The Chesapeake Open is pleased to have been chosen by U.S. Figure Skating as the designated, Last Chance Event for the Eastern Section 2021 Solo Dance Series.

The Chesapeake Open will be conducted in accordance with the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as any pertinent updates or Technical Notifications which have been posted on the U.S. Figure Skating website. This competition will be using the 2021- 2022 Well Balanced Program Requirements for all Singles, Pairs and Dance events. Compliance with these rules as updated or amended is the sole responsibility of the participants and their coaches. This competition will not be offering Final Rounds.

This competition is open to all eligible, restricted, reinstated or readmitted persons as defined by the Eligibility Rules, and who are currently registered member of a U.S. Figure Skating member club, a collegiate club or who is an individual member in accordance with the current rulebook. Please refer to the current rulebook for non-U.S. citizens.

RINK: The competition will be held at The Gardens Ice House. The IJS competition will be held on an ice surface that measures 100’ x 200’ with rounded corners, and/or an additional surface measuring 85’ x 200’.

COVID-19 INFORMATION AND PROTOCOL

Overall Event • Waivers must be signed in EMS before participating in the Event. This is a USFS requirement. • Masks must always be worn. The only exception: skaters may remove their mask when they step on the ice. Those who violate this policy will be asked to leave the facility immediately. • Temperature will be checked each time you enter the building • There will be NO spectators allowed at this Event • One chaperone (for athletes 17 and under) per registered athlete will be admitted for the athlete’s actual competition time (no access to practice rink). The chaperone must be over the age of 18 and an immediate family member as defined in U.S. Figure Skating’s SafeSport Handbook. • Skate Orders and Results will only be posted Online through EMS. • Medals will be given for 1st – 4th Places and will be presented outside. • Locker Rooms will NOT be available • Come dressed and ready to skate • Social distancing (at least 6 feet apart) must be maintained at all times.

Coaches • Masks must always be worn while in the facility • Temperature will be checked prior to entering the facility • A small hospitality is expected to be available for the Coaches. It will not be the same as in previous years but grab and go snacks will be available. • You will not be allowed to stay in the building between events. If you have another skater already in the building, please alert the Usher. • Only 1 coach will be allowed per skater in the building. • You will be assigned a location to coach from during Practice Ice. Please honor that location.

Schedule A detailed schedule for the competition is available through EMS Competition Portal. Athletes and coaches have designated times for arrival for both competition and practice ice. No individual will have access to the building without appropriate supervision. Ushers will lead athletes to the appropriate locations for off-ice warm up, access to the ice and out of the building.

Building Access and Layout Pathways have been established within the building to minimize footprint and socialization between groups. You will not be permitted access to the building until your designated time per the detailed schedule.

Test Credit Process • Requests for test credit must be made online during registration. • Test credit will be emailed to you no later than 2 hours after your event is complete • If you have any questions during the event about your Test Credit, please email [email protected]

REQUIREMENTS: Age restrictions/requirements: Singles free skate events (well-balanced program) have the following requirements:

Juvenile: Girls – 12 years or younger; Boys – 13 years or younger Open Juvenile: Girls – 13 years or older; Boys – 14 years or older Intermediate must be under the age of 18 Adults must be 21 years or older

All test and age requirements must be met at the date entries are closed. Entrants may skate up one level but may not skate down one level. Skaters are allowed to only compete in one level per type of event. Skaters entering pre-juvenile and lower events will be divided as closely as possible by age should the number of entries warrant more than one group.

ADULT EVENTS: Age classes for all free skate, dramatic entertainment and light entertainment events: • Young Adult: 18 years through 20 years • Class I: 21 years through 35 years • Class II: 36 years through 45 years • Class III: 46 years through 55 years • Class IV: 56 years through 65 years • Class V: 66 years and older • Age classes for all solo and solo pattern dance events: • Young Adult/Class I/II: 18 years through 45 years • Class III/IV/V: 46 years and older

All age classes may be divided or combined depending on the number of entries and at the discretion of the chief referee and/or the competition committee. Men and ladies will be combined in Adult 1 through Adult Bronze free skate events (based on the Adult Competition Series rules), and all levels of solo dance, solo free dance, and dramatic/light entertainment events. Men and ladies will not be combined in Adult Silver and higher free skate events. Athletes in Adult Silver and higher free skate events with no competitor of the same gender in another age class will be offered the opportunity to skate up to the next higher level (if this provides a competitor) or be issued a refund. The chief referee reserves the right to request proof of age.

