Executive Summary: Air Quality in Our Area Air Quality in Epping Forest District

Air pollution is associated with a number of adverse health impacts. It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas1,2.

The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion3.

The Council continues to monitor air quality across the district, using nitrogen dioxide as the key indicator. Air quality in the district is reasonably good with only small pockets of elevated concentrations of pollution related to vehicle emissions, which are limited to congested high street areas and busy junctions.

The results for 2019 indicate an overall improvement in nitrogen dioxide concentrations across the district. Only 2 locations showed an increase in concentration, with a further 4 locations reporting similar concentrations to the previous year. The 2 locations that measured an increase in the annual mean concentration were Roundhills, that increased by 1µg/m3, and Netherhall Road that increased by 2 µg/m3. Neither of these locations measured concentrations close to the annual mean objective.

The Council retains one small Air Quality Management Area (AQMA) near the B1393 / Theydon Road junction at Epping, Bell Common. Although the concentration measured here remains above the 40µg/m3 annual mean objective, it has reduced from 64µg/m3 in 2017, to 48µg/m3 in 2019. As this is below 60µg/m3 (the concentration used to determine if the hourly objective is likely to be exceeded) we will be able to consider a revocation of the AQMA in respect of the 1-hourly objective should we continue to measure concentrations at this level. At the start of 2019 additional nitrogen dioxide diffusion tube monitoring was set up at locations to provide additional monitoring where measured concentrations have been close to the objective. Additional locations were erected in the vicinity of Chigwell Hainault Road, on Epping High Street, in the vicinity of the AQMA at Bell Common Epping, and on Ongar High Street. In addition to this, we erected a monitoring location on the façade of Epping Underground Station as we became aware that a residential property may be exposed to elevated concentrations of nitrogen dioxide due to high volumes of traffic in the vicinity.

None of the additional monitoring locations revealed an exceedance of the annual mean objection concentration and therefore no new AQMAs are proposed. Two additional locations were identified where it was considered appropriate to commence monitoring. These were close to residential receptors in the vicinity of Rectory Lane , which experiences high volumes of traffic, and at Nazeing crossroads, where queuing traffic is commonplace. Monitoring started at these locations in January 2020 and the results will be reported in the next Annual Status Report.

The Council continues to work with our partners including Essex County Council and the Environment Agency on environmental protection and air quality matters.

Actions to Improve Air Quality

Because the single largest influence on air quality in the District is from motor vehicles, the Council is generally reliant on national strategies and vehicle emissions regulations for the improvement of air quality.

Whilst we consider the migration to electric vehicles as crucial to the reduction of nitrogen dioxide, we are also actively encouraging road users to turn their engines off rather than allow their engines to idle. We have produced a number of posters which are being rotated around various hotspots in the district to provide a visual reminder to drivers.

The Council is currently reviewing its Air Quality Action Plan with a view to introducing a new range of measures aimed at reducing concentrations of nitrogen dioxide and particulates, both within the AQMA at Epping Bell Common, and across the district. Measures will be aimed at developing appropriate infrastructure to support the anticipated increased uptake in electric and plug-in hybrid vehicles, as well as promoting sustainable transport choices by both local businesses and residents. In addition, we are still exploring possibilities of taking steps that will directly improve the traffic flow at the Epping Bell Common AQMA however we have been unable to progress this at this time.

Conclusions and Priorities

The results from diffusion tube monitoring undertaken show that the annual mean concentration of nitrogen dioxide in the district has reduced or stayed the same during 2019 at all except two locations. One of these was in (where it increased by 1µg/m3), and the other was in Roydon (which showed a 2µg/m3 increase). Annual Mean concentrations at ‘3.Epping Bell Vue’ in the AQMA continue to be

LAQM Annual Status Report 2020 iii Epping Forest District Council elevated due to the amount of road traffic using the B1393, however they decreased for the second year running, where concentrations have reduced from 64µg/m3 (in 2017) to 48µg/m3 (in 2019). Should this result continue to be below 60µg/m3, we will be able to consider amending the AQMA to remove the designation in respect of the 1-hourly mean objective. The results do however continue to show that the annual mean objective concentration is exceeded. No exceedances were identified outside of the Air Quality Management Area where relevant receptors were present.

