    Welsh Parliament Petitions Committee Petition P-05-886 Stop the Red Route (A55/A494 corridor) March 2021 This report summarises the Petitions Committee’s consideration of a petition against the further development of proposals for a new road in north east Wales. It includes several recommendations made by the Committee. The petition 1. Petition P-05-886 Stop the Red Route (A55/A494 corridor) was submitted in the name of Linda Scott in June 2019 having received a total of 1,409 signatures, consisting of 1,275 collected online and 134 on paper. Petition Text: We call on the National Assembly of Wales to urge the Welsh Government to withdraw its support for the "Red Route" (A55/A494/A548 Deeside Corridor Improvement) on the grounds that: 1) The construction of the new road through ancient woodland, and across agricultural land, contradicts Planning Policy Wales and the Well-being of Future Generations Act. 2) The recently published plans for a new A494 Dee Bridge, widening of the A494 and other improvements will deliver the Deeside traffic improvements without the need for the ‘Red Route’. 3) The costs used to justify the choice of the “Red Route” failed to account for necessary upgrade of the Flintshire Bridge. It also does not include the addition www.senedd.wales Petition P-05-886 Stop the Red Route (A55/A494 corridor) of crawler lane at a major congestion point on the A55, the hill out of Northop towards Holywell. Congestion at these points will be made worse by the construction of the Red Route. The underestimate of the costs used imply that the proposed road cannot be considered value for money.

My responses on each of your points are below. Welsh Government support for businesses participating in trade missions Developing new export business requires a certain level of investment of time and money from companies. The Welsh Government contributes to this investment with both free and subsidised advice and support. Companies should not see trade missions as the first step towards exporting. Whilst they are a good way of assessing the potential opportunities in a market, they require a significant amount of advance preparation to ensure companies can maximise the benefit from their time in market. A great deal of support is available to help companies prepare for the trade missions, much of which is free or heavily subsidised. As I mentioned in Newtown, sharing the cost demonstrates a joint commitment and partnership between the company and Welsh Government. The cost of participation is substantially subsidised and, if a company is serious about exporting, then this should not be a barrier to joining a trade mission. There are three different types of intervention to take a company to market which are: Food and Drink Trade Development visits; attendance at major trade shows; and multi-sector trade visits.

Second vote on 18th May: Carwyn Jones nominated unopposed The Deal Labour and Plaid Cymru have reached an agreement where Plaid can influence legislation and policy for the duration of the Fifth Assembly: Standing committees on legislation finance constitution National Infrastructure Commission Development Bank for Wales The new Welsh Government 4 senior Welsh Government members departed at the election – Huw Lewis, Edwina Hart, Leighton Andrews and senior special adviser Jo Kiernan. Cabinet Members Need to present a new, fresh image – virtually everyone gets a new job Except Kirsty Williams, everyone has been a minister before… Further reshuffle in a year or so to bring in truly new Members? Smaller government – overall number of Ministers reduced, less pressure on Labour backbenchers Housing priorities of the Welsh Government – manifesto commitments We will deliver an extra 20,000 affordable homes in the next term.

    Cross Party Group Women Annual Report October 2020 Overview The Cross-Party Group on Women exits to promote cross party action to achieve equality for women in Wales. Suzy Davies MS and Siân Gwenllian MS are co-Chairs of the group. WEN Wales offers secretarial support. Since the previous annual report in July 2019, the group has convened four times: 17th October 2019; 3rd December 2019; 18th June 2020 and 15th October 2020. All meetings, including planning meetings, were online via Zoom from March 2020 due to Covid-19. The group has used these meetings to focus on a number of issues, including: a joint meeting with the Cross Party Group on violence against women and children on online abuse; the Gender Equality Review Phase 2, Local Government Bill and the launch of the Women’s Budget Group’s final report on A Gender-Equal Economy. The group also worked closely with the Women in Europe (Wales) network, which became part of the Cross Party Group on Women from July 2019. Attendance at the meetings over the year has been made up of political representatives, third sector organisations working to end discrimination against women, individuals interested in gender equality and Members of the Senedd support staff. 1. This week has been busy, both in terms of our work to support members and of course all the developments in the Tory Leadership race. This week we attended the Cardiff University’s Wales Governance Centre Brexit and Devolution event. The event marked the two-year anniversary of the publication ‘Brexit and Devolution’ and it was an opportunity for the Institute for Government, Counsel General and Brexit Minister Jeremy Miles, and a panel of industry professionals to discuss how Brexit has and will change the context of Wales’ devolution within the larger UK context. In this event the Minster warned that a chaotic no deal Brexit threatens the future of the UK. We also attended the Welsh Government’s Health Social Services Brexit Communications meeting. During the meeting there was a discussion around how the communication cascade system that was introduced as part of the no- deal planning can be improved to better facilitate the spread of information to front line professionals and the public, especially when no-deal planning is reactivated. The Brexit Communications Plan will also be examined and updated to better reflect the current context and how things have changed since earlier in the year. We spent two days at Confed19, the annual NHS Confederation’s conference, in Manchester – which was a hit all round! There were lots of great speakers and the opportunity to meet with individuals doing great work across the Confederation and the NHS as a whole system.
