Housing Need

• The Council is required to identify enough suitable land to provide housing for 5 years. It has recently been confirmed at a planning appeal at ‘Cam’, that Council (DC) have 4 years supply and are also required to provide an additional 20% buffer.

• Stroud District Council have also undertaken a study which shows that there is an annual need of approximately 570 affordable houses for people throughout the Stroud District. (Housing Need Assessment 2010 (Stroud DC)).

• It is clear that there is a substantial shortage of housing to meet the present and future needs of the community within the district of Stroud.

The site lies to the north of the Cotswolds AONB. The purpose of this landscape designation The site and land to the south of the site, is characterised as ‘Settled Unwooded Vale’ in is to ensure the conservation and enhancement of the natural beauty of the Cotswolds. the Gloucestershire Landscape Character Assessment 2006. The landscape consists of soft gently undulating to flat landscape with mixed arable and pastoral land.

Leonard Stanley and Kings Stanley lie to the north, east and west of the site. The historic cores of the villages are distinctive in character, in comparison to the majority of the village which has grown during the late 20th century. Visual Analysis The site lies on pastoral fields to the east of Leonard Stanley and west of Kings Stanley. The existing mature trees along the southern boundary provide a strong green edge to the site.

There are medium distance views south towards the Cotswolds Area Of Outstanding Natural Beauty (AONB) that should be considered within the design. The design should consider views towards the site from the 2 ridge albeit long distance views. 1

Historic Maps

The historic maps below show the proposed site in the context of the growth of The Stanleys over approximately the last 110 years. Prior to 1954 the maps clearly show relatively little significant growth, with both Leonard Stanley and Kings Stanley historic cores visible to the west and east of the site. The 1980 map shows the growth of the two villages to the north, with the addition of residential dwellings on Church Street and St. George’s Avenue. By 1980, the villages appear as one settlement.

The site is sustainably located with easy access to existing community amenities and the public transport network. Amenities include a primary school, high school, doctor’s surgery and local shops. The no. 14 bus service calls at , Stroud and Stonehouse operating from Monday to Sunday. There are additional services at peak times, which increase the frequency to typically every thirty minutes. Bus stops are located within walking distance on Marsh Road and Bath Road.
