Annual Report from the Parish Council Chair 2019-2021 St Keyne Parish Council Cllr Sally Lewis Welcome & Thank You Firstly, and most importantly, thank you everyone for all your help and work over the past years, and a special note of gratitude to the Councillors, especially to those who are leaving us at election time. New Boundary The Boundary Review has now been completed and the new combined St Keyne and Trewidland Council is in place with four new Councillors, Lindsey Ellis, Sarah Whiting and Angela Woodman for Trewidland and Peter Higgs for the St Keyne Wards. I’d like to show my appreciation to the Dobwalls and Trewidland Councillors, John Dunn, Hugh Francis and Mhairi Mackie who have given so much of their time and experience to help with this huge change. Also, I must welcome back Fran Lewis, Kevin Shovelton and Richard Dorling. I am looking forward to serving with you all. Impact of Covid-19 Up until March 2020 we had a busy and active year, but the Covid 19 pandemic has changed things since then. However, we continue our work diligently although sadly we have not been able to get together in person, our meetings have still taken place regularly using the phone instead. When the pandemic started early last year, our Emergency Plan Team Kevin Shovelton, Fran Lewis and Min Sabulis got together and worked hard to find ways to help the Parish during the first lockdown by finding 20 volunteers to help with doing essential shopping and, perhaps more importantly, and in collaboration with the two Liskeard Surgeries, arranging to collect and deliver prescriptions.

Cllr Pascoe reported that Cornwall Council has elected a new leader, Julian German. Cllr Pascoe attended the Safer A38 meeting and things are moving on, with talks to the Ministers by the local MP. The meeting was also discussed at the recent Community Network Area Meeting. Cllr Pascoe attended the reception for the Cornish Rugby Team, which has won the Beaumont Trophy. Cllr Pascoe said that she had been devastated to learn of the fire at Dobwalls Football Club and has offered her Community Chest Fund to help towards the cost of repairs.

The consultation begins now until the end of February 2018. A discussion followed about parish boundaries. Item 6. Public Participation. Cllr Blee said that the residents of Havett Close have not been contacted by Cornwall Housing regarding the issues raised. The Clerk will chase this up with Cornwall housing. Clerk. The Clerk will also report the ivy overgrowing the garages in Havett Close again. Clerk Cllr Francis reported that a tree has blown down in Trewidland and the trunk has been put in the culvert with the rest of the branches left opposite in the lane. This has caused flooding. The Clerk will report to Cornwall Council Highways.

Full Council – 19 September 2019 Item 22 – Community Governance Review – Update on Stage 2 Stage 2 of the Community Governance Review process has commenced and involves Cornwall Council agreeing draft recommendations for public consultations. This stage is currently envisaged to conclude in December 2019, with a public consultation taking place between then and March 2020. In terms of Bodmin Town Council and the Bodmin Community Network Area, there were no submissions by town and parishes in this Network Area calling for changes. ➢ Blisland – no submission received; ➢ Bodmin – no submission received; ➢ Cardinham – no submission received; ➢ Helland – no submission received; ➢ Lanhydrock Parish Council – no change submission received but sets out its strong sense of its own identity; ➢ Lanivet – no submission received; ➢ Withiel – no change submission received but set out Withiel did not see the need for a governance review at this time and confirmed their position as qualifying as a parish council without the need to be amalgamated. Lanhydrock Parish Council submitted a more detailed response compared to others in its call for no change and outlined its strong and deep sense of its own identity requesting that the traditional governance arrangements remain unchanged. Parish and Town Councils where changes have been requested or are being put forward as options have been asked to make responses to Cornwall Council by 4 October 2019 via the [email protected] e-mail address. Summaries of all submissions across the county have been broken down into packs for each Community Network Area and are published on the Cornwall Council website. The Electoral Review Panel will be holding 10 public engagement meetings across Cornwall in September and early October 2019 to hear views about these submissions, particularly where boundary or significant change is proposed.

The Council notes that you do not consider that sufficient information has been presented to date to demonstrate that the local circumstances of South Cambridgeshire are sufficient to justify an affordable housing threshold lower than that included in the Written Ministerial Statement and now comprising national planning policy. On 12 September 2016, the Council submitted its statement to Matter SC5 – Delivering High Quality Homes, which addressed a series of your questions relating to Policy H/9 Affordable Housing. The Matters and Issues included a question relating to the viability of small scale residential development, but did not raise any wider questions about the appropriateness of the 3 dwelling threshold in the context of the WMS nor was there any discussion at the examination hearings into the justification for departing from the WMS. As such, whilst the Council in its response referred to the Written Ministerial Statement, the Council’s full position as to local circumstance justification was not presented at this stage. Your letter indicates that you would welcome the Council’s comments with regard to the matter of the affordable housing threshold.
