    Progressive Foreign Policy Debrief Intel for Advocacy THE ACTUAL STATE OF THE UNION When Donald Trump delivers his State of the Union speech next week, the audience looking back at him in the House chamber will look quite different from the one he spoke to last year. Indeed, the 116th Congress is the most diverse in U.S. history, with most newly elected members having little interest in running cover for a president mired in scandal and swaddled with corruption, or assisting him in enacting his radical right-wing agenda. On foreign policy, we can safely assume that during the speech Trump will, for example, baselessly fear-monger about Iran and lie about the nuclear deal, hype a non-existent security crisis at the southern border, or perhaps even try to lay the groundwork for a U.S. military intervention in Venezuela (and we can be sure he won’t say anything about the murder of Jamal Khashoggi). And if Trump’s recent spat with his own senior intelligence advisers is any indication, ​ ​ whatever national security issue he chooses to address will have little relation to any kind of observable reality. Thankfully, those in the audience sitting across from him are the antidote to Trump’s untethered and disastrous policies that have only made us less safe. We applaud your efforts to improve health workforce diversity, support training opportunities for PA students, and combat health disparities through the HEAA and are fully committed to collaboration to advance these shared priorities. As the COVID-19 pandemic has ravaged communities across the country and exacerbated long-standing health disparities, the investments proposed by the HEAA to improve workforce diversity have become increasingly critical. Historically, underrepresented minority (URM) students have faced formidable barriers to entry for health professions education, thereby limiting health workforce diversity. This threatens the capacity of the future workforce to provide culturally competent care reflective of the needs of the communities they serve, and improving access to PA education for URM students is a top PAEA priority. To this end, we applaud the inclusion of provisions in the HEAA such as direct funding to historically black colleges and universities, Hispanic-serving institutions, and other minority-serving institutions to support counseling and mentoring initiatives for URM students seeking to pursue careers in the health professions. We also appreciate the inclusion of significant supplementary funding for workforce development programs under Title VII of the Public Health Service Act that promote workforce diversity such as Scholarships for Disadvantaged Students and the Health Careers Opportunity Program.

This long overdue investment will drive economic recovery, help address racial and economic inequities in college completion rates and increase overall educational attainment. The Pell Grant program is the nation’s foundational investment in higher education. In Connecticut, Pell Grants help nearly 80,000 low- and moderate-income students attend and complete college annually. Students attending every institution on this letter from every city in our state rely on the Pell Grant program to build their future. Pell Grants are especially critical for students of color, with nearly 60 percent of Black students, half of American Indian or Alaska Native students, and nearly half of Latinx students receiving a Pell Grant each year. However, the share of college costs covered by the grant is at an all-time low.
