Presidents Report

The past year has certainly been an outstanding one for Athletics SA and possibly one of the great years for athlete performances in South Australia and one the most outstanding our association has ever seen.

It is therefore with a great deal of pleasure and a shared satisfaction with all members, officers and supporters of athletics in South Australia that I present my annual report.

Performances on the track especially during the year reached a very high standard indeed. Athletics SA experienced wonderful representation at the and in particular our medalists Brooke Krueger Billett a Gold Medal in the Women’s hammer throw, Mark Ormrod a Gold Medal in the 4 x 400, Alwyn Jones a Bronze Medal in the Triple Jump, Dimitri Markov a Silver Medal in the men’s pole vault. Tania van Heer- Murphy was selected in the Commonwealth Games team but unfortunately was not picked to run in the women’s relay teams.

I would also like to outline some of the other areas of representation.

Commonwealth Games Melbourne

26 South Australian technical officials were selected for the Melbourne games together with 8 sports specific volunteers. This is a fantastic contribution for South Australia in terms of officials and above the national average. I would like to make special mention of the untiring efforts of our officials, summer and winter throughout the year. I appreciate the time sacrifices that you make for the athletes in our sport and I am delighted in the number that was selected for the Commonwealth Games in Melbourne. I know that all of you will cherish the memories of the magnificent Melbourne Cricket Ground and the new stadium that hosted some fantastic Track and Field.

This year has also seen strong consolidation in the administrative area with Michael Verwey our part time Executive Officer being extremely well supported by Kate Norman our full time Administration Manager and Rick Wilson who looks 6 after Development, and of course our terrific volunteers Brenda Pearl and Rosemary Billett. I also include Ann McFadden and her team of faithful helpers in the canteen which provides substantial financial support to our sport.

I would also like to make special mention of our youngest ever Technical Manager Anton van Bavel and also Brian Wyld who assists him each week.

It goes without saying the tremendous support given to us by the City to Bay Fun Run, ably directed by Joe Stevens who directs not only that event but also puts in enormously for both Summer and Winter Competition.

The day to day running of our competitions is carried out by hard working committees of our three commissions, Summer Competition led by Tony Tonkin, Out of Stadium by Noel Bray and the Officials Commission by Lesley Jesser. Well done to all of you. Also the ongoing support by Ian Boswell. Rosemary Billett fulfills the role of Registrar.

A few months ago a framed photo “Living the Athens Dream” was presented to the Association by Ann and Roy McFadden in memory of their son Derek who was an athlete, coach and administrator for Athletics South Australia and a stalwart of Salisbury Athletics Club. Derek passed away suddenly this year.

As you will see from the statement of accounts the association has progressed significantly over the past 2 years. I would make special mention of the work put in by Graham Billett our Finance Director ably supported by Kate Norman in the administrative office.

I also would like to make mention of the significant support given to our sport by the South Australian Government.

To give you an idea not only the success of the earlier part of the season but since September 2005 ASA has hosted:

Recently a very successful Powerade Games for our School based athletes was held.

In 2007 we will be hosting the world Police and Fire Games at Santos and also the Australasian Masters Games.

Finally I would like to thank the members of the board and all those people who provide support to the association and for the confidence shown by our sponsors in supporting our association.

As our AGM is later this year I take this opportunity to wish you all a Merry Christmas and a very happy, healthy and successful 2007.

7 ______Executive Officer’s Report ______

I would like to thank the members of Athletics SA – athletes, coaches, club officials etc – for actively being involved in developing the “Clubs on Track” program. This essential program will be important to initiate ongoing strategies to strengthen athletics in this State. It will also serve as an invaluable tool for clubs to analyse their performance and initiate local programs to strengthen the clubs. The clubs are the foundation of athletics and strategies that reinforce their position in the local community cannot be underestimated.

The Officials Commission needs to be commended for their effort to increase the number of officials and provide essential training. There is always an assumption that these volunteers are available at every beck-and-call. There needs to be a greater focus at club level to increase the number of officials that can be called upon to reinforce the current number of officials.

This year I tried to focus on broad based inclusion in decision making – I believe this has been relatively successful.

The Board has improved our financial position in 2005-06 and further improvement in this area is an important goal. We need increased financial resources to enable reinvestment into critical areas of athletics.

Barbara Stephens and Rick Wilson have been working together to foster growth of athletics programs in the schools. This is an important direction for Athletics SA and will need to be fostered as a priority.

