Prayer was offered by Reverend Jim Howland of the First Presbyterian Church in Winterset, Iowa. He was the guest of Senator Appel. The Journal of Monday, April 2, 2007, was approved. HOUSE MESSAGES RECEIVED AND CONSIDERED The following messages were received from the Chief Clerk of the House: MR. PRESIDENT: I am directed to inform your honorable body that the House has on April 2, 2007, passed the following bills in which the concurrence of the Senate is asked: House File 718, a bill for an act relating to cigarette fire safety standards, and providing penalties. Read first time and referred to committee on Human Resources. House File 808, a bill for an act concerning accountability requirements for entities, administrators, and boards created for joint exercise of governmental powers and providing effective dates. The Senate stood at ease at 8:53 a.m. until the fall of the gavel for the purpose of party caucuses. The Senate resumed session at 10:26 a.m., President Kibbie presiding. UNFINISHED BUSINESS (Deferred April 2, 2007) Senate File 573 The Senate resumed consideration of Senate File 573, a bill for an act creating an interim commission on affordable health care plans for small businesses and families and a health care data research advisory council, and providing an effective date, deferred April 2, 2007. 1028 JOURNAL OF THE SENATE 86th Day Senator Hatch offered amendment S–3234, filed by him from the floor to page 1 of the bill. Senator Hartsuch asked and received unanimous consent that action on amendment S–3234 and Senate File 573 be deferred.     IOWA LEGISLATIVE ALERT Issue: The Iowa Academy of Dietetics and Nutrition will hold a Lobbying Workshop and legislator visit on February 22nd, 2017. There is an exemption in the law for licensed physicians and surgeons, nurses, chiropractors, dentists, dental hygienists, pharmacists or physical therapists that make dietetic or nutritional assessments, or give dietetic or nutritional advice in the normal practice of their profession or as otherwise authorized by law. However there is no such exemption for holistic nutrition professionals. The Iowa Academy of Dietetics and Nutrition will be holding a Lobbying Workshop along with meetings with key legislators. Recommendations We should politely disrupt the legislative day and urge policymakers to consider finding ways to open up the practice of nutrition. Specifically, we should call attention to parts of the law that are anticompetitive, and encourage them to investigate whether licensure of dietetics prevents competition, by creating a monopoly for a single profession.

President Biden’s ambitious $1.9 trillion American Rescue Plan will go a long way towards alleviating the significant financial strain COVID-19 has placed on our states, counties, cities, and schools, and the pocketbooks of working families. Working people have been on the frontlines of this pandemic for nearly a year and have continued to do their jobs during this difficult time. Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis.

We only have to look back a few years to see what the difference is between having a Pro-Second Amendment majority and having anti-gunners in charge in Des Moines. We spent years passing good gun bills in the Iowa House only to see them die in committee in Mike Gronstal and Rob Hogg’s Senate. The Iowa Firearms Coalition (IFC) went to work in 2016 and helped flip the Iowa Senate. What difference did it make? In 2017, Iowa passed the most significant Pro-Second Amendment bill in Iowa history. HF-517 accomplishments include: • Short Barreled Rifles/Shotguns • Permit Privacy • Preemption • Stand Your Ground • Emergency Powers • Capitol Carry • Supervised Youth Handgun Shooting • Permit Renewal Improvements • Uniform Permit Format In 2018, we took the first steps necessary to recognize - under strict scrutiny - the right to keep and bear arms into the Iowa Constitution.
