Dear Minister

On behalf of the Board of the Charitable and Social Welfare Fund (Community Benefit SA), I am very pleased to present the Annual Report for the period 2009/10.

12 Board meetings were held throughout the year with two rounds of funding distributed in July 2009 and January 2010. All projects funded by Community Benefit SA are one-off and aim to assist disadvantaged people in the South Australian community. This year saw the funding of 315 one-off projects valued at $3.36m, to non-government organisations delivering services in .

Approximately, two thirds of projects were small grants of under $10,000, reflecting the Board’s continuing priority for smaller grants. The non-government organisations that receive support through small grants continue to provide highly valuable services, despite scarce resources.

An evaluation of the Special Family Support Grants project was undertaken and the Board was pleased to receive reports of success for four out of the five originally funded projects. These projects have made a significant difference to the families who have been supported by the funded agencies. These pilot programs are due to cease in February 2011 and the Board has been active in ensuring the effective transition of vulnerable families to other appropriate services.

In order to help community organisations improve the effectiveness of projects even further, the Board fostered consideration of the role of social innovation. The Board has made some in-roads to developing partnerships with the Australian Centre for Social Innovation (TACSI), Flinders University and the University of South Australia (UniSA) as well as the South Australian Science Policy team in the Science and Information Economy Directorate of the Department of Further Education, Employment, Science and Technology (DFEEST).

Partnership opportunities have included projects funded to community organisations that demonstrate collaboration, for example:

 The South Australian Association of Community Based Child Care Centres was funded $12,600 towards a $37,600 project to employ a part time educator for 26 weeks to establish an innovative early intervention program in partnership with Flinders University to train parents and carers to facilitate normal speech, language and communication development for 300 pre-school children who have high needs and then extend and sustain the program across Adelaide.

 Catherine House received $5,000 towards the final stage of a $36,320 in partnership with UniSA, Helpmann Academy and Arts SA, to support the curatorial activity for the 'chART - Arts for Social Change' project; facilitating self-development for 4 professional artists and 50 women suffering mental health issues and culminating in a public exhibition.

The Board also hosted a successful Social Innovation Forum in July 2010 that was very well received by the sector and attracted 120 participants. The Forum included guest speakers and facilitators from TACSI, Flinders University, UniSA as well as DFEEST. The forum explored the current and future trends of social innovation, provided examples of innovative projects to which Community Benefit SA has contributed and provided an opportunity for networking for community service organisations.

A continuing trend is the high demand on the fund for the upgrading and renovating of community facilities in rural and metropolitan areas. There were a number of extraordinary requests for projects involving out of school hours care, indicating a need for further understanding about the funding arrangements supporting children in community and school based settings. Vehicles and transport in general remained in high demand for the fund and numerous requests were received from new arrival groups from the Northern African and Middle Eastern regions for integration support and community development.

The Board was pleased to support the Homelessness Strategy Division of the Department for Families and Communities to provide expertise and approval authority for the inaugural round of the Homelessness Innovation Fund this year. A total of $100,000 was allocated between six projects, with the funds made available through the National Agreement for Housing Affordability.

As this will be my final report to you as Chair, I wish to place on record my deep appreciation for all Board members I have served with for their diligence and hard work this year and over past years. I also wish to thank the hard-working staff team for their exceptional service in implementing the many tasks associated with the successful operation of the Community Benefit SA grants program. I am also extremely grateful to your Government for giving me the opportunity to serve through this extremely important fund.

The Board In accordance with Section 73B (4) of the Gaming Machines Act 1992:  The Board is to comprise of 5 members “who have between them, appropriate expertise in financial management and charitable or social welfare organisation administration” and “at least 2 of whom are women and 2 are men”.  Board appointments are made by the Minister for Families and Communities.