For the past 12 months I have tried to obtain grant funding to conduct a feasibility study to establish a club in the Anangu Pitjantjatjara Lands. Two grant applications are receiving positive responses – an outcome will be known in December. Should approval be granted, the study will commence in March 2007. In the meantime we are providing some assistance to the Indulkana community in establishing an athletics program. The proposal has support from The Anangu Pitjantjatjara Yankunytjatjara Land Council, Athletics Australia, Para West Campus, SASI, Office of Recreation and Sport.

The feasibility study will provide a model which can be applied to other isolated areas of Australia. This will be beneficial in providing support to communities such as Marree and Oodnadatta that are very keen to establish programs.

The Board is committed to implementing the Strategic Plan – of which the programs above comprise parts thereof. Endorsement of the new Constitution provides a solid foundation to the structural composition of the organisation.

Implementation of further changes that allows for the advancement of senior athletics in South Australia is a process that takes times. Athletics SA is very strong in one particular area – it has a broad based pool of intelligent and passionate people committed to athletics. This is its greatest asset. Ensuring that this vital resource remains inclusive in setting future direction is vitally important.

An agreement reached between Athletics SA and South Australian Little Athletics Association to initiate “pathways” from LA to senior athletics is welcome. Unfortunately, I do not believe that this will result in any changes at the “top” level and success in implementation will need to come from club level. Fortunately many clubs have very good relations with LA clubs in their vicinity and the “agreement” should provide a platform to further enhance that relationship.

Regular meetings have been held in recent times with the Office of Recreation and Sport regarding a number of issues. These have been very productive as a number of concerns are being addressed. We are also pushing for time lines for the resurfacing of the track and upgrading the hammer throw cage to meet IAAF standards. The welfare of athletes and officials are paramount in our concerns. The argument clearly surrounds the reality that we have only one stadium in South Australia and the determination of the South Australian Government to attract international events to this State requires the facilities to be more than adequate to facilitate such events.

The Hon. Michael Wright, Minister for Recreation, Sport and Racing and his staff, particularly Department CEO, Mr. Geoff Baynes, need special mention for thanks. They have been incredibly supportive of initiatives presented by Athletics SA. The Minister has agreed to meetings and has shown genuine interest in our goals. More we could not have asked for.

In the course of the next year, I would like to work more closely with SA Masters and SA Road Runners to explore the scope for better collaboration. This could be as a membership issue or a partnership relationship.

I would like to thank the Board for their support. Athletics SA is very fortunate to have a Board comprising forward thinking and visionary people committed to the advancement of Athletics SA. The Board places all recommendations on the table and value the input by members and clubs. Issues such as registration fees are always contentious - this is revisited on an annual basis with the view of providing the most accommodating solution to membership participation and protecting the bottomline.

8 Kate Norman has been a real asset to the organisation, I appreciate her commitment.

I would have found the job extremely difficult without Brenda Pearl and Rosemary Billett. These two ladies are invaluable and I hope they realise that both Kate and I appreciate all they do.

I could name all those I am indebted to for their support but the list would be too long and I may make an indiscretion by inadvertently leaving out a name.

Having said that, there have been times when we have asked elite athletes to perform tasks on our behalf during the year. For example, Brooke Billett has been requested to appear as special guest at functions; Alwyn Jones was our “model” for the billboard photo shoot. John Steffensen is committed to assist in our APY Lands athletics proposal and excited about being a role model for Aboriginal youth. They have all happily and humbly accepted our requests. Our athletes are truly role models for their generation. If these young people represent the coming generation then we should have confidence for the future.

Our sponsors have enabled us to provide a valuable service to the athletics community. The Office for Recreation and Sport and City Bay Trust have been long time supporters. The financial support they have provided over the years has been tremendous. Adelaide Airport Ltd. Is a new sponsor that has provided a significant contribution this year with ongoing sponsorship support indicated for years to come. As a recognition of this sponsorship, we erected a billboard on Hilton Bridge promoting athletics as well as the sponsorship.

______Development Report ______

The Development program has concentrated on School and Junior development and is moving forward regionally with the Mt Gambier Academy establishing a good template for other state schools. We are working with Nuriootpa High School to be the next Academy. This is a sustained effort to maintain the flow of athletes into the system. This has worked well at the elite end of the process.

