Proposed Draft Pastoral Scheme The Bishop of Manchester has asked me to prepare a draft Pastoral Scheme in respect of pastoral proposals affecting the above benefices. I enclose a copy of the draft Scheme. I am sending a copy to all the statutory interested parties, as the Mission and Pastoral Measure requires, and any others with an interest in the proposals. Anyone may make representations for or against all or any part or parts of the draft Scheme (please include the reasons for your views) in writing or by email to reach the Church Commissioners at the following address no later than: Monday, 9th July 2018. For administrative purposes, a petition will be classed as a single representation and they will only correspond with the sender of the petition, if known, or otherwise the first signatory – “the primary petitioner” If the Commissioners do not receive representations against the draft Scheme, they will make the Scheme and it will come into effect as it provides. A copy of the completed Scheme will be sent to you together with a note of its effective date. If the Commissioners receive any representations against the draft Scheme, they will send them, and any representations supporting the draft Scheme, to the Bishop whose views will be sought. Individual representors and the primary petitioner will then receive copies of the Commissioners’ correspondence with the Bishop (including copies of all the representations) and will be told whether a hearing is to be held. They and individual petitioners may comment further. Copies of all of the representations received and associated correspondence will be published on the Commissioners’ website if the matter needs to be considered by the Commissioners. Those making representations should indicate whether they would like an opportunity to speak to the Committee regarding their representations in the event the Commissioners decide a hearing should be held regarding the case. If a hearing is held, anyone may attend the meeting of the Pastoral Committee that considers the case and representors may have an opportunity to speak to the Committee. Otherwise, if a hearing is not to be held, the case will be considered in private and you will be informed accordingly. When the Commissioners acknowledge representations they will let individual representors (and the primary petitioner) know the next few dates of the Committee’s meetings. They will confirm the actual date of any hearing nearer the time. The Pastoral Committee will decide if the draft Scheme should proceed when it considers all the representations on the basis of a paper prepared by the Commissioners’ staff and any points raised at the meeting. If it does so decide, any representor or petitioner against the draft Scheme may seek leave from the Privy Council to appeal against the decision. Simpson, Secretary to the Diocesan Mission and Pastoral Committee SUMMARY OF MAIN PROVISIONS OF DRAFT SCHEME (NOT PART OF THE DRAFT SCHEME) This draft Scheme provides for: the union of the benefice of Rhodes and Parkfield and the benefice of Tonge-cum-Alkrington (their constituent parishes to remain distinct); the appointment of the first incumbent of the new benefice; the transfer of the parsonage house of the benefice of Tonge-Cum– Alkrington to the Manchester Diocesan Board of Finance for diocesan purposes; the disposal of the parsonage house of the benefice of Rhodes and Parkfield; the future patronage arrangements for the new benefice all within the Diocese of Manchester. DRAFT PASTORAL SCHEME This Scheme is made by the Church Commissioners this day of 20 in pursuance of the Mission and Pastoral Measure 2011 (“the 2011 Measure”), the Right Reverend David, Bishop of Manchester, having consented thereto. Union of benefices and alteration of parish names 1. The benefice of Rhodes and Parkfield and the benefice of Tonge-cum- Alkrington in the diocese of Manchester shall be united to create a new benefice which shall be named "The Benefice of Tonge, Rhodes and Alkrington", and the area of the new benefice shall comprise the parish of Rhodes and Parkfield (the name of which shall be altered to “The Parish of All Saints Rhodes”) and the parish of Tonge- cum-Alkrington (the name of which shall be altered to “The Parish of Tonge-cum- Alkrington Saint Michael”), which parishes shall continue distinct. Archdeaconry and deanery 2. The new benefice and its constituent parishes shall belong to the archdeaconry of Rochdale and the deanery of Heywood and Middleton. Designation of first incumbent 3. If immediately before this Scheme comes into operation the Reverend Jacqueline Calow holds an ecclesiastical office in either of the benefices referred to in clause 1 hereof she shall be the first incumbent of the new benefice. Transfer of parsonage house 4. The parsonage house of the benefice of Tonge-cum-Alkrington (known as 184 Kirkway, Alkrington, Middleton M24 1LN), together with the site and appurtenances thereof and the grounds usually occupied and enjoyed therewith, shall without any conveyance or other assurance be transferred to the Manchester Diocesan Board of Finance for diocesan purposes. Disposal of parsonage house 5. The parsonage house of the benefice of Rhodes and Parkfield (known as The Vicarage, 5 Wentworth Close, Middleton, Manchester, M24 4BD), together with the site and appurtenances thereof and the grounds usually occupied and enjoyed therewith, shall without any conveyance or other assurance be transferred to the Manchester Diocesan Board of Finance for disposal in accordance with the provisions of paragraph 8 of Schedule 3 to the 2011 Measure. Patronage 6. Subject to clause 3 hereof, the patronage of the new benefice shall be vested in a special patronage board constituted in accordance with the provisions of the Schedule hereto. Coming into operation of this Scheme 7. If upon the date on which this Scheme is made no person, other than the person referred to in clause 3 hereof, holds an ecclesiastical office under Common Tenure which will be terminated by this Scheme and is in receipt of a stipend and/or other emoluments of office, including accommodation, this Scheme shall come into operation on the first day of the month following the said date; but if on the said date any person, other than the person referred to in clause 3 hereof, holds such an office this Scheme shall come into effect six months thereafter or on such earlier date on which all such offices have been vacated. SCHEDULE TO THE SCHEME Constitution of the Patronage Board The patronage board referred to in clause 6 of this Scheme shall consist of the following in right of their respective offices:- (a) the Bishop of Manchester, who shall be chairman of the board and shall have one vote as a member of the board and a casting vote as chairman; (b) the archdeacon of the archdeaconry to which the benefice shall for the time being belong, who shall have one vote; (c) the incumbent of the benefice of Middleton and Thornham, who shall have one vote; In witness whereof the Church Commissioners have caused their Common Seal to be hereunto affixed. Executed as a Deed by the affixing of the ) ) Common Seal of the Church ) ) Commissioners in the presence of:- ) AUTHENTICATING OFFICER ________________________________________________________________ Notes by the Diocesan office (not forming part of the draft Scheme) The rationale behind the diocesan proposals is as follows: Rhodes and Parkfield is a relatively small benefice of around 4,270 people. The scheme to close Holy Trinity Parkfield came into effect on 11th December 2015, leaving just one worship centre; All Saints Rhodes. At that time, the Deanery Plan was to link Rhodes and Parkfield to Tonge-cum-Alkrington at some point in the future. And so when a new priest, the Reverend Jackie Calow, was licensed Priest in Charge of Tonge-cum-Alkrington on 4th August 2016, she was also licensed as Assistant Curate of Rhodes and Parkfield as a sign of this intention.