BOARD MEMBERS Chair Mr Mark Henley - B Ec, JP. Manager of Advocacy and Communication, UnitingCare Wesley Adelaide; Life Member, SACOSS; Chair, Heads of Christian Churches Gambling Taskforce; Member, Essential Services Commission of SA Consumer Advisory Committee; Member, SA Responsible Gambling Working Party.

Board Members Mr Declan Andrews – Environmental Consultant and Campaign Coordinator, with experience in the sustainability of Indigenous and rural communities. Producer and director of short films and video productions in Australia and overseas.

Ms Letitia (Tisha) Ashworth – Manager of the bookshop at the Art Gallery of South Australia, Coordinator of texts for Library and University requirements, extensive experience in bookshop operations around South Australia.

Ms Christina (Chris) Birch – Semi-retired public sector employee with extensive experience at senior management level in social justice and women’s issues, transport and road safety. Former Deputy Registrar of Motor Vehicles. Member of Passenger Transport Standards Committee.

Ms Michelle (Shellie) Jones – 21 years experience in the disability field in South Australia, HACC Coordinator, Community Centre Coordinator, Bachelor of Applied Science in Disability Studies, involvement in various school committees and governing councils, committee member of Local Residents Association.

In 2009/2010 this objective was achieved by allocating 35% of the funds to small projects representing 69% of the number of projects.

Examples of Community Value CBSA responds to emerging needs in the community and to the priorities of Government. Some of the characteristics that underpin CBSA projects are community engagement, building sustainability, social innovation and enterprise and creating partnerships. South Australian Strategic Plan Links CBSA also funds 9 types of projects which provide a great deal of flexibility for organisations to meet the needs of communities in new and diverse ways. The CBSA fund aligns with the following 7 targets from the South Australian Strategic Plan (SASP): o Objective 2 - Improving Wellbeing . Target 2.7 Psychological Wellbeing o Objective 5 – Building Communities . Target 5.6 Volunteering . Target 5.7 Aboriginal Leadership . Target 6.10 Housing for people with disabilities

All projects funded by CBSA contribute to at least two SASP targets of addressing Economic Disadvantage (6.5) and improving Psychological Wellbeing (2.7), as these are two issues that directly impact people on low income. Most projects also enhance volunteering as most non government organisations utilise volunteers to assist in the delivery of their services. Community Strengthening Projects Community strengthening involves local people, community organisations, government, business and philanthropic organisations working together in partnership to achieve agreed social, economic and environmental outcomes. It is a process which helps mobilise community skills, energy and resources to achieve social change, stronger institutions, better facilities and infrastructure and improved well being and quality of life.

Strong communities are inclusive, embrace cultural diversity, have strong social networks, have good facilities and infrastructure. Strong communities are safe, resilient, vibrant and confident and encourage their citizens to participate in all areas of life including work, sport, recreation and culture.

The $18,720 grant was provided as a contribution toward a $45,750 project in partnership with the Ian Potter Foundation and Premiers Community Initiatives Fund, to purchase and install playground equipment to expand current community services for 4,520 people per year from a rural, drought affected region, increasing family recreation and entertainment options.

Partnership Projects Since its establishment CBSA has worked in partnership with many key stakeholders to support non government organisations to develop project proposals with joint funding arrangements. Partnerships involve applicant organisations linking or collaborating with other organisations, funding bodies and/or other sectors to create joint projects which yield an enhanced result. Partnerships increase the resources contributed to a project and hence increase the capacity to meet community need. In 2009/10 CBSA funded 94 partnership projects for $1.31 million attracting a further contribution of approximately $3.1 million from applicant organisations and other partners.

A contribution of $39,740 towards a $71,740 project purchased machinery and materials to increase productivity of furniture production plant to transport furniture to the APY lands and around Adelaide metropolitan area in partnership with Job Services Australia. The project will improve emergency relief to meet basic needs of thousands of people per year (50% Aboriginal) and will increase participation in community activities and training for volunteers.

