIES: In compliance with the State requirements, a defibrillator and qualified, trained operator must be available at all athletic events. During the first two rounds of the Section V Basketball Tournament, it shall be the duty of the Game Site Supervisor and/or host school to make sure a defibrillator and a trained operator be available at the game. 1. Assign teams and cheerleading squads to their respective locker rooms and warm up rooms. 2. Assign an experienced timer who will act along with the regular game officials as Section V Tournament Officials. 3. Hire security if necessary. 4. The Basketball Committee suggests that the coach be responsible for collecting all valuables from his players and turn them over to the Game Site Supervisor until after the game. 5. Coordinate ticket sales for the game. 6. Coordinate the distribution and sale of tournament programs at the game.

7. Collect and verify all program, and ticket proceeds, as well as the site expense worksheet (score table,security, etc.) with Section V Rep on site. **8. In the Semifinal and Final Round this should be given to the Section V representative on site.** 9. Inform the winning coach that it is their responsibility to report the game result via the web site. 10. ADMISSION: Tickets must be sold for all Sectional contests. Advance sale tickets are available only for games played at the Blue Cross Arena. Tickets purchased at the respective game site are valid only for that specific game. Children age 5 and under are admitted free of charge. Rounds #1 and #2 • All tickets for Rounds #1 and #2 will be $5.00 for both students and adults, and can be purchased only at game sites. Semi-Final Round • Ticket price for all semifinal games outside of the Blue Cross Arena will be $5.00. • Ticket price for all semifinal games played at the Blue Cross Arena, will be $6.00 per person. Final Round • Ticket price for all final games played at the Blue Cross Arena, will be $6.00 per person. • No one under the age of 20 will be allowed to purchase tickets at the BCA unless accompanied by an adult age 20 and above, unless they have purchased an advance sale ticket at a competing school. An adult may accompany a maximum of 5 persons under age 20 into the BCA. Tickets purchased at the BCA will be sold at a cost of $6.00 • Advance sale tickets will be distributed by the Tournament Committee to those schools competing in games to be played at the BCA. The cost of these tickets will be $5.00 • Schools are responsible for the accounting of the tickets sold and not sold just as they would for any sectional contest. Paperwork will be in the ticket envelopes. The money or a check (made out to the Blue Cross Arena) is due the day of the game. A member of the Tournament Committee will collect the monies and will count (if cash) and write a receipt for the schools. • Upon arriving at the Blue Cross Arena holders of pre-sale tickets proceed directly to the ticket takers.

Admission will be charged to all spectators, regardless of age. Only persons with bona fide Section V pass, Section V Basketball Coaches pass, Referee pass or Section V Sponsor passes will be admitted without charge. Please note only Sponsors Passes and Section V All-Sport Passes (Gold) will be honored for games played at the Blue Cross Arena

PAYMENT OF FEES: Any fees approved by the Section V Executive Committee and Athletic Council will be paid as soon as possible following the completion of the tournament. Referees will also be paid after the completion of the tournament. 1. All vouchers should be initialed by the person in charge of the game (Game Site Supervisor). 2. Be sure all names, addresses and zip codes are legible. 3. After the word “ Activity,” write BOYS’ BASKETBALL ROUND indicating the proper round number. 4. Indicate the date of the game on the date line. 5. Whenever possible, Game Site Supervisors are asked to list ticket sellers, ticket takers and other personnel needed for a game, on one voucher. This procedure allows one check to be written to the school or individual, who will then pay the various game personnel. 6. On the Financial Report, given to AD’s by Section V or found at section v.org under FORMS, the ROUND should be indicated BY NUMBERS AT THE TOP OF THE SHEET. Indicate the school competing and, if possible, the final score. In any case, be sure to indicate the WINNER, ADMISSIONS AND RECEIPTS. Receipts turned in should equal the amount written on the form. 7. PRESS PASSES: Tournament Press Passes are not issued. However, any working member of the media can enter any tournament site by showing a valid press credential for games they are covering. In the event of reporters or photographers who do not possess current Press Credentials, working media may obtain entry by carrying a brief letter of introduction on your newspaper or station stationary. No live steaming is allowed. Steaming rights are owned by NFHS).