Efforts by clubs to provide information to “Clubs on Track” will help development by providing Athletics SA with information on clubs strengths and weaknesses when: • Directing athletes to clubs and appropriate coaches; • Identify clubs that need help to provide the best services to their athletes.

This scheme is a priority of the strategic plan. This is a work in progress and has a number of critics but a little patience will show ample future rewards. To this end a board member is to be appointed to direct the priorities of the whole development programme.

Athletics SA and SASI programs working together to establish stronger pathways with Athletics SA employing the state event and regional coaches previously employed by SASI.

Our targeted Indigenous programs have been duplicated interstate.

The South Australian Development Squad program is moving forward with a stronger connection with the new Australian U17 squads.

School and Junior achievements

Powerade Games

The 2006 Powerade games was a great success with over 450 Athletes competing Over 102 National qualifying performances and 89 meet records and 4 state records. Special guests competing for the second time the was the NT development squad and Marree Area School.

Schools Knockout

Schools Knockout was totally organised by email for the first time. This resulted in 420 athletes competing at Santos Stadium which was decrease on last year. This years SKO final was a great event which produced quality competition and an extremely close result

Schools Visits Metro and Country Trips

ATFCA coaches employed by Athletics SA worked over 680 hours covering the State including Streaky Bay, Pt Lincoln, Marree, Mt Gambier and Adelaide metro. Streaky Bay and Mount Gambier had good representation at the Powerade Games. I am looking forward to Marree being represented in 2006.

SANTOS Talent ID support to clubs

22,000 Athlete’s competed at Santos representing over 250 high schools during the past 12 months. Over 250 School Sports Coordinators have been contacted and provided with ASA sports pack. The pack included information on Clubs, City v Country, X-Country and the SA Development Squad. I also spoke with them about the availability of school coaching. Thanks must go to SASSSA for there assistance and support. The Athletics SA relationship with SASSSA is at a high point. All ASA clubs have been given lists of athlete’s names and addresses in their zones based on a scheme devised by Barbara Stephens and Rick Wilson

. Development Squad

Over 80 young athletes attended the 2006 Development Squad and were attended toby 17 ATFCA coaches. Every athlete having taken part in the Development Squad are now registered with Athletics SA.

The Mount Gambier Athletic Talent and Development Squad

30 Athletes attending training. This program has generated three athletes to national finals and a national AWD record holder. Coaches that Attended: Robin Gorringe and Wayne Willis.

10 Metro Squad

Over 80 young athletes attended the 2006 Development Squad and were supported by seventeen ATFCA coaches. Every athlete taking part of the Development Squad is now registered as an ASA Member. Regional coaches that attended were Robin Gorringe and Wayne Willis.

Development Camp 2005

48 athletes attended this year’s 2 day development camp which was supported by 11 ATFCA coaches. All ASA clubs have been given lists of athlete’s names and addresses in their zones.

City V Country,

May 6th, “World Athletics Day” Streets are sponsoring this event again in 2006.With the event being held on world Athletics Day which is the third week into the football and netball season numbers form the country athletes were down this year.

With the entry fee raised to twenty dollar combined with the streets sponsorship the 2006 was the most profitable CVC we have held .Remembering that 2002/3/4 had more participants which only made a small profit

AAA Athletics (Athletics for All Abilities)

Over 400 students from special schools across the metro and country area participated in this event. This is the second of these events and was held in conjunction with schools sport. The AAA meet will become a major event on their school’s calendar.

SASSSA – Cross Country Championship (Support from ASA)

Over 5000 school aged athletes entered this event at Victoria Park. The results and affiliated schools were made available to the clubs.

Winter Development Strength Program

Northern Area, Santos, Gymnastic SA and Mount Gambier. Over 100 Athletes took part in this winter program with all no? Pole Vaulters in the program qualifying for Nationals.

Indigenous National Program

Para West Sports Academy ASA with ATFCA have established a coaching program teaching young Indigenous students to become coaches. Over forty students have taken part in the program to date . Kaurana Plains School two days coaching and sports day. Kyle Van der Kuyp from AA was a special guest for the students of Kaurana Plain School in Elizabeth. The children enjoyed Kyle’s coaching and mentoring. This will be ongoing. A rewarding experience.

Marree Development group

The Marree training group participated in Adelaide at the Powerade Games and for the first time. A few students taking home medals and achieving personal bests. These students will compete at the Indigenous Games in Newcastle as a representative team.