Social Innovation Social innovation refers to new strategies, projects, programs, concepts, ideas, or organisations which meet socially recognised needs that extend and strengthen civil society and provide community benefit. Innovative projects should have the potential to be replicated to other contexts or situations and should involve at least 2 partner organisations which cross sectoral boundaries (for example the community sector, business sector, education, environment, or government).

A $12,600 grant employed a part time Speech Pathology Clinical Educator for 26 weeks and provided resources to establish an innovative early intervention program in partnership with Flinders University. The project will train parents and carers to facilitate normal speech, language and communication development for 300 pre-school children who have high needs attending 3 Community Children's Centres.

Sustainability Many of the projects funded through CBSA are for infrastructure improvements, materials or equipment purchases and facility upgrades. CBSA also provides funds for the delivery of one- off group programs, provision of services to individuals and families or the employment of professionals to support community services agencies in volunteer recruitment, training or retention, fundraising or community development. Proposals involving the establishment of a new ongoing service or program must demonstrate sustainability in order to meet the one- off criteria.

Sustainability, for many grant recipients has been achieved through a range of methods including the development of social enterprises, employment of cost recovery methods, diversifying income streams (eg hire of facilities, expertise or services, charging affordable fees for programs where appropriate), using peer mentoring or train the trainer models, securing corporate or community partners, recruiting and retaining volunteer support and seeking in kind donations.

A $9,000 grant purchased tables and chairs to expand services and establish the Stop 78 Café, a sustainable social enterprise complementing a new hospitality training and development program as part of a $246,000 commercial kitchen and function centre funded by the Australian Government and .

Community Engagement Community engagement is about involving the community in the decision-making processes. It is critical to the successful development and implementation of policies and decisions in government, non-government organisations, the private sector and the community. The aim of community engagement is to improve the planning and delivery of services by making them more responsive to the needs and aspirations of communities. It also aims to strengthen the capacity of communities to identify and act on solutions to local problems.

A $3,750 grant enabled the purchase and installation of "word of mouth technology" to improve existing community services, recreational programs and information sessions, enabling 7,800 community members on low incomes (many of whom are hearing impaired) to participate more fully in community activities at the centre.

Social Enterprise Social enterprise is about bringing people together and using market–based ventures to achieve agreed social outcomes. It is characterised by creativity, entrepreneurship, and a focus on community rather than individual profit. It is a creative endeavour that results in social, financial, service, educational, employment, or other community benefits.

As a part of the focus on Social Innovation, CBSA has been pleased to receive requests for funding to establish a range of social enterprises. Successful applicants demonstrated a good mix of viability of business models as well as extraordinary passion to develop community owned responses to unmet need.

A $17,790 grant employed a part time Project Officer and some operational costs to establish and develop a micro social enterprise cultural African market in Prospect Plaza. The Project Officer will work with stall holders from African communities to equip and resource them with the business skills for the market and link with local businesses.

The African Community Organisation was proactive in responding to the needs of the community and created the market to increase capacity to integrate and enhance economic development. The project was conducted in partnership with Lutheran Community Care who provided management support.

Interaction with community Consultation Each funding round CBSA consults with relevant Government funding and policy bodies to ensure that projects are funded which complement other programs. Organisations consulted in 2009/10 include Multicultural SA, Aboriginal Health Division, Mental Health Services, Arts SA, Office for Youth, Office for Recreation and Sport, Parenting SA, Premiers Community Initiative Fund, Drug and Alcohol Services South Australia and the Department for Families and Communities which includes the Volunteer Unit, Council for the Care of Children, Family and Community Development Program, Office for the Ageing, Home and Community Care Program, Aboriginal and Torres Strait Islander Unit, Disability SA, Families SA local District Centres, Housing SA, and the Supported Accommodation Assistance Program.

Agency Visits In 2009/10 the CBSA Board members and staff conducted a total of 51 agency visits across South Australia. Visiting organisations provides the Board with a practical insight into community need and the variety of responses by organisations to meet those needs.

