Union St Landmarks Preservation Commission June 28, 2011, Designation List 444 LP-2361 TESTIMONY AT THE PUBLIC HEARING On October 27, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the Crown Heights North II Historic District (Item No. 2). The hearing had been duly advertised in accordance with the provisions of law. Fifteen people spoke in favor of designation, including Brooklyn Borough President Marty Markowitz, Councilmembers Letitia James and Albert Vann, and representatives of Community Board 8, the 1100 Block Bergen Street Association and Garden, Bedford Central Presbyterian Church, Crown Heights North Association, Historic Districts Council, Landmark West, Lincoln Civic Block Association, Municipal Art Society, New York Landmarks Conservancy, and Society for the Architecture of the City. There was no testimony in opposition to the proposed designation. CROWN HEIGHTS NORTH II HISTORIC DISTRICT BOUNDARIES The Crown Heights North II Historic District consists of the properties bounded by a line beginning at the northwest corner of Block 1213 Lot 72 (1109 Bergen Street), extending southerly across Bergen Street to its southern curbline, westerly along the southern curbline of Bergen Street to a point formed by its intersection with a line extending northerly from the western property line of 1100 Bergen Street, southerly along said property line, easterly along the southern property lines of 1100 to 1108 Bergen Street, southerly along a portion of the western property line of 1110 Bergen Street (aka 715 St. Mark‘s Avenue, Block 1220, Lot 19) to a point formed by its intersection with a line extending westerly from the southwest corner of the northern building on Lot 19, easterly along said line, the southern building line of the northern building on Lot 19, and a line extending easterly to the western property line of 1120 Bergen Street, southerly along a portion of the western property line of 1120 Bergen Street, easterly along the southern property line of 1120 Bergen Street, southerly along a portion of the western property line of 1130 Bergen Street and the western property line of 731 St. Mark‘s Avenue (aka 731-751 St. Mark‘s Avenue and 150 New York Avenue) and across St. Mark‘s Avenue to the southern curbline of St. Mark‘s Avenue, westerly along the southern curbline of St. Mark‘s Avenue to a point formed by its intersection with a line extending northerly from the western property line of 744 St. Mark‘s Avenue (aka 744-748 St. Mark‘s Avenue), southerly along the western property line of 744 St. Mark‘s Avenue (aka 744-748 St. Mark‘s Avenue), westerly along the northern property lines of 837 to 833 Prospect Place, northerly along the eastern property line of 827 Prospect Place, westerly along the northern property lines of 827 and 825 Prospect Place, northerly along eastern property line

  • The Invention of Brownstone Brooklyn Suleiman Osman Reviewed By
    67 the true subject is not the place, but the characters that give it life. In teasing out the attitudes, convictions, and values of the gentrifiers, or “brownstoners,” and the many times contradictory impulses that drove them to recreate and “reimagine” a forgotten urban landscape, Osman creates a truly memorable and powerful piece of scholarship. By the end of World War II, the area known as South Brooklyn was a “polycultural, polycentric and polyhistorical cityscape.” Disgusted with the sterility of suburbia and desperate for diversity and “authenticity,” young, highly educated professionals began moving to Brooklyn’s oldest, but now largely depressed, residential district, Brooklyn Heights. A neighborhood ravaged by the flight of wealthy residents to the nascent suburbs in the early 20th century, Brooklyn Heights’ once majestic brownstones were in severe disrepair. While the rehabilitation of these structures and the revitalizing of their urban environment were the most visible elements of this new “brownstoning” movement, its heart and soul was a “do-it-yourself”, counterculture ideology that would have a profound impact on the social, political, and physical environment of the American city. Osman argues that many of these “brownstoners” imagined themselves as urban pioneers building settlements in the wilderness”—out to reclaim, rediscover, and rehabilitate an urban environment lost to decades of decay. Brooklyn Heights quickly became the “birthplace of a new romantic urban ideal”, a jarring juxtaposition to the “dominant modernist ideology of the 1950s.” With Daniel Widis is a first-year DCRP student specializing in Brooklyn Heights providing both the ideological and Placemaking and Real Estate Development.

This report measures the state of parks in Brooklyn. There are many different kinds of parks — active, passive, and pocket — and this report focuses on active parks that have a mix of amenities and uses. It is important for Brooklynites to have a pleasant park in their neighborhood to enjoy open space, meet their neighbors, play, and relax. While park equity is integral to creating One Brooklyn — a place where all residents can enjoy outdoor recreation and relaxation — fulfilling the vision of community parks first depends on measuring our current state of parks. This report will be used as a tool to guide my parks capital allocations and recommendations to the New York City Department of Parks and Recreation (NYC Parks), as well as to identify recommendations to improve advocacy for parks at the community and grassroots level in order to improve neighborhoods across the borough.

This spring, we’ve organized a restoration cleanup and marsh planting at Plum Beach, a section of Gateway National Recreation Area and a major spawning beach for the ancient horseshoe crab. In May and June during the high tides, the crabs come ashore to lay their eggs as they’ve done for millions of years. This provides a critical food source for the many species of shorebirds that are migrating through New York City. Small fi sh such as mummichogs and killifi sh join in the feast as well. JAMAICA BAY RESTORATION PROJECTS: Since 1986, the Littoral Society has been organizing annual PROTECTING OUR MARINE LIFE shoreline cleanups to document debris and create a greater public awareness of the issue.     VOTING RIGHTS IN NEW YORK CITY: 1982–2006 JUAN CARTAGENA* I. INTRODUCTION TO THE VOTING RIGHTS ACT At the time of the 1982 amendments to the Voting Rights Act (VRA) and the continuation of Section 5 coverage to three counties in New York City, the city was at a major crossroads regarding faithful compliance with the mandates of the Act. Just one year earlier in the largest city in the United States, the largest municipal election apparatus in the country was brought to a screeching halt when the federal courts enjoined the Septem- ber mayoral primaries—two days before Election Day—because the city failed to obtain preclearance of new (and discriminatory) city council lines and election district changes.1 The cost of closing down the election was enormous, and a lesson was painfully learned: minority voters knew how to get back to court, the courts would not stand by idly in the face of obvious Section 5 noncompliance and business-as-usual politics would no longer be the same. Weeks later, the Department of Justice (DOJ) would not only of- ficially deny preclearance to the city council plan, but would find that its egregious disregard of the burgeoning African-American and Latino voting strength in the city had a discriminatory purpose and a discriminatory ef- fect.2 In this context, the 1982 extension of Section 5 to parts of New York City should not have seemed so anomalous to a country that continued to * General Counsel, Community Service Society.