Media

The Messenger newspaper picked up 100s of stories in the last twelve months. The articles profiled athletes in the different metropolitan areas with photos. Messenger Youth Sports Award More fifteen athletes have won awards this year. For the last ten months Radio Station 5RPH, 1197 have started an athletics radio segment 7.30am every Monday. They have invited me to speak each week on up coming local events. Life FM has also given Athletics SA a regular spot every Wednesday at 6.40pm.

ABC Radio National and ABC Local Radio has also regularly committed stories.

Finance Director’s Report

I do have pleasure in reporting that ASA achieved an operating profit of $27,250 for 2005/06. While this is very pleasing and above the original budget estimate it did not just happen. Is the result of developing a realistic initial budget and through close monitoring of all aspects of ASA’s operations during the year.

Given the nature of ASA’s operations and limited funding resources it is critical that available funds are spent appropriately and in line with the overall aims and direction of the association as detailed in our Strategic Plan.

As I stated in my last two reports, ASA is an organisation that is largely dependent on external funding but is also subject to ever increasing pressures to firstly retain and hopefully expand its membership base and the services it provides to members. The challenge is to not just “balance the books” but to also develop and expand the sport of athletics as well as increasing the overall equity of ASA.

2005/06 results

There were again some positive achievements during 2005/06 some of which are listed as follows:. • As stated above, and through a process of regular monitoring an operating profit of $27,250 was achieved. • The policy of reducing cross subsidisation with specific functions either returning a small profit to ASA or at least breaking even was expanded. • The use of “user friendly” financial reports for the major stakeholders (eg the Board and Clubs) was continued with the same reports being presented to both the Board and Clubs Advisory Council. These reports show in an easy to understand way both the current and more importantly the projected financial position of ASA. • The continued operation of the canteen as a major income generator. I again thank Ann McFadden and her team of helpers for this. The canteen continues to play a very important role in ASA remaining a viable entity. • The continued support ASA received from our sponsors (eg City Bay, Recreation and Sport, Coca Cola, Balfours, Farmers Union, and Streets) either by direct assistance or through the provision of cheaper products through the canteen. The addition of Adelaide Airport Ltd as major sponsor from 2006/07 is also very welcome. • The successful holding of major events such as the Australian Masters Games and U/23 Nationals and the Centenary of Athletics functions generated significant income for ASA.

2006/07

While addressing the aims of the association, the 2006/07 budget approved by the Board still provides for a healthy surplus (profit) in line with what was achieved in 2005/06.

Our funding from Recreation & Sport and our previous sponsors has continued together with additional funds from Adelaide Airport Ltd as a major new sponsor, and Athletics Australia for Development Hubs (these have been matched by ASA). We also expect to generate substantial income from the Australian University Games (were held in September) and the World Police and Fire Games to be held in Adelaide in March 2007.

From a financial aspect I have to say that the future of ASA continues to improve. I have again enjoyed the many and varied challenges that I have encountered over the past year as Finance Director and look forward to continue working to improve and expand the future operations and financial viability of ASA.

This was my first year as Chairman of the Track and Field Commission it posed challenges from the Clubs on how they wanted Inter Club to run. The disappointment was so few Club responded to the direction of what they wanted athletics in South Australian to take.

There were other substantial challenges with the Commonwealth Games which required many of our Officials going to National Events run by Athletics Australia and Commonwealth Games.

We are desperately short of Officials and some of the delays experienced by athletes in the last season were directly caused by this. I am asking clubs to search their ranks for people to assist in running of events for the coming season.

Wednesday nights was well patronised by the walkers but the number of athletes competing in Runs and Steeple was minimal. This was disappointing as the brief we had handed to us as the Commission was that the distance runners had specifically requested the return to mid week competition.

There were a few minor problems early in the season and this was remedied quickly. I encouraged all stakeholders to participate in providing input into the development of the summer program and continue to do so when the next season review is held. It has been encouraged for the stakeholders to convey this opportunity to their Club.

The coming season will also present problems and with direction from the Clubs and athletes I will hope that we can make it better

I wish also to thank the member of the Track and Field Committee who have given great support and were willing to offer their thoughts on matters that have needed our consideration. Thank you all for a sterling effort.