Workshops In 2009/10 CBSA conducted 14 application workshops in metropolitan and rural areas for 455 participants to assist organisations to make funding applications to the most appropriate funding bodies and develop skills in writing applications.

All workshops are conducted in partnerships with community organisations or local government councils. In 2009/10 CBSA partnered with Community and Neighbourhood Centres and Housing (CANH), Australian Refugee Association (ARA), Multicultural Youth SA (MYSA), Youth Affairs Council SA (YACSA), South Australian Council of Social Service (SACOSS), Multicultural Communities Council (MCC), Migrant Resource Centre of SA (MRC), and Local Councils (Alexandrina, Playford, Port Pirie, Tea Tree Gully and West Torrens).

Continuous Improvement Community Benefit SA aims to continuously improve procedures and processes and has implemented changes to the Application Form and Funding Guidelines to collect appropriate information for assessment, as well as reducing duplication.

Other initiatives implemented this financial year include a streamlined application form and adjustments to the delivery of application workshops to facilitate a better understanding of the funding guidelines and how to fill out the application form.

Accountability statement Feedback from funded organisations suggests that the accountability requirements for project grants are reasonable and the Board is happy with the standard of evaluation and acquittal being provided by organisations. Evaluation reports contain essential information detailing the outcomes for disadvantaged individuals, families and communities. The financial certificate provides a declaration by the organisations that funds have been expended in accordance with the approved contract. To date formal assessments have been conducted of 2,691 one-off projects based on the evaluation reports provided by organisations with 2,415 projects (or 90%) being rated as successful with a medium, high or very high outcome. 1,039 projects (or 39%) exceeding the contracted outcome and being rated in the high to very high categories. Only 276 projects (or 10%) being rated at a lower outcome than expected or were projects that were not completed, with partial funds returned for some projects.

From time to time the Board will seek further reports or gather information through different methods; including telephone interviews or agency visits. 4-5 = Excellent quality outcomes for people in need. Value added outcomes such as, donations from local business, one-off project becomes ongoing, the project work is undertaken by volunteers, large increase in client base or the agency provides more services. Higher numbers than anticipated, unexpected outcomes for the agency and target group. People found employment, undertaken training or transformed their lives in some way. 3 = Contracted objectives met. 1-2=Contracted project objectives partially met. Lower quality outcomes and number of participants than planned. Minor achievement of objectives. The needs of disadvantaged people met to a limited degree, lower number of participants than planned, or project not implemented.

Financial Statement

Statement by the Board of the Charitable and Social Welfare Fund

The Fund was established under section 73B of the Gaming Machines Act 1992 and was developed in response to the impact of the introduction of gaming machines in hotels and social clubs in South Australia. The Fund was established to enhance the level of community support through the metropolitan, regional and rural areas of South Australia by providing financial assistance to community organisations addressing social welfare needs, including those organisations experiencing increased service demands relating to gaming machine use, with special emphasis on:

 The most vulnerable individuals, families and communities who are suffering poverty or hardship and risk breakdown,

 New ways of increasing financial support for organisations which are in the transition from reliance upon gambling related fundraising methods.

During the year ended 30 June 2010, funding totalling $4,000,000 was received and grants totalling $3,902,797 were approved to organisations meeting established criteria. This comprised $544,167 for Special Family Support Grants. Of grants approved by the Board in 2009/10, a total of $80,560 remained unpaid at 30 June 2010, pending acceptance by the recipient organisations.

In accordance with a resolution of the Board of the above Fund we confirm that the attached statement of income and expenditure fairly reflects the results and operations of the Fund for the year ending 30 June 2010.

We also confirm the Fund’s operations and grants made during the year have been in accordance with the aims and objectives of the Fund.

Anxiety Disorders Association Contribute funds to a facilitator and running costs to conduct a 11 week 'A Great Step Forward' and $4,700 Grant (DC) South East Incorporated early intervention cognitive therapy program 'Mind Over Mood' for 30 mental health consumers.