JUDGING SYSTEM: Refer to the composition of events being offered at this competition for details as to which events will be conducted using the International Judging System (IJS) and those events using the 6.0 system.

CRITIQUES: Critiques will be offered for all Solo Dance Free Dance events and any couple competing in a Free Dance event who is not staying for the accompanying U.S. Figure Skating Ice Dance Camp.

If a skater enters both an IJS and a 6.0 event, the first event is priced as an IJS event (either $295 for combined solo or $175 for singles), the second event is priced as an additional 6.0 event ($100). If a skater enters multiple types of IJS events, the combined and shadow pricing remains the same. Only a single IJS event will be priced as an additional event of $125.

REFUNDS: NO REFUNDS will be granted after the Entry Deadline for any reason, including medical withdrawals, unless an event is cancelled by the Chief Referee.

LATE ENTRIES Late registration deadline July 11, 2021, midnight and subject to a $50.00 fee.

PRACTICE ICE: Practice Ice will be available for purchase on July 21 after the competition schedule is posted. Practice sessions will be assigned where possible in competition groups.

COACHES: To be a credentialed coach at a sanctioned nonqualifying competition, coaches must meet the compliance requirements listed below and verified by the U.S. Figure Skating. Each registered athlete will be allowed ONE coach credential. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential.

If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without proper registration is an ethics violation which is reported to U.S. Figure Skating and PSA.

With EMS, a coach must be included within a skater’s registration or updated through their EMS Skater Portal via “My Coaches.” All coaches declared at the time of registration will be included on the skater’s registration confirmation email. Note, there is no registration approval process within EMS as the data (membership and test level) is tied to the U.S. Figure Skating database. Non-compliant coaches will receive automated email reminders through the start of the competition.

Coach/Choreographer (domestic/non-foreign): ✓ Must be a current full member of U.S. Figure Skating either through a member club or as an individual member. ✓ If 18 years or older, must submit information for, proper payment of $30 and successfully pass a background check. * o The background check will be valid for two seasons, the one in which it was completed plus one additional. ✓ If 18 years or older, must complete annual SafeSport Training. * o The training will be valid for 365 days from date of completion and there is no cost for the training/certification. ✓ Must complete the Professional Coach/Choreographer Coaching Education Requirement (CER) through the Professional Skaters Association (PSA). ✓ Must submit proof of general liability insurance with limits of $1 million per occurrence/ $5 million aggregate. ✓ Must agree to the U.S. Figure Skating Code of Ethics. * ✓ Must complete three waivers: 1) Assumption of Risk, Waiver and Release and Indemnification Agreement, 2) Medical Consent and 3) Name and Likeness Release and Consent Agreement. * ✓ If attending a qualifying competition or traveling as a part of Team USA and/or International Selection Pool (ISP), must be a full member of the Professional Skaters Association (PSA).

Learn to Skate USA Coach (for Compete USA competition only):

✓ Must be a current full member of U.S. Figure Skating either through a member club or as an individual member OR Learn to Skate USA instructor membership ✓ If 18 years or older, must submit information for, proper payment of $30 and successfully pass a background check. * o The background check will be valid for two seasons, the one in which it was completed plus one additional. ✓ If 18 years or older, must complete annual SafeSport Training. * o The training will be valid for 365 days from date of completion and there is no cost for the training/certification. ✓ Learn to Skate USA Instructor Certification completed OR U.S. Figure Skating compliance coach (details above)

Foreign Coach/Choreographer: ✓ Required to present the LOC with a letter from their federation verifying they are a member in good standing.

