THE GEORGE CROSS.

GEORGE THE SIXTH, by the Grace of God, of Great Britain, Ireland and the British Dominions beyond the Seas, King, Defender of the Faith, Emperor of India, to all to whom these Presents shall come,

Greeting !

WHEREAS We have taken into Our Royal consideration the m&ny acts of heroism performed both by male and by female persons, especially during the present war : AND WHEREAS We are desirous of honouring those who perform such deeds :

We do by these presents for Us, Our Heirs and Successors institute and create a new Decoration which We desire should be highly prized and eagerly sought after. First: It is ordained that the Decoration shall be designated and styled "The George Cross".

Secondly : It is ordained that the Decoration shall consist of a plain cross with four equal limbs, the cross having in the centre a circular medallion bearing a design showing St. George and the Dragon, that the inscription "For Gallantry" shall appear round this medallion, and in the angle of each limb of the cross the Royal cypher "G. VI" forming a circle concentric with the medallion, that the reverse of the Cross shall be plain and bear the name of the recipient and the date of the award, that the Cross shall be suspended by a ring from a bar adorned with laurel leaves, and that the whole shall be in silver.

Thirdly : It is ordained that the persons eligible for the Decoration of the Cross shall be — (1) Our faithful subjects and persons under Our protection in civil life, male and female, of Our United Kingdom of Great Britain and Northern Ireland, India, Burma, Our Colonies, and of Territories under Our Suzerainty, Protection or J urisdiction; (2) Persons of any rank in the Naval, Military or Air Forces of Our United Kingdom of Great Britain and Northern Ireland, of India, of Burma, of Our Colo• nies, and of Territories under Our Suzerainty, Protection or Jurisdiction, including the Home Guard and in India members of Frontier Corps and Military Police and members of Indian States' Forces and in Burma members of the Burma Fron• tier Force and Military Police, and including also the Military Nursing Services and the Women's Auxiliary Services;

(3) Our faithful subjects and persons under Our protection in civil life, male and female, within, and members of the Naval, Military or Air Forces belonging to, any other part of Our Dominions, Our Government whereof has signified its de• sire that the Cross should be awarded under the provisions of this Our Warrant, and any Territory being administered by Us in such Government.

The Cross is intended primarily for civilians and award in Our military services is to be confined to actions for which purely military Honours are not normally granted. Fourthly : It is ordained that awards shall be made only on a recommendation to Us, for civilians by Our Prime Minister and First Lord of the Treasury, and for Officers and members of Our Naval, Military or Air Forces, as described in the previous Clause of this Our Warrant, only on a recommendation by Our First Lord of the Admiralty, Our Secretary of State for War or Our Secretary of State for Air, as the case may be. 898 THE PALESTINE GAZETTE No. 1130 11th September, 1941

Fifthly : It is ordained that the Cross shall be awarded only for acts of the greatest heroism or of the most conspicuous courage in circumstances of extreme danger, and that the Cross may be awarded posthumously.

Sixthly : It is ordained that every recommendation for the award of the Cross shall be submitted with such description and conclusive proof as the circumstances of the case will allow, and attestation of the act as the Minister or Ministers con• cerned may think requisite.

Seventhly : It is ordained that the Cross shall be worn by recipients on the left breast suspended from *a ribbon one and a quarter inches in width, of dark blue, that it shall be worn immediately after the and in front of the In• signia of all British Orders of Chivalry, and that on those occasions when only the ribbon is worn, a replica in silver of the Cross in miniature shall be affixed to the centre of the ribbon.

Provided that when the Cross is worn by a woman, it may be worn on the left shoulder, suspended from a ribbon of the same width and colour, fashioned into a bow.

Eiglitlily : It is ordained that the award of the George Cross shall entitle the recipient on all occasions when the use of such letters is customary to have placed after his or her names the letters :'G.C".

Ninthly : It is ordained that an action which is worthy of recognition by the award of the Cross, but is performed by one upon whom the Decoration has been conferred, may be recorded by the award of a Bar to be attached to the ribbon by which the Cross is suspended, that for each such additional award an additional Bar shall be added, and that for each Bar awarded a replica in silver of the Cross in miniature, in addition to the emblem already worn, shall be added to the ribbon when worn alone.

Tenthly : It is ordained that the names of all those upon or on account of whom We may be pleased to confer or present the Cross, or a Bar to the Cross, shall be published in the London Gazette, and that a Register of such names shall be kept in the Central Chancery of the Orders of Knighthood. Eleventhly : It is ordained that from the date of this Our Warrant, the grant of the Medal of the Order of the British Empire, for Gallantry, which was instituted and created by His late Majesty King George the Fifth, shall cease, and a recipient of that Medal, living at the date of this Our Warrant, shall return it to the Central Chancery of the Orders of Knighthood and become instead a holder of the George Cross : provided that there shall be a similar change in relation to any posthumous grant of the Medal of the Order of the British Empire, for Gallantry, made since the commencement of the present war. Ttoelfthly : It is ordained that reproductions of the Cross, known as a Miniature Cross, which may be worn on certain occasions by those to whom the Decoration is awarded shall be half the size of the George Cross.

