NATIONAL EMERGENCY OPERATION CENTER (NEOC) TROPICAL DEPRESSION 04F SITUATION REPORT 10 of 19/12/2016 Situation Report No: 10 issued by the National Emergency Operation Centre and cover the period from 2400-0800 hours Monday, 19/12/2016 1.0 HIGHLIGHTS OF THE LAST 8 HOURS Highlights reflected in this sitrep is a continuation of the highlights from the previous sitrep (no. 9) with an addition of a few. A flood warning remains in force for low lying areas in most of the Central Division Flood waters at Rewa River has receded Nausori hospital currently relocated at Vunivivi Methodist Church Hall to return to initial location. RFMF to assist at 7am. Queens Rd is open to motorists except for some places where traffic is directed to a single lane Kings Rd-Korovou Town and the Wailotua Flats are closed due to flooding Waila Pumping Station has burst its banks and nearby settlers have been advised to evacuate to the nearest evacuation centre Team of 10 RFMF Engineers, 1 MOH staff and 4 CND Officers to be deployed to Qamea at 0900hrs to assess landslide and distribute food rations and relief supplies to Dreketi, Togo and Kocoma Village. 2.0 WEATHER BULLETIN Source Weather Update Special weather bulletin no. 37 for flood issued A flood warning remains in force for low lying from RSMC, Nadi @ 6:30am 19/12/16 areas down stream of Rakiraki Town, Navolau Station, Rewa Catchment , adjacent to Rewa bridge station and downstream of Nausori Town, Wailotua Station and areas downstream of Wainibuka river. Weather bulletin issued for the National Weather A strong wind warning remain in force for all land Forecasting Centre, Nadi at 5:30am on Monday areas of Fiji 19/12/16 Marine Weather Bulletin issued from the National A strong wind warning remains in force for all Fiji Weather Forecasting Centre, Nadi @ 1.30am Waters. Monday 19/12/16 Situation: Tropical Depression (TD04F) with central pressure of 1000 HPA was located near 15.8 degrees South latitude and 174.6 degrees East longitude or about 370km Northwest of Nadi or about 290 km West of Viwa Island at 10am on 18/12/16. It has once again become slow moving and anticipated to take a south-westerly track in the next 24-36 hours. 1 3.0 Status Summary 3.1 Evacuation Centres Evacuation Centres in all the four divisions are opened to receive evacuees from affected areas. The table below highlights the total number of active evacuation centres and evacuees accommodated. No. of Evacuation Centres and Evacuees Division Central Northern Western Eastern Total No. of 21 11 6 36 74 Evacuation Centres No. of 566 273 162 362 1,363 Evacuees 3.2 The NEOC continues activation with four shift teams on a 8 hour shift per team until Monday morning when NDMO staff will take over. 3.3 The NEOC will continue to monitor developing situation. 3.4 All Divisional EOC’s are on operation mode until further notice. 3.5 Updates from sectors continue. 4.0 DIVISIONAL PROGRESSIVE UPDATES 4.1 CENTRAL DIVISION Highlights Rain has subsided in many areas of the Central Division Flash flooding and landslides are increasing as a result Evacuation Centres are increasing due to the massive flash floods in Tailevu North Preliminary Agriculture Assessment conducted in Serua/Namosi revealed significant damages were sustained to major marketable commodities including cassava,dalo,ginger,watermelon,kumala and assorted vegetables amounting to $52,545.00 Nausori Hospital to return to initial location as water level at Rewa River has receded and RFMF to assist movement at 7am. A detailed list of the number of evacuation centres and evacuees is attached as Annex 1 4.2 WESTERN DIVISION Highlights Central Business District in the Division continues to operate as normal. All Evacuation Centres with the exception of Barotu Village have closed. Latest Sitrep waited. Tabulated below are the evacuation centres occupied by evacuees. Cloudy weather & heavy rain in the Lomaiviti Group. Kade and Navaga road closed to all traffic Water level have receded and bridges/irish crossing in Koro now open Gau, Batiki and Nairai are experiencing rough seas, occasional showers & some village community still experiencing water problems due to blockage from the main water pipe. They have been advised to use rain water. Waidau crossing is still underwater in Ovalau. Water level at Dakuilomaloma has receded Field Officers to deploy teams to Evacuation Centre and to report on actual number of evacuees still at evacuation centres. Ministry of Agriculture (MOA) to conduct ground initial survey from today for damages in Koro, Gau, Batiki and Nairai. Recommendation on the following: (i) Assistance from NDMO to allocate backup generator to Kadavu and Koro including installation of RT System (ii) Stakeholders meeting (iii) Scoping and costing of damages to infrastructure (iv) Initial Damage Assessment by MOA and other segments of Government at District level. 