SPECTATORS’ SEATING ARRANGEMENTS Spectators will sit in sections directly behind and across from their respective team bench where applicable. For games at the War Memorial, in case of unusual pairings, the Committee reserves the right to make any necessary adjustments for crowd control.

BANNERS / NOISEMAKERS Noisemakers are not permissible at any Sectional Tournament games. The Game Site Supervisor and/or Security will confiscate all noisemakers, including, but not limited to electronic devices, plastic horns, musical instruments other than those sanctioned in school bands and plastic jugs containing coins. Banners must be placed below the plastic hockey screens which border the play area of the War Memorial, and available space must be evenly divided between the two participating schools.

TEAM PROCEDURES / BENCH RESTRICTIONS /AWARDS Each coach must present a list of all members of their contingent, including trainers at the gate of each game site. For games at the Blue Cross Arena, players will enter through the players’ entrance on Court Street. Each team’s list must be limited to 23 members. a. Bench space will be provided to a maximum of 18 seats. b. Since Section V provides a certified trainer at all the games at the Blue Cross Arena, a trainer who travels with a participating team will be asked to sit behind the bench if there are more than 23 in the team’s entourage. c. Any ball boys/girls included in the group must be of middle school age or younger. Limit of two ball boys/girls per school. d. Section V limits team awards to 16 members of finalist teams, regardless of the number of individuals on each team’s list. Each team’s coach will determine which 16 individuals will receive awards.

UNIFORMS The home team in all rounds will be the team with the best seed, and will wear white uniforms, while the other team will be the visiting team and wear dark uniforms.

ATHLETIC TRAINER PROVIDED BY SECTION V In all games played at the Blue Cross Arena at the Rochester War Memorial, Section V will provide a Physician’s Assistant or Certified Athletic Trainer.

GAME BALL For all rounds of Sectional play, the Spalding “Legacy” must be utilized. Call headquarters if this can not be accommodated.

PRE-GAME WARM UPS / BASKET / BENCH Warm up balls will be provided at the War Memorial, at all other sites teams should expect to provide their own warm up balls. At each site, the higher seeded team will have the choice of bench. At the War Memorial, the Home Team will be assigned the stage side (south) bench and will warm up at the opposite basket. A maximum 15 minute warm up period will be provided between games. No team/players will be allowed on the court in uniform more than 30 minutes prior to the scheduled start of the game. Any infraction of this tournament rule will result in the assessment of a technical foul. When entering onto the court, no team will be allowed to circle the court. They must go directly to their warm up basket. No taunting of any form will be allowed. Officials must be on the court 20 minutes prior to tip- off.

OFFICIALS / REFEREES For 1st round games Section V will be using two-man crews only. For the Quarterfinals, Semifinals and Finals, three-man crews will be employed.

PUBLIC ADDRESS ANNOUNCERS Public Address Announcers must procure first and last names of players, uniform numbers and names of the officials. If the Public Address Announcer is provided by the host school, the following procedure is recommended: 1.The announcer will first introduce the two opposing coaches and have them go to the center circle. Starters for both teams are then introduced alternately, followed by the remaining members of the team as a group, not individually. 2.Referees’ and officials’ names will then be announced, followed by the introduction of the National Anthem. 3.In games where the Public Address Announcer is provided by Section V, announcers will be given the procedures at the game sites.

OFFICIAL SCORERS Scorers are responsible for keeping an exact scoring account of all Sectional games to which they are assigned. Scorers will be provided in Rounds #1 and #2 by each participating school. When scorers are provided by Section V in Rounds #3 and #4, a place will be provided for the team scorers for each participating school adjacent to the Section V Official Scorekeeper. For Statistical purposes, rosters should be entered numerically, smallest to largest number, in the official scorebook. It is the scorekeeper’s responsibility to work directly with the winning coach to make sure game results are reported immediately after the conclusion of each game via the web site. Digital photos of your scorebook may be sent to your local media outlets and [email protected]. It is imperative that results are reported at the conclusion of each contest!

