Minutes of a meeting of Efenechtyd Community Council held at Pwllglas Village Hall on Wednesday 6th September 2017 at 7.30 p.m.

1. Present: Chairman A.Roberts, Councillors T.Rogers, G.W.Roberts, B.Wynne and Clerk P.G.Palmer. Sian Jones, Secretary Pwllglas Village Hall 2. Apologies. County Cllr E.Williams, Cllrs. R.W.Jones, A.L.Williams and J.E.Williams 3 Declaration of interest: None 4 Minutes of the Council: The minutes of the meetings held on 5th July were approved as correct and signed by the Chairman. 5. Urgent Matters: None 6. Council Vacancy/Co-option Bethan Wynne, Rhoslan, Pwllglas was co-opted as a member of the Council Declaration of acceptance of office signed. 7. Public Access Defibrillators/Purchase of Telephone Kiosk Sian Jones, Secretary of Pwllglas Village Hall attended meeting. A local resident has applied for grant funding from British Heart Foundation. Defibrillator to be mounted on hall or shop wall at Pwllglas. A discussion took place regarding provision, location and fund raising for defibrillator/s G.Palmer. Clerk to attend next meeting of Village Hall committee for further discussion. Council resolved not to proceed with purchase of redundant telephone kiosk at Pwllglas. 8. Planning Applications (1) 20/2017/0148 Removal of Residential Caravan and erect one dwelling and garage (outline application) The Caravan The Watermill, Pwllglas. Note: Application site not in Efenechtyd Council Area but Council asked to comment. Council Comments as below: Planning statement submitted states that Community Council would prefer to see a traditional dwelling on the site rather than a replacement chalet. There is no record that Council have ever expressed this opinion. That the proposal should comply with all relevant planning policies. If permission granted for a dwelling that the permission for a replacement caravan be revoked. (2) 13/2017/0684 Demolition of outbuilding/erect replacement building to form cerebral palsy exercise centre, Pen Y Gaer, Pwllglas. (3) 13/2017/0754 extension to dwelling, The Lodge Pool Park, Ruthin. Council have no objection to 2 and 3 above. 9. Efenechtyd Community Council Bank Accounts As reported at July meeting, Council accounts are linked to the Clerks personal account for online banking. NatWest advise that this cannot be changed. Clerk has had a meeting with HSBC, they can provide a community cheque book account with online banking and a community savings account. Resolved: That the Council close the NatWest accounts held and to open new Council accounts with HSBC Bank plc and that the bank (HSBC) is authorised to pay all cheques and act on other instruction s for payment signed on behalf of the Council by any two authorised signatories. The authorised signatories being R.A.Roberts, A.L.Williams, T.Rogers and P.G.Palmer. Peter Gareth Palmer is fully empowered to act on behalf of the Council in any other transaction with the bank and is fully empowered on behalf of the Council to apply for and sign agreements relating to electronic and/or telephone banking at any time. 11. Highways/benches/footpaths (1)Clerk has written to Welsh Government and Darren Millar A.M regarding the possible extension towards Ruthin of 40 mph speed limit at Pwllglas. Reply received dated 25/7.17 from Welsh Government.” It is intended to introduce a 50mph limit to the North of the Pwllglas 40mph section. They will monitor the new limit and review its effectiveness during the Speed Limit Review which will consider this section again in 2019/20.” Darren Millar has had the same reply. (2)Clerk has refurbished the bench near bus shelter outside village hall. Invoice from Clerk for materials used approved for payment. New timber rails have been obtained for the bench near Minffordd. Should be fixed within next week or so, (3) Footpath Tanybryn to Penybryn still needs attention. (4) Hedges overhanging road on Pwllglas to Efenechtyd Road. Clerk to contact Denbighshire C.C. re 3 and 4 12. John Williams Charity Clerk has discovered that the Charity account with NatWest has been closed under dormant account procedures. Clerk has consulted NatWest and obtained necessary form to reclaim the funds in the account. 13. Pwllglas Playing Field/feasibility study County Councillor E.Williams will be arranging a public meeting to determine the play facilities preferred in any new playing field. 14. Financial Report The Clerk presented council with details of expenditure to date against budget. The August precept payment has been received. After payments of £339 made at this meeting Council Account Balances will be: Current Account £3342, Reserve Account £2700, Total £6042 15. Correspondence Received Letter from Aon (Council Insurers) advising that they will be no longer providing Council Insurance. Renewal invitation will be from BHIB Ltd. E-mail from County councillor Eryl Williams. He will be arranging public meeting regarding Broadband provision. 16. Date of Next Meeting November 1st 2017
