Mumbai, Nov. 6:

The draft Sports Policy of Maharashtra government has stressed upon the need to develop adventure sports in the State, by making optimum utilisation of its geographical variety.

“Geographical situation in Maharashtra is supportive of adventure sports. Development of leadership qualities, courage, persistence, imagination, adventure nature, developing positive team spirit, co-ordination is possible with help of adventure sports,” the draft policy said.

Maharashtra boasts 720 km of seashore, the Sahyadri and Satpuda mountains, plains of , , , Tadoba, Nagzira forests, Lonar Lake and other important places, it says.

According to the draft policy, the State's geographical variety is ideal for adventure sports.

Facilities for water sports can come up at dams, lakes, sea shore, rivers. In mountains, facilities for mountaineering and aero sports can come up. It is possible to develop artificial facilities for adventure sports at sports complex, gardens and tourist centres.

The policy has suggested a survey to be conducted to fix places and accordingly develop the facilities. There is no scheme or government grant now for such activities.

It has also recommended that government give grant to voluntary organisations, local self-governing bodies, sports complex committees and with the help of tourism department, facilities for adventure sports be developed. The draft policy has proposed the establishment of Maharashtra State Adventure Sports Centre.

“Maharashtra players are deprived of facilities for adventure sport. The centre can help to develop facilities of adventure sports, arrange adventure sports and tourism festival and accelerate tourism,” it said.

Organising and regulating adventure sports, training citizens to face disaster and promoting adventure sports will be the other highlights of the centre, the policy states.

Promotion of adventure sports will help to develop adventure nature among the youths and make adventure sports accessible to them. “This will help prepare youngsters to take up sports at international level,” it says.

The policy has also recommended holding competitions, training sessions and practical of adventure sports, instituting an award for adventure sports, giving financial assistance to institutes working for the development of adventure sports.

Fiscal provisions

The Adventure Sports Centre will work as the controlling organisation in the field of adventure sports and for management of this centre and facilities necessary for this centre, financial provision should be made, the policy has said.

The policy has been pending in the Finance and Planning Department for over six months due to lack of clarity in the budgetary provision that needs to be made.

The Chief Minister, Mr Prithviraj Chavan, recently held a review meeting of the policy with the Finance and Planning Department as well as the Sports Ministry.

It was decided that the policy should focus on strengthening infrastructure facilities for development of sports and refrain for additional recruitment, which would put a burden on the state exchequer.

The State Sports Minister, Mr Padmakar Valvi, said he was hopeful that the policy would be put before the Cabinet for discussion soon.

Major Climbing areas in the country

Bouldering and sport route climbing area Antata Ganga: - A place in Kolar district full of hillrocks with numerous boulderings Opportunities. This place is 4 kms from the kolar bus stand. 1. Badami Another North Karnataka place is a favourite among the climbers both in India and abroad. The type of rock here is red sandstone. The crag has miles of sandstone to offer for any climbers, be it a beginner or a professional. How to get there: - Located in north Karnataka about five hours from Hampi. There are buses and trains available from Bangalore, from Mumbai to Bagalkot and Belgaum from Mumbai to Solopur train then Bus to badami, to badami direct bus NWKRTC. Accommodation: - There are numerous inexpensive guest houses and small hotels. There are endless climbing possibilities here, Steep, overhanging boulders to large cliffs offer exciting climbing. Best season would be October to February. 2. Turahalli A place full of boulders of various sizes presenting variety of problems for both the beginner and the practicing Professional. This hillock which is around 10 kms away from the Bangalore city enroute Kanakapura is a land of few acres on the boundary of the Banneraghatta Reserved Forest. How to get there:- On the way to Kanakapura after the KoNana Kunte cross there is a Petrol bunk after 2kms on the left side of the road. There is small road opposite to petrol bunk, which will take you to the Gubba Lala village. From this village Turuhalli village is about l.Skms. And just adjacent to this village is bouldering area. 3. Sawan durga In Kannada Durga means Fort (also Goddess Amba)? This being one of the nine such forts around Bangalore is situated at a distance of around 50kms west of Bangalore near Magadi. How to get there:- Situated at 27kms distance from Magadi. This place is well connected by road from Kunigal (21kms) on Bangalore-Mangalore Highway and from Muddur (31kms) on Bangalore-Mysore Highway. This small township has few hostels. 4. New rocks This is a small bouldering area Bangalore. How to get there:- This place is on the way to Banner Ghatta National park. Near ‘GottiGere’ one has to take a deviation to the right of about 2kms tp reach this spot. This place is around 12+kms from Jaya Nagar in Bangalore. 5. Hampi This place near Hospet was the key place of the Vijay Nagar Empire. How to get there:- From direct VRL travel bus from Mumbai to Hampi or from Mumbai to. Accommodation: - Local guest houses offer Spartan facilities. You can try Mayura KSTDC located in Kamalapura (8kms from Hampi). There are numerous climbing areas around Hampi with amazing boulders. There is a guidebook to the climbing areas around Hampi, which can be procured from the main bazaar. 6. Ramnagar This is called Mecca of Rock climbers and is 40kms away from Bangalore on the way to Mysore. How to get there:- Plenty of State Govt, buses run from Bangalore on the way to Mysore.

