PRESIDENT MICHEL TEMER’S MESSAGE ON THE OPERATION “WEAK FLESH” I have convened a ministerial meeting over the weekend, in order to assess the safety of national and international consumers with regard to the quality of the meat produced in the country. The Government has decided to speed up the audit process in the 21 establishments cited in the Federal Police investigation. Three of these establishments have already been suspended and all 21 will be placed under special inspection regime conducted by a specific task force of the Ministry of Agriculture, Livestock and Food Supply (MAPA). The facts are that among 11,000 employees, only 33 are being investigated. Out of 4,837 establishments subject to federal inspection, only 21 are allegedly involved in irregularities. The objective of the investigation is not the agriculture and livestock defense system in place, whose rigor is widely recognized, but a few conduct deviations. Foreign embassies were assured that all exporting plants remain open to inspections by importing countries and to the monitoring of activities under the national control system, one of the most respected in the world. MAPA will fully cooperate with the current investigations in order to determine eventual misconduct within the agriculture and livestock defense system. The Federal Government manifests its confidence in the quality of the national product, which has been approved by consumers in highly demanding markets around the world in terms of inspection and defense systems. MAPA has a strict inspection service for products of animal origin. The high standard of excellence opened the doors of Brazilian meat to over 150 countries, with permanent auditing, monitoring and risk assessment. In addition to the national controls, products are also subject to local inspection on reaching their destinations. In 2016 alone, 853,000 items of products of animal origin from Brazil were sent to foreign markets and only 184 were considered, by importers, out of compliance, often because of non-sanitary issues, such as labelling and completion of certificates. Brazil: from a global example of food security to back on the Hunger Map Ariel Sepúlveda Sciences Po / PSIA Leaving the Hunger Map was a historical milestone in Brazilian politics, one that is currently under threat due to major cutbacks on social-economic policies in past years. The political instability, along with an economic crisis that the country faces has built the path to where it is now: with 10,3 mi people in food insecurity. This reveals a great contradiction, as Brazil allocates a large part of its food production for export, being the third-largest food producer in the world. In 2014, Brazil was commended internationally, for its great efforts in combating hunger and poverty. For the first time, the country was not featured on the United Nations Food and Agriculture Organisation’s (UN/FAO) Hunger Map, reducing food insecurity by 84% in 24 years. These promising numbers were a result of several food security policies, which improved food access, provided income generation, and supported food production by small farmers. Valor has learned that the companies started talks as if nothing had happened in the last two years, when the investigations of Operation Car Wash upended the industry’s relations with the government, and were sharply rebuked by PPI Secretary Moreira Franco. The companies made an extensive list of requests, but the main one is aimed at the Brazilian Development Bank (BNDES). Shut out of bank loans, the companies want subsidized credit from the development bank. They also want to renegotiate contracts signed when Dilma Rousseff was still president, due to the recession's effects. The government responded by asking them to forfeit their concessions if they are unable to pay. Companies pretended they didn’t understand the initial message and redoubled efforts in the last few days, resorting to patriotic arguments – “Brazil is in crisis,” the “nation” must start investing again and other similar claims. During one such talk, Mr. Franco, who is also under investigation by Car Wash, responded by saying the companies apparently had not understood that Brazil changed and the usual practices of before have become unacceptable now. The construction companies even said they may not bid in the PPI auctions under current conditions.

Understanding Brazil’s Recurring Rocky Road for Leftist Presidents By Mitch Rogers, Research Associate at the Council on Hemispheric Affairs On January 18, 2017, twelve Democratic congresspersons from the U.S. House of Representatives signed a letter addressed to the Ambassador of Brazil to the United States, Sergio Silva do Amaral. The letter expressed “deep concern regarding the current state of democracy and human rights in Brazil,” continuing on to accuse the political factions behind last year’s impeachment of democratically-elected President Dilma Rousseff of protecting corrupt politicians, passing hugely unpopular policies, and attacking political opponents. i Specifically, the letter suggests that former President Luiz Inácio Lula da Silva has been unjustly targeted by both media outlets and judge Sergio Moro due to his continuous political popularity and leadership of Brazil’s Workers’ Party (PT). On January 13, a similar letter was signed in the United Kingdom by various members of Parliament and distributed via the Guardian.ii The letter refers to ongoing persecution against Lula, which began early last year. On March 4, 2016, Lula was detained and questioned by police on charges of corruption. Given there was no reason to believe that the former president would not have gone in for questioning peacefully, many interpreted the “unnecessarily spectacular,” highly- publicized, and forced deposition as a political attack to discredit Lula.iii A week later, São Paulo prosecutors presented weak evidence for charges of money laundering in an attempt to produce a warrant to justify Lula’s “preventative arrest.”iv According to the prosecutors, Lula had not properly declared his ownership of a luxury penthouse at a beach resort in Guarajá, São Paulo.

Dilma Rousseff's impeachment, occurred in 2016, marked the end of an interventionist cycle for the energy sector. Michel Temer's administration was characterized by the extension of the special customs procedure for goods destined for oil activity (Repetro), the opening of pre-salt exploration for foreign companies and the political effort to privatize Eletrobras’ distributors. In the oil segment, Temer’s administration realized, between 2016 and 2018, two bidding rounds for blocks of oil, four sharing rounds for pre-salt, one round of marginal accumulations and also the opening of the permanent round for remaining areas. This period remarks the end of the exclusive participation of Petrobras in pre-salt oil fields, changed by the Law No. 13,365/16. In the following year, the Senate Bill 218/17 reduced the local content for oil exploration – in other words, reduced the percentual of goods and services destined to oil activities to be acquired in the national market. In this meantime, the regulatory agency for oil and gas (ANP) introduced a calendar of scheduled rounds, providing security and previsibility capacity to companies potentially interested in exploring Brazilian oil. At the tributary level, the government won a congressional dispute to extend the validity of the special customs procedure for goods destined for oil activity (Repetro) until 2040, which was previously valid until 2022.