Thirteenthly : It is ordained that it shall be competent for Us, Our Heirs and Successors by an Order under Our Sign Manual and on a recommendation to that effect by or through Our Prime Minister and First Lord of the Treasury, Our First Lord of the Admiralty, Our Secretary pf State for War, or Our Secretary of State for Air, as the case may be, to cancel and annul the award to any person of the George Cross and that thereupon the name of such person in the Register shall be erased : provided that it shall be competent for Us, Our Heirs and Suc• cessors to restore the Decoration so forfeited when such recommendation has been withdrawn. Lastly : We reserve to Ourself, Our Heirs and Successors, full power of annulling, altering, abrogating, augmenting, interpreting, or dispensing with these rules and ordinances, or any part thereof, by a notification under Our Sign Manual. THE GEORGE MEDAL.

Greeting!

WHEREAS We have taken into Our Royal consideration the many acts of great bravery performed both by male and by female persons, especially during the present war :

AND WHEEEAS We are desirous of honouring those who perform such deeds : We do by these Presents for Us, Our Heirs and Successors institute and create a new Medal.

First : It is ordained that the Medal shall be designated "The George Medal". Secondly : It is ordained that the Medal shall be circular in }orm and in silver, that it shall bear on the obverse the Crowned Effigy of the Sovereign, and on the reverse a representation of'St. George slaying the Dragon on the coast of England, the design being circumscribed by the words "The George Medal".

Thirdly : It is ordained that the persons eligible for the Mbdal shall be — (1) Our faithful subjects and persons under Our protection in civil life, male and female, of Our United Kingdom of Great Britain and Northern Ireland, India, Burma, Our Colonies, and of Territories under Our Suzerainty, Protection or Jurisdiction;

(2) Persons of any rank in the Naval, Military or Air Forces of Our United Kingdom of Great Britain and Northern Ireland, of India, of Burma, of Our Colonies, and of Territories under Our Suzerainty, Protection or Jurisdiction, including the Home Guard and in India members of Frontier Corps and Military Police and members of Indian States' Forces and in Burma members of the Burma Frontier Force and Military Police, and including also the Military Nursing Ser• vices and the Women's Auxiliary Services;

Sixthly : It is ordained that Foreign persons shall be eligible for the award of the Medal and that awards to such persons not included under the Third Clause of this Our warrant shall be made only on a recommendation to Us for civilians by Our Secretary of State for Foreign Affairs and for Officers and members of foreign military Forces, by Our First Lord of the Admiralty, Our Secretary of State for War or Our Secretary of State for Air, as the case may be. Seventhly : It is ordained that the Medal shall be worn by recipients on the left breast suspended from a ribbon one and a quarter inches in width, of red, with five equidistant narrow vertical stripes of blue, and that it shall be worn immediately after the King's Police and Fire Services Medal, for gallantry. . Provided that when the Medal is worn by a woman, it may be worn on the left shoulder, suspended from a ribbon of the same width and colour, fashioned into a bow.

THE KING'S POLICE AND FIRE SERVICES MEDAL.

GEORGE THE SIXTH, by the Grace of God, of Great Britain, Ireland and the British Dominions beyond the Seas, King, Defender of the Faith, Emperor of India, to all to whom these Presents shall come,

Greeting!

WHEREAS His late Majesty King Edward the Seventh in consideration of the good services rendered by officers of the Constabulary Forces and by persons serving in Fire Brigades within His Dominions and in Territories under His Protec• tion or Jurisdiction and the heroic acts of courage and instances of conspicuous 11th September, 1941 THE PALESTINE GAZETTE No. 1130 901

devotion to duty of such persons, and being desirous of distinguishing such meri• torious conduct by some mark of His Royal Favour did by Warrant under His Royal Sign Manual dated the 7th -Inly, 1909, institute a new Medal to be awarded for such services as aforesaid :

AND WHEREAS We are desirous of further amending the aforesaid Warrant which was amended by subsequent Warrants under the Royal Sign Manual bearing date respectively the 3rd October, 1916, the 1st October, 1930, the 12th December, 1933, the 25th May, 1936, and the 15th December, 1936, We are graciously pleased to make, ordain and establish the following Statutes for the governance of the said Decoration :

"Firstly : It is ordained that the Medal shall be designated and styled 'The King's Police and Fire Services Medal'.

Secondly : It is ordained that the King's Police and Fire Services Medal shall consist of a circular Medal of silver with the effigy of the Sovereign on the obverse, and shall bear on the reverse a design emblematic of Protection from danger and the words 'For Gallantry' or 'For Distinguished Service' as the case may be and on the rim the name of the person to whom the Medal has been awarded.

Thirdly : It is ordained that the Medal shall only be awarded to those of Our Faithful Subjects and Others who have either performed acts of exceptional courage and skill or exhibited conspicuous devotion to duty as members of a recognized Police or Fire Service within Our United Kingdom of Great Britain and Northern Ireland Our Indian Empire Burma or any of Our Colonies or any territory under Our protection or jurisdiction not being administered by Us in Our Government in any other part of Our Dominions; or within any other part of Our Dominions Our Government whereof has signified its desire that the Medal should be awarded under the provisions of this Our Warrant to members of any such Service within such part, or within any territory under Our protection or jurisdiction being ad• ministered by Us in such Government; and that such award shall be made only on a recommendation to Us by Our Principal Secretary of State for the Home- Department.