SCHOOL CHEERLEADERS Varsity cheerleaders at the War Memorial will enter through the Court Street Press entrance. No cheerleader will be admitted without a coach. Teams should report to the cheerleading committee member on the stage upon arrival. A room is provided for cheerleaders for coat storage and warm up. At the War Memorial, cheerleaders will be admitted to the floor three minutes before the end of the prior game. No warm-up or practicing is permitted on the floor. Both cheerleading squads will be cheering from locations on the baseline of the court closest to their school’s team bench. Cheerleaders will not be permitted behind team benches or the scorer’s table. Coaches may not sit in the hockey team areas

Only the official cheering squad of cheerleaders will be admitted without cost to the games, and must be in uniform. Signs are encouraged and may be hung between games on the inside of the walls of the rink below the glass enclosure. At the War Memorial, those teams wishing to perform halftime routines (time permitting) MUST contact the appropriate classification chairman at least 48 hours in advance. That time will be filled by another team if contact is not made. Each team is allowed 2 ½ minutes only. Music must be on a tape or CD, and each team is required to supply its music to the War Memorial Public Address

Announcer, who will play the tape on the master control panel at the scorer’s table. At sites outside the War Memorial and at the option of the game site supervisor, the home team only has the option of a halftime routine.

NOTE: The use of warm up music is prohibited at all sites during the Sectionals. In games played at the War Memorial, cheerleaders will under no circumstances be permitted to take food or beverage beyond the entrance door to the floor area of the War Memorial.

SCHOOL BANDS Bands may play at the War Memorial, only. Bands must be accompanied by an advisor or adult supervisor, who must enter the facility with the band and identify himself/herself to the Site Supervisor. Bands should plan to arrive early, as no seats can be held in reserve for their anticipated arrival. Designated areas for the band to sit will be determined by tournament personnel. Bands must enter through the Main Entrance. Bands playing at the War Memorial must be seated in areas away from the radio broadcast booths located upstairs on the Exchange Street side of the building. Tournament Personnel will assist bands to designated areas. Under no circumstances will permission be granted for musical groups to play on the floor of the War Memorial.

NATIONAL ANTHEM The decision of who will play or sing the National Anthem for any game at the War Memorial will be made by Steve Veeder, the committee member in charge of War Memorial Floor Operations. Under no circumstances will permission to perform the National Anthem be granted without recommendation from an administrator or music director of the participating school. First preference for the National Anthem will be given to a student(s) from participating schools.

SCHOOL MEDIA COVERAGE Section V Basketball will issue one ticket valid only for the game in which the photographer’s school is playing for purposes of taking still photographs on the floor of the War Memorial. Only photographers for whom a school has requested floor credentials will be permitted to photograph from the War Memorial floor. A request must be made by a school official by calling the Section V Headquarters Office at (585) 356-6901. The Photographer’s name will be placed on a gate list at the War Memorial, and the photographer must enter through the Pass Gate in the War Memorial Main Lobby.

FLASH PICTURES ON THE FLOOR OF THE WAR MEMORIAL ARE FORBIDDEN

SCHOOL BROADCAST / VIDEOTAPE COVERAGE Schools with educational FM radio stations wishing to cover Section V Basketball may do so for games in which their school is playing. Requests for Press Passes to cover these games must be made by the station’s faculty advisor to Ed Stores Jr., Section V Boys Basketball Chairman, or on the day of the game to Tournament Headquarters. No videotape cameras will be allowed on the floor of the War Memorial. 9

COMMERCIAL VIDEOTAPING / LIVE STREAMING POLICY Community Access cable channels may request permission to show a tournament game on a delayed broadcast only, to be shown no sooner than 24 hours after the actual game, and only if the broadcast is commercial free. Other cable channels, who are supported by advertising, may request to show a tournament game on a delayed broadcast by submitting a proposal to Section V, including proposed compensation for obtaining the right to broadcast the game. POINTS SYSTEM / PLAY-OFF INFORMATION

Since Section V conducts an open tournament, with 119 schools participating, ten classifications have been developed. Points are assigned to each team for winning or losing each game played. This point system leads to the seeding in each of the nine classifications. (see chart in second column). After Section Champions have been determined, playoffs will be conducted to determine Section V’s five representatives to Regional and State Play-offs. It is also possible for teams in Section V to elect to play a 20 game schedule. However, not all teams plan to do so, and as a result, an adjustment in seeding will take place to account for the varying number of games played by the 119 teams.

