We Call Upon All Local Councils to Carry out New and Joint Traffic Evaluation Studies on the A259 South Coast Road Between Newhaven and Brighton Marina The Big Petition - A259 South Coast Road Congestion (Lewes District Council) Petition 1. We call upon all local councils to carry out new and joint traffic evaluation studies on the A259 South Coast Road between Newhaven and Brighton Marina. 2. We also call upon the councils to carry out an economic impact study of the detrimental effects caused by traffic congestion on the A259 from Newhaven to the Brighton Marina, (particularly at peak times) on the local economy for this area as well as looking at air quality and the quality of life for residents in this whole area. 3. Once the results of these studies have been reviewed we call upon the councils to clearly identify what new physical road infrastructure improvements will be required to meet any identified capacity shortfall, along with a schedule of works for when those improvements will need to be implemented before any further development takes place. 4. We call upon East Sussex County Council, Lewes District Council and Brighton & Hove City Council (keeping the Highway Authority informed) to carry out new and joint traffic evaluation studies on the A259 South Coast Road between Newhaven, Peacehaven, Rottingdean, Ovingdean and Brighton Marina. 5. We also call upon East Sussex County Council, B&HCC; and LDC to carry out an economic impact study of the detrimental effects caused by traffic congestion on the A259 between Newhaven, Peacehaven, Rottingdean, Ovingdean and Brighton Marina, (particularly at the now spreading peak times) on the local economy for this area as well as the impact on the AQMA’s in Newhaven and Rottingdean and the quality of life for residents in this whole area. 6. Once the results of these studies have been reviewed by officers and the public, we call upon East Sussex County Council, Lewes District Council and Brighton &Hove; City Council (keeping the Highway Authority informed) to clearly identify what new physical road infrastructure improvements will be required to meet any identified capacity shortfall, along with a schedule of works for when those improvements will need to be implemented prior to further development taking place. works for when those improvements will need to be implemented prior to further development taking place. There are certain aspects of historical studies which are of concern and require inclusion, clarification and measurements in current studies to address our concern. New studies should include but not be limited to: • Clearly documented capacity calculations for the A259 between Newhaven and Brighton Marina (both on links and junctions) and at key pinch points. These should be in accordance with the Design Manual for Roads and Bridges and at the least, take account of road widths, bus lanes and stops, entry and egress limitations, gradients, bends on roads, visibility and other traffic limitation/ impact circumstances. • Traffic volumes, traffic types and the degree and timing of any over-capacity usage. • Identification and quantification of “rat run” traffic volumes and capacity and the impact on the local communities. • Traffic initiation, destination, purpose and average speeds (current and projected within local development plans). Background information We the undersigned are experiencing and have been experiencing for some years, unacceptable levels of delays and queueing on the A259 South Coast Road between Newhaven, Peacehaven, