You’re standing in what will be Masdar City: a radically innovative development powered entirely by renewable energy. Created by the British architect Norman Foster, the new city will be the centerpiece of the Masdar Initiative, a multi-billion-dollar project to promote Abu Dhabi, the hydrocarbon-rich capital of the United Arab Emirates (U.A.E.), as a hub for alternative energy and sustainability. Masdar City is little more than a dream in the desert today, but the beginnings of Abu Dhabi’s transformation are visible in a field of 25 different solar panels sprouting from the sand near the construction site. The shimmering silicon modules are being run through an 18-month field test to determine which kind of photovoltaic technology will work best in this hot and dusty environment. The winner will help power Masdar City - and, eventually, perhaps much of Abu Dhabi, as scientists here learn to tap a renewable energy source that could ultimately be as powerful as the oil that has made this region so wealthy. “I think there is great potential here,” says project manager Sameer Abu Zaid, as he tours the testing facility, the call to evening prayers echoing over the empty desert. “This is very exciting for us?” What’s happening in Abu Dhabi could be very exciting for the rest of us, too - and very surprising. The emirate is the world’s fifth largest exporter of oil and sixth largest producer of natural gas, making it immensely rich, with per-capita GDP’ of $63,000, compared with $45,000 in the U.S. -

Examined closely, however, the kudos may have been premature. Abu Dhabi’s expensive renewables venture will neither allow the emirate to forgo construction of conventional generation, nor will it provide more than token reduction in carbon emissions growth. The main benefit lies in improving this OPEC oil producer’s international image, which, in the political context of a rentier monarchy, is an important source of domestic legitimacy. -

Masdar Clean Energy- Overview Masdar’s Clean Energy division is a leading developer and operator of utility-scale renewable energy projects, applications providing energy access to communities away from the electricity grid, and energy services consultancy. Since 2006, Masdar has been a catalyst for renewable energy and clean-tech innovation in the MENA region and countries around the world – working with governments and leading businesses. Active in more than 25 countries, Masdar is a global renewable energy leader and one of the largest developers of off-grid solutions in the world. KEY UAE PROJECTS Completed Shams 1, Abu Dhabi (100MW CSP plant) In March 2013, Masdar inaugurated Shams 1, one of the world’s largest concentrated solar power (CSP) plants and the first of its kind in the Middle East & North Africa (MENA) region. Masdar partnered with Total and Abengoa to deliver the 100MW solar thermal project. In January 2016, Masdar purchased Abengoa’s stake in the project. In October 2018, Abu Dhabi Retirement Pensions and Benefits Fund (ADRPBF) purchased a 29 per cent stake in Shams 1. Masdar remains the majority shareholder with a 51 per cent stake. Masdar City 10MW and Rooftop Installation Masdar City uses clean energy generated on site from both the 10MW solar power plant and 1MW rooftop solar panels installed on the Khalifa University of Science and Technology campus buildings, supplying the national grid. Combined, they produce approximately 19,100MWh of electricity annually, displacing 11,450 tonnes of CO2 emissions per year. This is enough to power 500 homes in the UAE for a year. -

Its core is a planned city, which is being built by Masdar, a subsidiary of Mubadala Development Company, with the majority of seed capital provided by the government of Abu Dhabi. Designed by the British architectural firm Foster and Partners and engineering and environmental consultancy Mott MacDonald, the city will rely entirely on solar energy and other renewable energy sources, with a zero waste ecology. It initially aimed to be a sustainable zero-carbon car- free city. This article is a case study about “Masdar City,” a planned carbon-neutral town in Abu Dhabi. Overview and Opportunities for Business January 2017 INTRODUCTION Over the past decade, the U.A.E. has demonstrated a serious commitment to the development of renewable and alternative energy. The U.A.E. is currently installing four major nuclear power plants in the emirate of Abu Dhabi. It is also playing a leading role in solar, wind, and other renewable energy projects both in the U.A.E. and abroad. These initiatives should not be dismissed as mere attempts to bolster the U.A.E.’s public image and international standing. Rather, they are strategic choices by the U.A.E.’s leadership to promote the economic well being of the country and its people.