Technical Manager’s Report

The past season was a busy one for all those involved in athletics in Australia. The XVIII Commonwealth Games occurred in Melbourne in March 2006 and all felt the excitement of the build up to this event and joined in celebration of the success of the competition, whether they were in Melbourne or elsewhere. In South Australia, the Association hosted the Australian Under 20 and Under 23 Championships and the Under 18 Teams Match. Whilst the success of these competitions and of the local season are the highlights of this report, discussion of continuing administrative difficulties is again an unwanted but necessary inclusion.

Memories of the return of athletics to the Melbourne Cricket Ground in 2006 will remain long after the hammer cage was finally dismantled or the last commemorative relay baton was souvenired. Four officials from South Australia are to be congratulated for being appointed to the technical crew at the Commonwealth Games. John Hamann, Joe Stevens and Stephen Tully were all Technical Judges whilst Anton van Bavel was Measurement Judge (Electronics) at the Melbourne Cricket Ground and Technical Manager for the road walking events at the Docklands. The Games were hard work, with the technical crew being required to toil for long and unforgiving hours unappreciated by many, but their part in the presentation of a wonderful international sporting event was significant and a rich reward for what has been a lifetime of service to the sport in some cases. The Games marked the final competition as an official outside South Australia for John Hamann, with the drama and excitement of the Pole Vault competitions the final chapter in a brilliant career.

Big events interstate did not mean it was quiet in Adelaide. Santos Stadium was the venue for the Australian Under 20 and Under 23 Championships for three days at the end of March and the beginning of April. Whilst the timing of this competition, a week after the conclusion of the Commonwealth Games, was not ideal, it nonetheless provided a good challenge and an opportunity to demonstrate South Australia’s competence in presenting national athletics events. Athletics Australia appointed Anton van Bavel as Technical Manager with Joe Stevens and Stephen Tully as his

13 assistants. The other local members of the technical crew were John Hamann, Bob Hillebrand and Brian Wyld and they were joined by Les Clark and Harry Mason from Victoria. Such an event is always hard work with a small crew, but all members gave a strong effort to ensure the competition was certainly successful from a technical perspective.

The requirement for Commonwealth Games officials to attend one interstate competition in December 2005 and two in February 2006, in addition the Games themselves, left a significant gap in technical operations in Adelaide at various times. Fortunately, Brian Wyld and Bob Hillebrand were invaluable in keeping things going at home whilst others were away. Mr. Wyld continues to take on the strenuous task of preparing the arena for competition and packing up at the end of the day when the Technical Manager is absent, along with helping out in other areas. Mr. Hillebrand has been a very welcome addition to the technical crew, manning the shed during competition and regularly performing a myriad of maintenance tasks. The ongoing assistance of John Hamann in the construction and repair of equipment is also highly appreciated.

In the 2004-2005 report, the need to improve the working relationship with the Office for Recreation and Sport, who own and manage Santos Stadium, was detailed extensively. The difficult balance between the Technical Manager, the Association and the Office for Recreation and Sport has existed since the transfer of management responsibilities in 2003-2004. Unfortunately, problems persist. The combination of the seemingly uncontrollable depreciation of equipment, the regularity of the rate at which equipment goes missing and the lack of appreciation by stadium management for the nuances of running an athletics venue are a burden on the progress of technical operations generally and place great personal strain on the Technical Manager. Whilst some improvement occurred in the last area due to the growing experience of stadium manager Rob McFadden, there is still a long way to go. A case in point is the recently completed additional shed for equipment storage. Despite the Association’s critical role as a provider of equipment for use by hirers of Santos Stadium, no constructive input was sought whatsoever. The first the Technical Manager knew of the shed’s construction was when he arrived at the track and saw the base being laid. As a result, the new shed has solved none of the ongoing storage problems. Fortunately, the most positive steps in nearly three years are now occurring with the start of what is hoped will be regular meetings between the Association, including the Technical Manager, and the Office for Recreation and Sport. The first of these meetings was beneficial and hopefully this will continue.

Aside from improving the dialogue between the Technical Manager, the Association and the Office for Recreation and Sport, improvement in equipment procurement also needs to be a priority for 2006-2007. There is strong and gratefully received support for this from both the Board and the Executive Officer. With Adelaide hosting the World Police and Fire Games in March 2007, every effort must be made to ensure the presentation is of a standard expected for international competition. The fact some equipment does not even meet an acceptable standard for local competition is a telling concern and must be addressed. Defective equipment places a strain on athletes and officials alike and cannot be tolerated. The ability to pursue this goal will be dependent in part on the resolution of other difficulties so as to allow the Technical Manager to get on with the job.