MUSIC: For the (competition name), online music submission is the ONLY acceptable method to submit program music. We will NOT accept CDs! After you have paid for your events, the system will prompt you to upload your music for each event that requires music. If your music is not available at that time, you can logout of your account and return later to upload your music by going to the 25th Annual Chesapeake Open tab and then selecting “My Music.” Please be sure you are uploading the correct music for the correct event segment. Be careful, for example, not to mix up your short program and your free skate! All music must be uploaded by July 23, 2021, 11:59PM ET via EMS Competition Portal.

The uploaded program music MUST conform to the following specifications: Programs per file: One (1) - Only one event segment program music (e.g. short program, free skate, , free dance, etc.) per file is allowed. File Format: mp3 - The uploaded file music must be an mp3 or m4a file. Simply changing the file extension to “mp3” from another file format is not acceptable. Bit Rate: 192 kbps is requested (bit rates between 128 and 320 kbps will be accepted). Maximum file size: 10 MB Maximum run time: Five (5 minutes) ID3 Metadata (tags): None - The Chief Music Coordinator strongly requests that mp3 files DO NOT contain any ID3 metadata, commonly called tags. This is especially true of any embedded images such as album cover art, picture of the skater, etc. Please, NO EMBEDDED IMAGES! Maximum leader: The Chief Music Coordinator requests that there be NO leader. The leader is the silence between the start of the track and the actual start of the program music. Maximum trailer: The Chief Music Coordinator requests that there be NO trailer. The trailer is the silence between the end of the program music and the end of the actual track.

Backup Music at Event (CDs) In addition to submitting the music online, all competitors/teams must also have at least one (1) backup copy of their competition music on CD, AT RINKSIDE, during the actual competition event segment or official practice. CDs must meet the following requirements:

• In standard Audio CD format (Compact Disc Digital Audio). Other formats, including mp3 are NOT acceptable.

• Clearly marked with a permanent marker (e.g. Sharpie, do NOT use a label or tape) as follows: First Name, Last Name, (Club – Optional but requested), Event, Event Segment and Music Length (e.g. Jane Smith, Acme FSC, Novice Ladies, Free Skate, 3:10 or Synchro Team, Widget FSC, Preliminary, Free Skate, 1:59)

• Each CD may have only ONE (1) music track on it. In the case where a skater competes in both a short program/dance and a free skate/free dance, two (2) separate discs must be available. Any disc with more than one (1) track is NOT acceptable.

• Lead in time (time before the music begins) on CDs may not exceed two (2) seconds.

• Due to the compatibility and reliability reasons, music may NOT be submitted on re-recordable “CD-RW” discs. PLEASE, no CD-RWs!! The Local Organizing Committee (“LOC”), competition officials, and volunteers exercise reasonable care when handling CDs. However, they are not responsible for damage to or loss of any CDs. The LOC is not responsible for CDs not picked up by the end of the competition. Those CDs will be destroyed.

Interruption in Music – U.S. Figure Skating Rule 1403 If, after the competitor/team’s name has been called to compete, there is an issue with the downloaded music or CD provided at the event, the competitor will have up to 3 minutes to rectify the situation with a backup copy of the music on CD. After 3 minutes, the competitor/team will be considered withdrawn. Administrative Fee for Incorrect/Changed Music or Failure to Upload Music The LOC will assess a $25.00 per event for music uploaded after the deadline.

PLANNED PROGRAM

CONTENT FORMS: If you are registering for an IJS event, you are required to complete the Planned Program Element form in EMS Competition Portal by July 23, 2021 11:59PM. Late submissions will be assessed a $15 late fee.

REGISTRATION: The registration desk will open approximately thirty minutes before the first practice session of each day and close 30 minutes after the conclusion of the last event of the day. The registration desk will be located in the lobby of the arena.

AWARDS: Medals will be awarded to all first, second, third and fourth place finishers in each event. Medals will be awarded at the Registration desk.

