1. Issues Settlement Objectives: Support was offered for further development land to be allocated in the settlement (1813). Existing Sites and Development Bids While two submissions supported the retention of M1 site (1063, 1699), another respondent expressed concern about its deliverability, with a number of alternative locations in suggested instead (1539). One respondent submitted a new bid for site NB1813 to be allocated for housing, in order to provide greater clarity that the site could be brought forward for development. No information was provided on the desired number of houses (1813). Two respondents provided factual information on waste water treatment capacity, flood risk and wider environmental issues, in relation to the development bids (1580, 1809).

2. Actions Settlement Objectives While support for further development land to be allocated is noted, subsequent to the approval of the City and Shire Strategic Development Plan, there is no need for further allocations in , unless a local need can be identified. There is no clear local need for further in Blackdog, and none has been identified by the respondent. Existing Sites and Development Bids The technical matters raised by respondents are noted. These issues will be taken into account through the development management process when planning applications are submitted. No further action is required in response to these detailed comments at this stage. Support for the M1 allocation is welcomed. While the concerns about deliverability are noted, the 2014 Draft Housing Land Audit identifies the M1 site as ‘effective’ and therefore capable of contributing toward the housing land. In addition, the 2014 Draft Action Programme shows that the site is progressing, with a masterplan already approved and a planning application for the early release of 48 houses submitted in 2014. The new bid for housing development on NB1813 is noted. This site does not require to be allocated as it is located within the settlement boundary and a planning application could be brought forward under policy SG LSD 4: Infill Development. Policy LSD4 provides sufficient clarity on the sites development potential. In addition, given that the respondent has provided no information on the nature of the development proposed, it is most appropriate to deal with the future use of the site as an application. There is no strategic or local need for further housing in the settlement and therefore no justification for new allocations.

Further consideration should be given to the possibility of over-washing agreed master plans onto settlement maps. 2.