The continuing assistance of Brenda Pearl O.A.M., Joe Stevens and Stephen Tully, along with John Hamann, Bob Hillebrand and Brian Wyld, is much appreciated. Gratitude should also be noted for the efforts and support of the Association’s Executive Officer, Michael Verwey, and Administration Officer, Kate Norman. Finally, it is appropriate to thank those officials, coaches and administrators and those at the heart of the sport, the athletes, who have provided strength and encouragement this past year.

The City Bay was the last event of the Road Cross Country program and at the conclusion of season the pennant winners for 2006 were as listed (details attached).

The competition was close in many grades throughout the year and it wasn’t until the last event that all winning clubs were apparent. Our scoring system allowed for all runners to register points for their clubs and many thanks to John Pearce for again tallying scores and maintaining the premiership tables.

The 2006 program was successful in providing athletes with regular competition over a variety of distances and terrains. The success of individual events, judged on the number of competitors, fluctuated. There were over 90 runners at the 14 Flinders Short Course Cross Country Championships in May, which demonstrated the continued growth of this event. Some other events were slightly up in numbers from 2005, but others were poorly attended. After Flinders the largest fields consisted of approx 60 competitors. Changes to the program included moving relays from the Patawolonga to Adelaide and changing the distances used. The relays at Carisbrooke were a new event and we also included 3 events with SAMA, one of which was for premiership points.

The issue of using 2nd claim runners was contentious, particularly as individuals can score points in events. Perhaps it can be deleted next season and the issue of runners without clubs competing in Winter can be covered by the existing transfer between club rule as listed in the Track and Field Handbook, page 23. There also seemed to be a consensus that too many premiership events and state championships were included this year, so changes need to be considered.

I thank host clubs for their support in organising events, Commission members and our race day team of starter Anton van Bavel , Ron and Bette O’Neill and Barbara Borham.

A lack of depth in distance running ranks and the declining number of volunteers remains a problem. After 2 years as chairman I am disappointed that our program has not attracted more participants, especially as I am aware of the number of training groups in existence and also of the large number of athletes involved in school competitions. I often chat to runners about this issue and I am convinced that minor changes about venues and distances will not bring about a significant influx of competitors. Recruitment of school age athletes and the involvement of other runners through open competition will boost numbers and ultimately club strength and this should be a priority.

______Management Council Report ______

The changes instigated by the Board in 2005 continued into 2006. The move to make the Commissions of the association a more integral part of the functioning of the association continued successfully. The revised Constitution of the Association was adopted with the result that the Board is now made up of President, Vice President, Chair of the Management Council, Finance Director, 2 elected members of the association and 1 Board appointed member. Further work was done on the IT side of the association communication system, with an improved website now operating. The other area of attention was compliance with the national policy of Police Checks for our members associated with teams and officiating.

The competition commissions have continued to trial ideas to try and accommodate the changes to everyone” lifestyle. Some have worked while others have been discarded. One of the changes trialled was to split the registration fees to try and encourage more athletes into either the summer or winter competitions. This while appearing to have support, did not bring the desired results and did in fact cause several areas of confusion with our membership. Our thanks must go to Noel Bray for his work with the winter competitions, Tony Tonkin for his work with the summer competition and the committee of the Race Walkers Club for their continued endeavours in the interest of race walking throughout the year.

2005 was a very challenging year on many fronts. It marked the centenary of men’s athletic competitions in the State and ASA took the opportunity to mark 100 years of athletics in South Australia. This was done with a series of cocktail evenings for the various decades and culminated in a very successful Centenary Dinner.

Another milestone for the association was the retirement of Des Paul as the Race Director for the City-Bay Fun Run. Des had been associated with this event for around 30 years and had gone on to ‘grow and develop the event’ as Race Director for the last 14 years. As this event has provided Athletics South Australia with substantial funding over the years, we pass on to Des and his fellow organizers our sincere thanks for all of this dedicated work. We trust that under the guidance of Joe Stevens the event will continue to prosper for many more years.

The association hosted a number of National competitions in the past 12 months. The National Cross Country, the Australian Masters games and the National Under 18 and Under 23 Championships incorporating the National Club Championships, at which the Hills Club successfully defended it’s title from 2004/05.