The skater(s) and dance couple(s) with the highest point total will be awarded with the following trophies: The Chesapeake Open Trophy for the Intermediate Men and Ladies Short Program, the Allan Trophy for the Novice Ladies Long Program, and the President’s Cup Trophy for the Intermediate Free Dance.

LIABILITY: U. S. Figure Skating, The Baltimore Figure Skating Club and the Gardens Ice House undertake no responsibility for damages or injuries suffered by the skaters or officials. As a condition of and in consideration of the acceptance of their entries or participation therein, all entrants, their parents and guardians and officials shall be deemed to agree to assume all risks of injury to their person and property resulting from, caused by or connected with, the conduct and management of the competition, and to waive and release any and all claims which they may have against any officials, the USFSA, The Baltimore Figure Skating Club, The Gardens Ice House and against its Officers, and their entries shall be accepted only on such condition. (See Rule 1600).

The other 2 airports, Washington-Dulles International (40 miles) and Ronald Reagan International (25 miles) are both a reasonable driving distance from the arena and surrounding hotels.

IJS Dance Events: Pattern Dance (Juvenile – Novice), Rhythm Dance (Junior and Senior) and Free Dance (Juvenile – Senior), Adult Pre-Gold, Adult Gold and Adult Masters events will be offered. Solo Dance –This competition is an approved participating competition within U.S. Figure Skating’s National Solo Dance Series. The Pattern Dance Event, the Combined Dance Event and the Shadow Dance Event will be offered at this competition. Please refer to the US Figure Skating website, Programs Tab, Solo Dance Competition Series, Resources for specific information relating to the event categories and their requirements and restrictions. COMPOSITION OF 6.0 EVENTS

Singles – The following Levels will be offered: No – Test, Pre-Preliminary, Preliminary Adult Pre-Bronze and Bronze. Please refer to the Adult Skating page for those events and their requirements and restrictions.

Couples Dance: Pre-Juvenile Pattern Dance and Free Dance and Adult Pre-Bronze, Bronze, Pre-Silver and Silver events. Please refer to the US Figure Skating website, Technical Info tab, Ice Dance for specific information relating to the event categories and their requirements and restrictions.

Showcase – Test and age requirements same as free skating levels. Entry based upon highest Freestyle test, Pattern Dance test or Free Dance test passed. The categories to be competed will include Beginner, High Beginner, No – Test, Pre-Preliminary, Preliminary, Pre-Juvenile, Juvenile, Teen, Intermediate, Novice, Young Adult, Junior, Senior and Adult Pre-Bronze, Bronze, Silver, Gold and Masters for Light Entertainment, Dramatic Entertainment, Duet. 2021 U.S. Figure Skating Solo Dance Series Events

The 2021 Chesapeake Open is a participating competition within the 2021 Solo Dance Series.

The solo pattern dance event, solo combined event and shadow dance events are being offered as part of the 2021 U.S. Figure Skating Solo Dance Series and will be conducted in accordance with the 2021 Solo Dance Series Handbook found at https://www.usfigureskating.org/skate/skating-opportunities/solo-dance

In the event a skater fails to upload their pattern dance music by the music upload deadline as stated in the competition announcement or on the competition website, the local organizing committee or music official may select one of the appropriate tracks (Not the Warm Up Track) from those available on the U.S. Figure Skating Solo Dance Series Music web site for the pattern dance to be competed.

COMPETE USA EVENTS

On the following pages are listed the types of events that will be offered under the umbrella of COMPETE USA. We will be following the rules as described under this program. SNOWPLOW SAM – BASIC 6 ELEMENTS Two format options for the Elements Event: 1. Each skater will perform each element when directed by a judge/referee OR 2. Skater will perform one element at a time in the order listed below (no excessive connecting steps or choreography) Judge/referee directed example: all skaters perform first element before moving on to the next and so on, or each skater performs all of the required elements before moving on to the next skater. • To be skated on 1/3 to 1/2 ice (determined by the LOC) • No music • Divide Snowplow Sam skaters by level (1-4), if registrations warrant • All elements must be skated in the order listed.
