The finances of the state of Illinois are in crisis, and we must do better. The time for resolution is now. We are a bipartisan group of House members committed to seeing that happen. There have been many ideas submitted both inside and outside the Statehouse. The key question for any of them is “do they have the votes to pass?” The Senate offers one set of ideas in the form of a grand bargain negotiated by both Democrats and Republicans in that chamber. We believe a solution that can pass the House and Senate and be signed by the Governor needs to include a package of bills that fundamentally addresses the needs of the state, and most importantly provides a normal, full-year budget for our state agencies, schools, and social service providers. Let’s be clear; we aren’t looking at a simple all or nothing vote on a package sent from the Senate. We understand that a package sent from the Senate will not be complete or perfect, and it will change. Our legislative process allows hearings and amendments from both chambers, and we think that’s the best way to negotiate a deal that serves our constituents and the state as a whole. We want to do what we were elected to do; govern the state. To do that we need to pass a budget. We understand a package from the Senate will be complex. Some parts may make members uncomfortable, and that’s not unusual in a negotiated deal. We ask the Senators from both parties to pass the best negotiated package they can, and then we will take up their work in the House. We publicly support the hard work of the Senate and wish to continue their efforts. The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues.

Yet, large inequities still exist in how health plans cover mental health care.1 Many insurers use outdated and discriminatory guidelines to avoid paying for the mental health care and addiction treatment services you are granted under existing federal law. • A recent federal court decision showed how insurers often use flawed criteria/guidelines that are inconsistent with generally accepted standards of care, which are best practices agreed upon by clinical experts.2 • Insurers effectively use these flawed criteria/guidelines as proprietary, “black box” systems to ration or deny coverage formental health and addiction services. • While Illinois requires the use of nonprofit clinical criteria for substance use disorder medical necessity determinations (the “ASAM Criteria”), it has yet to implement this requirement for mental health disorders. THE SOLUTION: In short, you should not be denied mental health care coverage no more than you should be denied coverage for cancer treatment.

The popularity of initiatives such as Online Voter Registration and Election Day Registration, as well as registration and voting for 17-year-olds, proved there is a great desire by voters to take part in the electoral process. This was the first presidential election to include Election Day Registration and voting by 17-year- olds who will be 18-years-old by the General Election – offerings we found to be very popular with suburban Cook County voters. This 2016 Presidential Primary Post-Election Report takes a comprehensive look at the voting totals, trends and statistics during the March primary throughout suburban Cook County. Below is a sample size of the standout primary numbers: • Voting before Election Day – by mail, or during early voting and grace period voting – accounted for 22 percent of all ballots cast in this election. • Early Voting set a new primary record with 113,641 ballots cast in a Presidential Primary. • More than 23,000 suburban Cook County voters took advantage of Election Day Registration. • Nearly 4,400 17-year-olds voted, accounting for 62 percent of the 7,085 who registered to vote. • Donald Trump won 25 of the 30 Suburban Cook County Townships, garnering his best total in Stickney Township, with 62.1 percent of the vote. • Hillary Clinton and Bernie Sanders were separated by just nine votes in Norwood Park Township (Clinton: 1,859; Sanders: 1,850).