As I retired from any further formal involvement with ASA in February, and returned wholly to coaching, I would like to thank all members for their support and contribution over the past 2 years and take this opportunity to wish Gaetano Aiello well in his role as Chair of Management Council. I also wish the Association, and the Board, all the very best for the future management of athletics in South Australia.

______Clubs Advisory Council Report ______

I was elected to the position of Chairman of Clubs Advisory Council in February 2005 and chaired my first meeting at the May meeting of Club Advisory Council.

To 30th June 2006 the Board of Athletics SA has dealt with the following matters:

Clubs on Track

The Board put forward and had all clubs to support the adoption of the Clubs on Track program. Clubs agreed to rank themselves in accordance with Clubs on Track self-evaluation document.

As part of the program the Board agreed to seek funding for the development of clubs in accordance with the Clubs on Track document.

ASA Resources

The Board underwent an evaluation of the resources of ASA and identified ways how those resources can be used to generate income for the association. This process is being consolidated and strategies developed to increase the income streams for the association.

Financial Statement Workshop

I attended a Financial Statement Workshop for Associations. The workshop focussed on the goals which should be put in place by boards relating to the financial viability of their associations. The board has considered my report in relation to this workshop in particular is developing financial goals.

Strategic Planning Workshop

Board members attended a Strategic Planning Workshop hosted by Department of Recreation and Sport. The focus of the workshop will be on the implementation of strategic plans rather than on the development.

This workshop will assist your board greatly in developing a strategy to monitor the association’s strategic plan.

Part of that process included a survey circulated to clubs asking them to rank the Board’s performance over the last year. The board is concerned that they meet the expectations of clubs and members to administer a strong and vibrant association and financially secure Association.

Officials Club

Congratulations to Alma and Bob Hillebrand on their “Officials of the Year” award. Their dedication to the Club as a team has seen our first joint winners of the award. Between them they have bought, sold, and recycled the cans of soft drink, raising lots of money for the Officials Club. Alma has also done a great job of looking after our bags, selling strawberries, raffle tickets etc. while Bob is out on the field as a Throws or Technical Official each week.

I would also like to thank Jennifer Hille for bringing strawberries during the summer. The sale of the strawberries has added quite a lot of funds to our bank account and now a lot of spectators know where the Officials Room is.

We had a big season capped off with the Commonwealth Games. Congratulations to the Officials who were selected to officiate at the Games and thank you to the band of Officials who did not go to the Games who kept everything running smoothly on the home front when the Games Officials had to go to the interstate events before the Games.

16 This is my final report as President as I will not be standing for re-election. I have enjoyed my years as President, but now feel it is time to retire from the position. I would like to thank my Committee members for their support over the years, especially Brenda and Graham for their support as Secretary and Treasurer.

Looking forward to a new season and hopefully, a new batch of Officials.

Officials Commission

The past 12 months have been exciting for Athletics SA officials with the holding in March of the Commonwealth Games in Melbourne. South Australia was strongly represented with 26 of our officials being selected as NTO’s. 8 of our officials also worked as Sports Specific Volunteers putting their officiating expertise to good use as they ably assisted in the running of this high profile event.

Adelaide also hosted the U20/U23 National Championships in March/April and the Australian University Games in September.

The Commission met on 2 occasions during the year. The first meeting was to elect a new Chairperson and discuss correspondence received and the second was to address a request from Athletics SA for the implementation of objectives of its Strategic Plan.

Objectives of the ASA Strategic Plan that have been deemed to be the responsibility of the Officials Commission consist of:

1. Ensuring the provision of enough trained officials (60 in summer and 12 in winter) to run competitions 2. The timely set up of event sites 3. Development and implementation of an induction program for new officials 4. Development of a written pathway showing an official’s career path including profiles of successful officials on the website and the establishment of an officials “Hall of Fame” 5. Development of a recruiting leaflet and poster to encourage people to become officials

It was decided at the meeting that, as “good” officials do not draw attention to themselves, a “Hall of Fame” and officials profiles on the website would be inappropriate. However, recipients of the Official of the Year Award since its inception and future recipients would be listed on a board displayed in the Officials Room –as well as the Trophy.

The KPI for Item 1 (summer) has already been met as last summer season there were 76 registered officials and of these 61 officiated most weeks.