Particular challenges faced by Epping Forest Council include an ageing bus fleet which provides a rural transport service to the northern half of the district, where the transport network ends. This also means that the motor car remains the first transport choice for many residents.

At present local priorities are aimed at the overall improvement of air quality via a range of methods. These include raising awareness of the impact of log burners, idling vehicles, facilitating the take up of electric vehicles by requiring the installation of charge points as part of the planning process, and changing habits especially with regards to the choice of transport methods. We are developing a new Action Plan in which we hope to introduce a more targeted focus on the AQMA.

Local Engagement and How to get Involved

Get involved – it’s easy! Ride your bike, walk or scoot to work, walk your children to school. Make it fun!

If you must use your car and you are waiting for others or find yourself stuck in traffic, turn your engine off! As well as wasting money and polluting the environment, idling is illegal.

Have you considered updating your vehicle to an electric or plug-in hybrid? There may be grants available to assist with the cost of doing so.

Do you have bonfires or use a log burner at home? Consider composting rather than having a bonfire and where it is available, use gas or electricity to heat your home. If you have no alternative to using a log burner, ensure wood is fully dry to improve combustion and reduce pollution.

1 Local Air Quality Management

This report provides an overview of air quality in Epping Forest District during 2019. It fulfils the requirements of Local Air Quality Management (LAQM) as set out in Part IV of the Environment Act (1995) and the relevant Policy and Technical Guidance documents.

The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where an exceedance is considered likely the local authority must declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. This Annual Status Report (ASR) is an annual requirement showing the strategies employed by Epping Forest District to improve air quality and any progress that has been made.

The statutory air quality objectives applicable to LAQM in England can be found in Table E.1 in Appendix E.

2 Actions to Improve Air Quality 2.1 Air Quality Management Areas

Air Quality Management Areas (AQMAs) are declared when there is an exceedance or likely exceedance of an air quality objective. After declaration, the authority must prepare an Air Quality Action Plan (AQAP) within 12-18 months setting out measures it intends to put in place in pursuit of compliance with the objectives.

A summary of AQMAs declared by Epping Forest District can be found in Table 2.1. Further information related to declared or revoked AQMAs, including maps of AQMA boundaries are available online at https://uk-air.defra.gov.uk/aqma/local- authorities?la_id=99. Alternatively, see Appendix D: Map(s) of Monitoring Locations and AQMAs, which provides a number of maps showing the locations of the Epping Bell Common AQMA (No.2) as well as a number of maps showing the locations of other monitoring sites throughout the district.

We do not propose to make any changes to the Epping Bell Common (No.2) AQMA, and no other declarations are required at this time.

☒ Epping Forest District confirm the information on UK-Air regarding their AQMA(s) is up to date

The Council is working on a comprehensive updated Action Plan. We have been unable to complete this to date due to unavoidable delays with the Local Plan which have prevented major stakeholders from engaging in discussions. We are currently working on a range of general measures to improve air quality across the district and will publish these in the updated Action Plan together with measures to specifically address the AQMA as soon as we are in a position to do so.

2.2 Progress and Impact of Measures to address Air Quality in Epping Forest District

Defra have yet to undertake an appraisal of last year’s ASR as it was submitted recently. This report has been undertaken taking into consideration comments made from the appraisal of previously submitted reports.

Epping Forest District has taken forward a number of direct measures during the current reporting year of 2019 in pursuit of improving local air quality. Details of all measures completed, in progress or planned are set out in Table 2.2. These measures have been funded from existing resources.

Air quality has been a consideration in the Councils emerging Local Plan and greater liaison with regards to development and its impact on air quality takes place as a result.

Epping Forest District Council expects the following measures to be completed over the course of the next reporting year:

➢ Clean Air Day – undertake additional promotional work outside schools, focussing on known problem areas, speaking to parents in vehicles and also raising awareness with the children.