3 A total of 36 evacuation centres are active in the Eastern Division with a total of 362 evacuees. A detailed list is attached as Annex 3. 4.4 NORTHERN DIVISION Highlights The Central Business District is operating as normal in the whole Northern Division. Bligh Waters Shipping which advised voyage cancellation till further notice. Immediate Food Rations Response will be deployed for Qamea Island tomorrow morning. Nursing Station in Dreketi Village, Qamea Island damaged. Not operational A total of eleven (11) evacuation Centres have received two hundred and sixty seven (267) evacuees including twenty four (24) infants, fifty three (53) children and fifty six (56) adults in the provinces of Bua Cakaudrove in the Northern Division. Detailed list of evacuation centres and evacuees in the Northern Division is attached as Annex 4. 5.0 AGENCY UPDATES Updates from the Fiji Roads Authority (FRA), Water Authority of Fiji (WAF), Fiji Electricity Authority (FEA) and Western Municipal Councils are tabulated below. Division Agency Update Central FRA The latest update on flooding and road status is attached as Annex 5. WAF Water supply status in the Provinces: Naitasiri – No water supply in the Vunidawa area Tailevu - Normal for Wainibuka and Korovou Areas Serua – No water supple due to Dam Blockage Namosi – Water cuts in some areas FEA Part of Naboro areas and Samabula – no power supply and FEA Technicians deployed to carryout emergency repairs. Naitasiri (Vunidawa) – No power for the last 1200 hrs. Currently using gemerator Tailevu – No power for the whole Tailevu North Serua – Normal except for the Makosoi area Other relevant details in the Central Division is attached as Annex 6 Western FRA Increased number of potholes on the road and contractors will carry out remedial work as soon as the weather clears up and motorists advised to drive with extreme caution during this time WAF Rakiraki District: Nakasia Dam and Narara Dam road are inaccessible. Mead road & bridge closed – underwater Qalau road & river is closed – underwater Korotale bridge underwater 4 Qalau Pump underwater Naqoro flat underwater. Ba District: Waica dam still closed due to high turbidity Lautoka District: Navutu pump not working Nadi District: Navakai Sewarage (Waqadra main) – 1 not running. Vaturu dam compressor will operate for 6hrs today and spillway is overflowing but it is no risk to the public since the water level is decreasing from critical level. Sigatoka District: Keiyasi pump was off due to heavy rain. FEA Report from FEA as of 1000hrs that Nadi back road currently have power shut down from 12am to 6pm 18/12/16. Municipal Councils Normal operation in all CBD’s in the Division. Eastern FRA Water level at Dakuilomaloma has receded. Kade to Navaga Rd still closed to all traffic Nakodu to Loma stretch-underwater Bridges and Irish crossings in Koro now opened. Qarani to Nawaikama Rd – closed to all traffic Nawaikama to Yadua-closed to all traffic Qarani to Lamiti-closed to all traffic Machines (D6) approved by FRA to be deployed to Nawaikama, Qarani, Lovu, Vione, Navukailagi, Levukai, Vadravadra and Yadua today for road repairing works Fulton Hogan to conduct survey and repairing works to roads and bridges in Ovalau Vuma and Bureta Crossing have been successfully addressed by Fulton Hogan Hiways to allow access around Ovalau circular road. Northern FRA The following Roads are closed to all traffic: Northcoastal Rd, Taveuni – Underwater Nabouwalu Rd – Datia Hill, Natua-Landslide Rabi Coastal Rd, Rabi-Landslide fully blocked Transinsular Road, Savusavu –Fallen Tree blocking entire road Wainikoro Rd, Labasa – Underwater Siberia Rd, Labasa – Underwater Bulileka Rd, Labasa – Underwater Nakama Crossing,Labasa – Underwater Naduna Rd, Labasa –Underwater Logistics A team of Assessment will be deployed to Qamea Island tomorrow morning to assess and distribute Food Rations and Relief Supplies to Dreketi Village, Togo Village & Kocoma Village. 5 Team consist of 10 RFMF Engineers personnel, 1 Health staff, and 4 CND officers. Team will depart at 0900hrs 19/12 and return on the next day. 6.0 Conclusion The above summarizes reports and highlights received during the 2400hrs to 0800hrs shift, Monday 19th December, 2016.