Fourthly : It is ordained that the names of those upon whom We may be pleased to confer this Decoration shall be published in the London Gazette, and that a Register thereof shall be kept in the Office of Our Principal Secretary of State for the Home Department. Such Register shall show the name and rank of the person holding the Medal, the Police or Fire Service of which he is or was a member, and particulars of the action for which the Medal has been awarded.

Fifthly : It is ordained that each Medal shall be suspended from the left breast, and the riband, of an inch and three-eigths in width, shall be dark blue with a narrow7 silver stripe on either side and a similar silver stripe in the middle; and in the case of awards for acts of exceptional courage each silver stripe of the riband shall contain a thin red line down the middle.

Sixthly : It is ordained that any act of gallantry which is worthy of recognition by the award of the King's Police and Fire Services Medal, but is performed by one upon whom the Decoration has already been conferred, may, on a recommend• ation to Us hj Our Principal Secretary of State for the Home Department, be recorded by a Bar attached to the riband by ,which the Medal is suspended. For every such additional act an additional Bar may be added and for each Bar awarded a small silver rose shall be added to the riband when worn alone.

Seventhly : It is ordained that it shall be competent for Us, Our Heirs and Successors by an Order under Our Sign Manual and on a recommendation to that effect by or through one of Our Principal Secretaries of State to cancel and annul the award to any person of the above Decoration and that thereupon his name in the Register shall be erased. Provided that if shall be competent for Us, Our Heirs and Successors to restore any Decoration which may have been so forfeited when such recommendation has been withdrawn. And every person to whom the said Decoration is awarded shall, before receiving the same, enter into an agree• ment to return the Medal if his name shall be erased as aforesaid. 902 THE PALESTINE GAZETTE No. 1130 11th September, 1941

Eighthly : It is ordained that Our Secretary of State for the Home Department may make regulations for the carrying into effect of this Our Royal Warrant." All previous Warrants issued in this behalf are hereby revoked except in so far as they are already revoked.

REGULATIONS.

I, THE RIGHT HONOURABLE SIR JOHN ANDERSON, one of His Majesty's Principal Secretaries of State, in accordance with the Eighth Statute of the Royal Warrant of 20th August, 1940, hereby make the following Regulations which shall be ob­ served in submitting recommendations for the award of the King's Police and Fire Services Medal : 1. Unless His Majesty otherwise directs, lists of the names of members of recognized Police or Fire Services, who are recommended for the Medal, shall be submitted by the Secretary of State for the Home Department in the months of May and December in each year.

2. For the purpose of inclusion in any such list, the names of those recom­ mended by the Secretary of State for Scotland, or Dominion Affairs, or the Colonies, or India or Burma shall be forwarded to the Home Office not later than one month prior to the date on which the award is to be made. 3. In special circumstances a recommendation may be made at any time for an immediate award. 4. All recommendations shall state the name and rank of the person recom­ mended, the name of the Police or Fire Service of which he is or was a member, and particulars of the action or service for which the grant of the Medal is recommended. 5. The number of Medals awarded in any one year shall not exceed one hundred and twenty, unless His Majesty is of opinion that special circumstances in any year justify the award of Medals in excess of that number. 6. The qualifications for the grant of the Medal shall be as follows :— (a) Conspicuous gallantry in saving life and property, or in preventing crime or arresting criminals, the risks incurred being estimated with due regard to the obligations and duties of the officer concerned. (6) A specially distinguished record in administrative or detective service, or other police service of conspicuous merit. (c) Success in organising Police or Fire Services, or in maintaining their or­ ganisation under special difficulties. (rf) Special services in dealing with serious or widespread outbreaks of crime or public disorder, or fire. O) Valuable political and secret services. (/) Special services to Royalty and Heads of States. Prolonged service; but only when distinguished by very exceptional ability (/׳>) and merit.

The list appended below shows the order in which Orders, Decorations and Medals should be worn, but it in no way affects the precedence conferred by the Statutes of certain Orders upon the Members thereof. This list was published, under the authority of the Central Chancery of the Orders of Knighthood, in the second supplement to the London Gazette of 18th April, 1941. It is in revision of the list which was published in Palestine in the Official Gazette No. 611 of 9th July, 1936.

NOTE :— The above applies to those Orders of similar grades. When the minia­ ture or riband of a higher grade of a junior Order is worn with that of a lower grade of a senior Order, the higher grade miniature or riband should come first, e.g., the miniature or riband of a K.C.I.E. will come before a C.B., and a G.C.M.G. before a K.C.B. Not more than four Stars of Orders and not more than three Neck Badges may be worn at any one time in Full Dress Uniform.

BARONET'S BADGE. (The Badge is worn suspended round the neck by the Riband in the same manner as the neck badge of an Order and takes precedence immediately after the Badge of the Order of Merit. The Badge is not worn in miniature and the Riband is not worn with Undress Uniform).