➢ Idling vehicles promotion campaign – Raise awareness of the impacts of idling vehicles and that idling is an offence that may lead to the issuing of an FPN. This is to include commercial vehicles.

➢ Targeted enforcement in respect of idling vehicles (subsequent to promotional campaign), especially of taxis and buses at train stations.

➢ Use of powers granted to nominated officers in respect of the issuing of fixed penalty notices (FPNs) for the idling of stationary vehicles.

➢ Liaising with Epping Forest Conservators and Essex County Council Highways Department in relation to options to improve air quality in the Air Quality Management Area, with the aim of making sufficient progress to continue updating the Air Quality Action Plan.

➢ Liaising with internal departments regarding the emerging Local Plan to ensure that policies facilitate mitigation to protect human health going forward.

➢ Work with Development Control to update standard conditions placed on planning applications, to ensure that they address current and future issues as a result of development.

Epping Forest District Council’s priorities for the coming year are:

➢ Continue liaison with key partners including Essex County Council Highways Department with regards to workable options that will address air quality issues in the Epping Bell Common AQMA. Discussions will be informed by outputs from air quality modelling commissioned by the Council to support the emerging Local Plan. These review the potential for longer term improvements in air quality arising from interventions together with the application of policies proposed in the Plan. As soon as we are in a position to, we will publish a revised Air Quality Action Plan.

➢ Targeted enforcement of idling vehicles where complaints are received and following the promotional campaign

➢ Further enhance our programme of nitrogen dioxide monitoring to ensure that busy and congested roads are fully assessed, and appropriate action can therefore be taken in the event that elevated concentrations are identified.

The principal challenges and barriers to implementation that Epping Forest District Council anticipates facing are:

➢ Availability of land adjacent to the Epping Bell Common AQMA which would facilitate making adjustments to the road network and therefore improve traffic flow throughout the area

➢ Effective partnership working where interests and required outcomes differ.

➢ Financial costs of implementing preferred options for measures to reduce pollution concentrations

➢ Affects of the Covid-19 pandemic. Unknown effects on transport usage and choices made, as well as officers ability to work towards improvement via promotions and enforcement during this time. Will increased working from home lead to a reduction or increase in air pollution?

Progress on the following measures has been slower than expected due to:

➢ Local Plan: The Local Plan was delayed following a legal challenge which prevented it from being submitted.

➢ Air Quality Action Plan update: there are very limited direct actions that will be effective in reducing concentrations of nitrogen dioxide in the Epping Bell Common AQMA. A knock on effect of the delay to the Local Plan is that it has not been possible to progress the possibility of implementing any of these at this time. However, as a result of further assessment of Air Quality in the vicinity due to the content of the Local Plan, it is hoped that this delay will enable better focus and effectiveness of measures.

Whilst the measures stated above and in Table 2.2 will help to contribute towards compliance, Epping Forest District Council anticipates that further additional measures not yet prescribed will be required in subsequent years to achieve compliance and enable the revocation of the Epping Bell Common AQMA No.2. These will be fully considered as part of the new Action Plan, which will be completed as soon as we are able to assess the impact of the emerging Local Plan.

2.3 PM2.5 – Local Authority Approach to Reducing Emissions and/or Concentrations

As detailed in Policy Guidance LAQM.PG16 (Chapter 7), local authorities are expected to work towards reducing emissions and/or concentrations of PM2.5 (particulate matter with an aerodynamic diameter of 2.5µm or less). There is clear evidence that PM2.5 has a significant impact on human health, including premature mortality, allergic reactions, and cardiovascular diseases.

Epping Forest District is taking the following measures to address PM2.5:

Existing / Ongoing Measures:

➢ Authorisation of officers to issue fixed penalty notices in respect of idling vehicles on the public highway (May 2018)

➢ Effective regulation of Part B and Part A2 regulated activities including solvent emission activities.

➢ Investigation of complaints regarding, and regular reviews to search for unpermitted industrial activities.

➢ Investigation of complaints and effective regulation in respect of industrial and domestic bonfires.

➢ Investigation of complaints, provision of information and effective regulation of smoke control areas (Loughton and Waltham Abbey).

