Time to Increase Public Assistance Funeral Appropriations The New Jersey public assistance funeral and disposition program reimbursement rates Feeling the financial imbalance? of $2,246 for funeral expenses and $524 for cemetery costs have not increased in 10 years. In 1985, the State enacted N.J.S.A. 44:1-157.1, which set public assistance funeral reimbursement maximums at 75 percent of the average cost of a funeral and burial/cremation. The funding disparity between actual reimbursements and this statutory mandate is approximately $45.8 million according to 2017 pricing data collected by the New Jersey State Funeral Directors Association. The proposed State budget for FY 2019 shows that approximately $16.9 million is now set aside to cover the costs of public assistance funerals. Raising this amount by $14.4 million to a total appropriation of $31.3 million allows for an approximate $2,400 increase in the total maximum funeral/cemetery reimbursement rate. There are approximately 6,000 public assistance funerals each year. Although this increase will not completely close the gap in the statutory funding formula, it will help ensure dignified funeral services for eligible decedents.