1. Dhauj 55km from Connaught place and 10 km past Badhkal take on the Sohna- Ballabgarh road. The rocks stretch out to the left and the right of the lake. Excellent climbing Offers 250 routes of various grades of difficulty, good

beginner’s routes.

Camping: Camping near the lake.

Season: October to March. Dam Dama

65 km away from Delhi on the Delhi-Alwar highway. This is Also a training

area for NSG Commandos.

Camping: Either camp near the lake or book a place in the nearby Haryana

1 . Lado Sarai rocks Situated between Qutab Minar and Saket, in a park. They

Six km from the town. There are some interesting climbs. The hike to the spire

Mumbai (Maharashtra) There are innumerable climbing areas on the

Western Ghats and many exciting climbs on the pinnacles around Mumbai. The

following areas provide convenient and safe climbing. 1. Kanheri Caves, Borivili National park - The boulders in the Borivili National park offer some interesting climbs. 2. M um bra Boulders — It tales about 30 minutes to walk to the base of the Mumbra Boulders which lie above the town on the right-hand end. The nursery boulders have some interesting problems to offer and are ideal for beginners. 3. M anori Rocks — Between Manori beach and Gotai beach. The main stack is called the 'Camel'. The rocks are between four and 10 meters high. They are of good quality and have something to offer for everyone. 4. A. TERRETRIAL ADVENTURE SPORT

• Mountaineering / Mountain climbing:

There are three types of mountain climbing. In the easiest, participants merely hike along trails to the top of a particular mountain. The trails generally are not very steep, and the mountin is relatively small rock climbing takes place on steeper slops and longer mountains. Participants generally have to ascend on hands and feet, employing special equipment that may include thick rubber soled boots or other special shoes, rope and steel spikes, known as pitons, that are driven into the rock as an aid to climbing. As you may be aware, the Ministry of Youth Affairs and Sports had instituted National Adventure Awards in 1993 with a view to giving due recognition to the achievements made by persons in the field of adventure. The awards have been renamed as “Tenzing Norgay National Adventure Awards”.

2. Ordinarily, not more than one award each is conferred for adventure activities on land, sea and air. A provision has also been made for giving one award for “Life Time Achievement” in the field of Adventure. The scheme containing rules and regulations and prescribed proforma in which recommendation is to be made is enclosed herewith.

3. Recommendations for the Awards can be made by the Youth/Sports Department of the State Govemment/UT Administrations concerned or a recognized adventure Institute like Indian Mountaineering Foundation or by the Adventure Promotion Cell of the Army/Navy/Air Force or Indo- Tibetan Border Police or similar other para-military forces. All nominations in respect of serving personnel of Army/Navy/Air Force, should come only through their respective Adventure Cell/Directorate.