➢ Participation in ‘Clean Air Day’ anti-idling promotion initiatives with a focus outside schools.

➢ Consideration of planning applications in respect of dust creation on building sites and appropriate mitigation strategies.

The above measures will link to the Public Health Outcomes Framework Indicator ‘D01 : Fraction of mortality attributable to particulate air pollution’ and help to bring about a reduction in particulate air pollution (PM2.5).

The latest Public Health Outcomes Framework Indicator for Epping Forest shows that the district has a higher percentage of mortality attributed to particulate air pollution than both the and England. The percentage has been tracking above the regional and national percentages by approximately 0.4% and 0.7% respectively in recent years. The percentages for 2018 are as follows:

As Epping Forest District Council do not currently undertake monitoring of particulate matter (either PM10 or PM2.5), we are unable to determine the effectiveness of measures in reducing concentrations of this pollutant. It is anticipated that the measures already being taken in respect of other pollutants will assist in the reduction of both primary PM2.5 and secondary PM2.5.

As the District comprises of a mainly urban south and mainly rural north, the approaches to reduce PM2.5 will differ according to the sources present in the local area. As much PM2.5 within the district will have originated outside of the district, we will continue to work with neighbouring authorities to achieve a consistent approach to air quality improvement.

The district has a number of historical Smoke Control Areas that cover much of the densely populated parts of Waltham Abbey and Loughton. Information and advice is targeted at the residents of these areas as well as encouraging others who enquire with regards to best practice. It is anticipated that the new Environment Bill will provide additional legislation to further improve particulate PM2.5 concentrations which will apply to all residents, not just those in Smoke Control Areas.

The monitoring undertaken in 2019 was a continuation of that undertaken by Epping Forest District Council in 2018 with the following alterations:

The monitoring location at “32. Epping : Underground Station” was set up when we became aware that one of the buildings at this location was a residential property. We were not previously aware of any sensitive receptors here, and as a result of the close proximity to the car park and bus stops, there was a possibility that it would be subjected to elevated concentrations of nitrogen dioxide.

The additional monitoring location at “33. Epping : Copped Hall, Bell Common” was chosen in order to provide further information regarding the distribution of pollutants with distance from the traffic lights next to the AQMA.

The additional monitoring locations in Chigwell were chosen in order to better assess concentrations of nitrogen dioxide at receptor locations around the junction of Fencepiece Road and Manor Road, near to the “1.Chigwell: Hainault Road” monitoring Location. We were asked to undertake this additional monitoring by Defra in feedback from the 2018 Annual Status Report.

The additional monitoring locations in Ongar were chosen in order to better assess concentrations of nitrogen dioxide along the High Street. The original monitoring location “27. Ongar : 131 High Street” was located at a pinch point in the road and had recorded an annual mean concentration within 10% of the objective in its first year of exposure. It was considered that additional monitoring locations along the busy section of the High Street were needed to enable it to be determine if the annual mean objective was likely to be exceeded.

The additional monitoring locations in Epping were chosen in order to better assess concentrations of nitrogen dioxide along the High Street. Parts of the High Street have recorded annual mean concentrations within 10% of the annual mean objective in recent years and we were asked to undertake further monitoring to ensure that we had greater confidence that our results were representative of the situation along this road.

We did not discontinue monitoring at any location at the end of 2018.

The majority of concentrations monitored in 2019 revealed a downward trend across the district. Four sites measured the same annual average concentration of nitrogen dioxide as 2018 (“1.Chigwell Hainault Road”, “2.Epping 15 High Street”, “4. Epping High Street (Ladbrokes)”, & “29.Ongar 3 Bowes Drive”) and two sites (“21. Waltham Abbey Roundhills” and “14. Roydon Netherhall Road”) showed an increase of 1µg/m3 and 2µg/m3 respectively.

No changes to declarations are proposed at this time however if the downward trend continues, this will be considered in the future.

Following concerns raised by members of the public, additional monitoring locations were erected with effect from January 2020. These will provide monitoring of areas not previously included in the programme, where there is frequently heavy and queuing traffic. Two monitoring locations are to be set up near the crossroads in the centre of Nazeing, and a further 2 monitoring locations near sensitive receptors along Rectory Lane in Loughton.