A point average will be prepared for each team, dividing the total number of points earned, based on the chart to the right, by the actual number of games on which the seeding positions will be based. All games must be scheduled before 12/1 of the season. Any game scheduled after this date will not be counted in the sectional index unless given permission to do so by the Section V Boys Basketball Committee.

PLEASE NOTE: For purposes of seeding, games played through and including February 14 will be counted in the points total. Any games played after that date will not be counted.

Seeding results will be announced Friday morning, February 15th. In the event of ties, the following criteria will determine the higher seed: (1) total number of points; (2) overall record; (3) the team with the best winning percentage within their own league will receive the higher seed. In the event that a non-league independent team is tied with a league team, the advantage of the higher seed will go to the league member team; (4) toss of coin. If ties exist between or among teams which have played a different number of games during the regular season, teams which have played the most games will be seeded higher. After seedings have been announced on February 15th, they are subject to change if errors in the seeding points are discovered within the following 24 hours. After the 24 hour time period, no changes will be made.

Since only five classifications exist for state tournament play (AA, A, B, C, D), compared to ten classes in Section V, play-off games will be played to determined the five Section V representatives. Teams moving on to state tournament competition must be sectional winners. If two or more sectional winners fall within the same state classification, a play off (State Qualifier) game will be held the week of March 4th. In each playoff game, the home team shall be the team representing the larger classification.

Seeding Banquet – Recognizing the #1 Seeds

Seeding Banquet Scheduled for February 15th The 98th tournament season in Section V Basketball history will tip of with the Annual Seeding Banquet, to be held at Burgundy Basin, Friday evening, February 15, 2019. Following the reception at 6:15, the banquet is scheduled to begin promptly at 7:00 p.m. First year sponsor Orthopaedics and Rehabilitation and Premier Sports will sponsor the banquet. Premier Sports will enter its 23rd year as a sponsor of the banquet. The banquet will once again be open to the public. Representatives from each of the ten Number One Seed teams will be in attendance. Tickets are available to Booster Clubs, parents and the general public, and may be obtained by making reservations with David Richardson, Section V Basketball Banquet Coordinator, (585) 966-4043. Tickets are $20 for students and $25 for Adults. Among the evening’s highlights will be the presentation of the ten Number One Seed Awards to the top seed in each of the tournament’s ten classifications. Coaches and players will accept the plaques for their schools and briefly speak concerning their team’s season and the upcoming tournament.

The winners of the Tom Downey Memorial Birkett Mills Coach of the Year Awards will be introduced and presented with their plaques at the #1 Seed Banquet on February 15th. Each year balloting is conducted amongst the coaches, making the award a significant endorsement by the winners’ peers.

Tournament Awards at the Blue Cross Arena

After each of the ten Championship games, an awards ceremony will be conducted. Members of the two finalist teams are asked to remain at their respective benches following the game in order to participate in the formal awards ceremony. Please note that there will be 16 awards to be distributed per team as designated by the respective coaches. The Boys’ Basketball Committee is grateful to all of its sponsors for their continued support of the tournament. Without their financial contributions and services provided, many of the extras given to the participants would not happen. Furthermore, their support allows us to hold our contests in the Blue Cross Arena at the War Memorial. This would not be possible without their generosity.

