SUMMARY OF PROPOSED FLOOR DRAFT:
RESOLUTION 21-44 REQUESTING HAWAII'S CONGRESSIONAL DELEGATION, THE HAWAII STATE LEGISLATURE, AND THE STATE OF HAWAII ADMINISTRATION TO HELP IDENTIFY NON-CORONAVIRUS, AID, RELIEF, AND ECONOMIC SECURITY ACT FEDERAL FUNDING OPPORTUNITIES FOR THE CITY.
The PROPOSED FD1 makes the following amendments:
A. Amends the title of the resolution and BE IT RESOLVED clause to request the City and County of Honolulu Administration, Hawaii's Congressional delegation, the Hawaii State Legislature, and the State of Hawaii Administration to help the Honolulu City Council (as opposed to the City) identify non-Coronavirus Aid, Relief, and Economic Security Act federal funding opportunities for the City.
B. Makes miscellaneous technical and nonsubstantive amendments.

REQUESTING THE CITY AND COUNTY OF HONOLULU ADMINISTRATION, HAWAII'S CONGRESSIONAL DELEGATION, THE HAWAII STATE LEGISLATURE, AND THE STATE OF HAWAII ADMINISTRATION TO HELP THE HONOLULU CITY COUNCIL IDENTIFY NON-CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT FEDERAL FUNDING OPPORTUNITIES FOR THE CITY.
WHEREAS, on March 4, 2020, Governor David Ige issued a proclamation declaring the existence of a state of emergency in the State of Hawaii ("State") due to the COVID-19 outbreak and invoking his authority under the Hawaii Emergency Management Act, Hawaii Revised Statues Chapter 127A; and
WHEREAS, also on March 4, 2020, Mayor Kirk Caldwell ("Mayor") issued a proclamation declaring the existence of a state of emergency in the City and County of Honolulu ("City") due to the COVID-19 outbreak and invoking the Mayor's authority under the Hawaii Emergency Management Act; and
WHEREAS, thereafter, the Mayor issued subsequent proclamations that have, among other things, extended the state of emergency in the City due to the COVID-19 pandemic; and
WHEREAS, the COVID-19 pandemic has had an unprecedented impact on Hawaii's economy, causing many businesses and industries to significantly reduce or shut down their operations; and
WHEREAS, the COVID-19 pandemic has also had an adverse impact on City revenues, operations, services, and costs including, but not limited to:
1. A reduction in the amount of transient accommodations taxes allotted to the City;
2. A reduction in the amount of general excise tax surcharge revenues collected for rail;
3. A reduction in fuel taxes;
4. Reduced revenues generated from City attractions such as the Neal S. Blaisdell Center, the Tom Moffatt Waikiki Shell, City golf courses, and the Honolulu Zoo;

5. Reduced revenues generated from City park permits and City park facility rentals and other permit fees that support City operations;
6. Overtime costs for the Honolulu Police Department and other City departments to provide services to protect City residents;
7. Ongoing costs for the provisional outdoor screening and triage program for unsheltered individuals; and
8. Additional costs to provide personal protective equipment to protect City employees; and
WHEREAS, as a result, it is likely that the City will need to raise revenues (through potential tax or fee increases), reduce expenses, or both; and
WHEREAS, the City has received approximately $387 million in federal funds through the Coronavirus Aid, Relief, and Economic Security ("CARES") Act, which was signed into law on March 27, 2020, to help fund the unanticipated costs of fighting the pandemic; and
WHEREAS, in addition, the City periodically receives limited purpose federal grant monies and annually receives funding from the United States Department of Housing and Urban Development and other federal agencies for specific purposes; and
WHEREAS, the City Council believes that additional federal monies, if available, would help minimize the COVID-19 pandemic's negative impact on core City operations and services, and could potentially allow the City to avoid, or at least minimize, tax and fee increases; now, therefore,
BE IT RESOLVED by the Council of City and County of Honolulu that the City Administration, Hawaii's Congressional delegation, the Hawaii State Legislature, and the State of Hawaii Administration are requested to help the City Council to identify non- CARES Act federal funding opportunities that may be available to the City for costs related to the ongoing COVID-19 pandemic; and

RESOLUTION
BE IT FINALLY RESOLVED that copies of this resolution be transmitted to Hawaii's Congressional delegation, the Governor, the President of the Hawaii State Senate, the Speaker of the Hawaii State House of Representatives, the Mayor, and the Managing Director.