4. I shall be grateful if you could kindly send the nominations for the “Tenzing Norgay National Adventure Awards for the year 2010” in respect of persons having exceptional achievements alongwith their bio­ data and a brief write-up in the prescribed proforma, certifying the achievements recorded by them during the last three years including those recorded upto 31.12.2010 for consideration. You are also requested to send nominations of the disabled persons who have got outstanding achievements in adventure activities. In support of achievements of the persons concerned, voluminous information i.e. paper cutting books etc. need not be enclosed with the applications while sending their nominations. The details of achievements in two three pages should be sent either in Hindi or English duly certified.

5. While recommending the nominations for the year 2010, the performance of the persons in adventure activities for the last three years i.e. 2008, 2009 and 2010 may be taken into account. If documents submitted by the persons in vernacular, a translated version of their achievements must be attached either in Hindi or English.

6. The nominations complete in all respect may please be sent so as to reach the undersigned positively by 31.03.2011. The nominations, received after the stipulated date are liable to be rejected.

(Signature) with office Seal of the Recommending Authority Place: Date: TENZING NORGAY NATIONAL ADVENTURE AWARD The objectives of the Award are: - To recognize the achievements of persons in the fields of adventure. - To encourage young people to develop the spirit of endurance, risk-taking, cooperative teamwork and quick, ready and effective reflexes in challenging situations. - To provide incentive to the young people for getting exposed to the adventure activities. - The Status of the Award will be same as Arjuna Awards conferred in the field of sports by the Ministry of Youth Affairs and Sports Recommendations for the Tenzing Norgay National Adventure Awards as per format can be made by the Youth/Sports Department of the State Government concerned, or a recognized adventure institute like Indian Mountaineering Foundation or by the Adventure Promotion Cell of the Army/Navy/Air Force or Indo-Tibetan Border Police or similar other para-military forces. All nominations in respect of serving personnel of Army/Navy/Air Force should only come through their respective Adventure Cell/Directorate. The Ministry of Youth Affairs and Sports can also nominate any person on its own or seek nominations from such other organisations/agencies as are deemed fit, for this award. The followings are the salient features of the Tenzing Norgay Adventure Award:- - Ordinarily not more than one Award each will be made for adventure activities on Land, Sea and Air. A lifetime achievement award may also be conferred in a year. This Ministry may increase the number of awards in a particular year for specific reasons recorded in writing and with the approval of the Minister of Youth Affairs and Sports. - Entries will be received in a prescribed proforma giving the past performances of the persons recommended in general and for the year of the Award in particular within such date as is specified on year to year basis. The last date of entry may be relaxed at the discretion of the in exceptional cases. - Government of India will set up a Special Committee to scrutinize all the entries received as above and make its recommendations to a National Selection Committee to be headed by the Secretary (Youth Affairs). To be eligible for the Award, a person should have excellent performance and have outstanding qualities of leadership, a sense of adventure discipline. The decision of the Government of India in respect of the Award will be final. The Award will consist of: o A bronze statuette; o A blazer with a silken tie/a saree; o A cash award of Rs.5,00,000/- or the same amount as for Arjuna Award for that particular year. (The Awards will be presented to the winners along with Arjun Awards by the Government of India) The Awardees will be reimbursed to and fro air fare and such other fare of conveyance as relevant in the journey through shortest route from his/her place of stay to the place of award ceremony and back; Awardees will also be provided free board and lodging in a suitable place for the award ceremony; During their stay the awardees will be provided 25% of the admissible DA. They will also be provided journey DA as admissible; and One companion with each lady and physically handicapped awardee will be provided with same travelling and board/lodging/DA facilities as that of the awardee herself/himself Canvassing in any form in respect of any entry will render that entry liable to be disqualified. No award will be made for a second time to the same person under same category. ■ The award may be given posthumously if such an occasion arises. Government of India may cancel or annul the award to any person and circumstances which is the opinion of the Government might render such person unworthy of the award and thereupon the recipient shall be required to surrender the statuette. However, the Government of India may restore the award if it decides to withdraw the cancellation or annulment. The decision of the Government of India in respect of interpretation of these rules shall be final and no appeal shall lie against them. A person who is recommended for the Award shall be deemed to have accepted these Rules.