The Runner-up plaque, sponsored by Friends of Section V, will be given to the losing team in each classification, as well as, a Finalist medal provided by Section V. 5. The Bill Farrell Memorial Coaching Award sponsored by McLane Associates, will be presented to the winning coach in each classification. 6. The Empire Cheer Sportsmanship Plaque will be presented to a player on each finalist team in each classification, who best exemplifies good sportsmanship both on and off the court. 7. Six All-Tournament selections and an MVP from each classification will be honored. Criteria for selection to the All-Tournament Team is as follows: overall contribution to the team success, offensive and defensive proficiency, hustle, leadership and sportsmanship. Each of the seven will receive a long sleeve shooting shirt sponsored by Connors and Ferris, LLP and commemorative medallions from the Douglas Westcott family. The MVP will receive the M&T Bank Most Valuable Player Award, and the other selections will receive an All-Tournament plaque. 8. The Birkett Mills sponsored Tom Downey Memorial Coach of the Year plaque and the Coca-Cola Number One Seed Plaque will be presented . 9. During Halftime of the Class AA title game, three scholarships will be presented. Regionals Who Qualifies? Regional playoffs are designed to produce automatic representatives to the New York State Championships. Since New York State crowns five team champions in Classes AA, A, B, C, and D, it is necessary to determine which of the eight Section V Champions will represent Section V in the Western Regional Playoffs, with representatives of Section VI from the Buffalo region. To determine the teams representing Section V in the Regionals, the following Regional Qualifier procedure will be used:

1. The A1 and A2 Sectional Champions will play on Wednesday March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class A Regional Playoffs.

2. The B1 and B2 Sectional Champions will play on Wednesday March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class B Regional Playoffs.

3. The Class C team with the highest Sectional index will receive a bye and await the winner of the game played between the other 2 Class C champions on March 4th, at a site and time to be determined. The C team who received a bye will play the March 4th winner on Wednesday, March 6th to decide which team will represent Section V in this year’s Class C Regional Playoffs.

4. The D1 and D2 Sectional Champions will play on Wednesday, March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class D Regional Playoffs.

5. In all Regional Qualifier games, the home team will be the team representing the larger classification.

Admissions for Playoffs Admission to all Regional Qualifying games will be $6.00 for the day. There will be no pre-sale for these games.

Media/Photography/Videotaping/Streaming All rules outlined in the Tournament Procedures section of this publication will remain in effect. Only NYSPHSAA and current working media passes will be accepted. Streaming rights are held by NFHS.

Regional Dates and Schedules Regional Playoffs between Section V and Section VI are played in Buffalo in odd numbered years and will be hosted by Section V on March 9th . Representatives from Section V and Section VI will compete according to the following schedule:

School Responsibilities Each school playing in the Regional Playoffs is responsible for paying its own travel and food expenses. Officials and game personnel will be paid by the host section.

Regional History Regional competition began between Section V and Section VI in 1978. Since that time, 183 games have been played, with Section V winning 102 of them (55.7%). Section V has enjoyed its biggest success in Class D, where they are 26-15 (63.4%). Results from last year are listed below from largest to smallest classification.

NYSPHSAA State Tournament

Who Qualifies? The five teams who win the Western Regional Championships will advance to the New York State Championship round at Binghamton, NY. The State Playoffs this year are scheduled for March 15-17.

Section V Responsibilities Each school playing in the NYSPHSAA Championships at Binghamton is responsible for making their own arrangements for travel and hotel reservations, and will be expected to pay for the trip, accommodations and other expenses. School Responsibilities Each school participating at Binghamton will be expected to conform to guidelines in the state-published brochure, which will be made available to the winning teams at the Western Regionals. These include, but are not limited to uniform and home team guidelines, protest procedures, team supervision and discipline, code of conduct, cheerleaders and school band guidelines. It is the responsibility of the coach and other school personnel to make sure the state guidelines are followed. State Championship History The New York State Championships were revived in 1978, when under the direction of Section V Basketball Chairman, Bill Farrell, the City of Rochester and Section V hosted the first New York State scholastic championships in 45 years. The Tournament remained in Rochester for the first three years, and has been in Glens Falls and Binghamton since 1981.