Discussion was entered into on what was and was not the responsibility of officials when setting up event sites. It was decided that the officials were responsible for placement of equipment at event sites necessary for warm up and competition but that the hoeing of the horizontal jump pits and the erection of discus/hammer cages was the responsibility of Stadium Management. Athletics SA would, however, carry the cost of the Stadium importing paid staff to carry out this work.

A recruitment leaflet and written career pathway for officials have been produced. The recruitment leaflet was handed out at a Development Day but no expressions of interest have been received.

The condition of the hammer cage was raised and concerns were expressed for the safety of the officials and athletes. Stadium Management has advised that it is addressing issues with the placement of the net and pulley system. Athletics Australia has audited all hammer cages at major stadiums throughout Australia and it has been reported that ours doesn’t adhere to IAAF specifications. I have requested a copy of the audit from Athletics Australia so that modifications can be discussed with Stadium Management.

As the Commission looks forward to a new season I wish to thank its members for their support and participation during the last year.

17 ______South Australia Amateur Walkers Club

Race walkers in South Australia affiliate with two groups that operate competitions –Athletics SA Inc throughout the summer and the South Australian Race Walkers Club who, on behalf of Athletics SA, operate throughout the winter months. This report covers both these competitive periods. Bill Starr, then President of the SARWC INC., prepared the following report for their Annual Meeting conducted in September. Bills report covers both the 2005-2006 Summer season and the 2006 Winter Season. “ This has been a very good year,” as they say in the wine trade. I can also say that about our club, but with some qualifications, eg we are still short on the number of senior walkers. I guess I’ll just have to stick around until some of our present juniors reach the senior age and hope that they are still walking at the time.

Speaking of senior walkers, it was great to have two of our mothers, Gloria Holliday and Rose Stigwood, join the ranks of women walkers- fantastic. Even back in the 80’s there were occasions where mothers and fathers, had races of their own, but I’m happy that Rose and Gloria chose to “mix it” with everyone else.

The club is in a sound financial position, thanks to our fundraising efforts and to Peg and Max and their occasional stand- ins for the barbecue-lolly shop-drinks stall weekly, and also to Marry Crouch and her helpers for the terrific Quiz Night.

In the Australian All Schools’ Championships last December our members scored 4 wins: Paige Hooper (two) and also Tanya Holliday and Steph Stigwood. Aaron Jelfs came third in the Under 14 and Under 16 events and several walkers were just outside the placing’s.

I was thrilled with the huge contingent that we sent to Canberra this year for the LBG Carnival: 29 walkers and numerous parents. It’s a great weekend for getting to know each other better. The racing was spoilt for some of us, me included, by disqualifications but we still hauled in four gold medals: Kim Mottrom in the 10 Mile, Paige U16G 3000m and Tanya (U18 and U20 5000m). Claire Woods was beaten by only 6 seconds in the women’s 10 Mile, and Kim scored our second silver in the Open Men’s 10,000m. There were also two Team silver medals and three Team bronzes. I am not sure how many people did PB’s but Lucy Dunn’s big PB in the U12 earned her a handicap win. Congratulations to all.

One more highlight of our Canberra trip was having in our team two Mt Gambier walkers and two from Alice Springs. I hope everyone enjoyed it enough to want to come again next year.

Results in the 2006 Hobart Nationals included a win in the U16 5000m by Paige, by a massive 1 min margin, and a silver medal to Claire, who was only 6 seconds behind our Commonwealth- Games silver medallist Natalie Saville in the Open 10,000m. Adam Dunn, Dan Crouch, and Lauren Harrington also had good performances.

News has just come to hand that a Submission for funding from the Office for Recreation and Sports has been successful and we have been granted $4,700 for shelter and sporting equipment! I hope the Walkers Club can make use of all of it.

I would like to thank all officials who have helped in the conduct of events, and all the parents who have brought their kids out to walk. I hope you will not mind if I single out two people for special mention: Tonia Lewry and Brian Murphy. These two people began with us as parents of walkers and have stayed on long after their young ones have left us. Tonia has been Treasurer of the walkers club and year round judge for over 20 years and Brian has been winter timekeeper since giving up competition himself. Because of pressure of work Brian will not be able to continue timekeeping for us next year, although he has already been signed up for a “one-off” for next years Federation walks which we are hosting. I take this opportunity to thank Brian sincerely for all his efforts and wish him all the best in his work. I hope he will drop by occasionally.

Thank you all for your efforts during the season Now that Inter Club walks are on Saturdays I may not see some of you until next winter, To which I look forward.