3.1.1 Automatic Monitoring Sites

Epping Forest District did not undertake automatic (continuous) monitoring during 2019. National monitoring results are available at https://uk-air.defra.gov.uk/

3.1.2 Non-Automatic Monitoring Sites

Epping Forest District undertook non- automatic (passive) monitoring of NO2 at 42 sites during 2019. Table A. in Appendix A shows the details of the sites.

3.2 Individual Pollutants

The air quality monitoring results presented in this section are, where relevant, adjusted for bias4, “annualisation” (where the data capture falls below 75%), and distance correction5. Further details on adjustments are provided in Appendix C.

3.2.1 Nitrogen Dioxide (NO2)

Table A.2 in Appendix A compares the ratified and adjusted monitored NO2 annual mean concentrations for the past 5 years with the air quality objective of 40µg/m3. Note that the concentration data presented in Table A.2 represents the concentration at the location of the monitoring site, following the application of bias adjustment and annualisation, as required (i.e. the values are exclusive of any consideration to fall-off with distance adjustment).

An exccedance of the annual mean objective was monitored at the following site:

➢ ‘3. Epping, Bell Vue’ (48µg/m3)

This monitoring location is representative of relevant exposure as it is located on the façade of a residential property. No distance calculation is therefore required for this site. As the concentration recorded is above 40µg/m3 the annual objective for nitrogen dioxide has been exceeded, however as it was below 60 µg/m3 it can be assumed that the hourly objective of 200 µg/m3 has not been exceeded more than 18 times during 2018. This monitoring location is located within the Epping Bell Common AQMA, which has been declared for both an exceedance of the hourly and annual mean objectives. Should the annual mean concentration for nitrogen dioxide continue to be below 60µg/m3, the Council will look to revoke the delcaration of the AQMA for the 1-hourly mean only, however at this time the Council will continue to monitor concentrations in order that a decision as to whether this is appropriate can be made in the future.

No other locations measured an annual mean concentration in excess of the objective, and no further designations are therefore required at this time.

The graph in Appendix A, Figure A.1 shows the trend of monitoring data at ‘3. Epping, Bell Vue’, located within the AQMA. This chart also reflects the recent results that were obtained from the alternative monitoring location during 2015 and 2016. Whilst the result from 2017 did not show an improvement in concentrations compared to 2013 and 2014, the 2018 and 2019 annual mean concentrations have improved signigficantly, being lower than all other results obtained since 2011. This decrease is welcomed and the Council will work towards continued improvement to reduce concentrations to below the annual mean objective.

The remaining graphs in Appendix A, Figures A.2, A.3, and A.4 show trends of monitoring data obtained from Epping, Loughton, and Waltham Abbey. Whilst concentrtions fluctuate over time, there is a continued overall trend in favour of a reduction in nitrogen dioxide concentrations at most sites during 2019.

Appendix C: Supporting Technical Information / Air Quality Monitoring Data QA/QC

Laboratory QA/QC

Socotec Didcot participates in the AIR NO2 PT laboratory performance scheme. Rounds AR030, AR031, AR033, AR034 of the testing scheme cover the monitoring period contained in this air quality status report. Socotec prescribed to 2 sets of tests (2 v 4 test samples on each round). All results were satisfactory, with 87.5% in AR030, and 100% performance in rounds AR031. AR033 and AR034. Bias Adjustment

A bias adjustment factor of 0.75 was calculated based on the co-location studies that fed in the national bias adjustment calculation undertaken by the national Physics Laboratory for tubes produced by Socotec Didcot using a 50% TEA in Acetone preparation. The version of the spreadsheet used was 3/20. Epping Forest District Council does not have a local co-location study.

Annualisation of Data

Where capture was less than 75%, an annualisation calculation was undertaken using data from AURN (Automatic Urban and Rural Network) monitoring stations, results obtained from local monitoring and the Bureau Veritas annualisation tool. The stations that were selected for this comparison were chosen as they were background sites with good data collection in the south and east of England.
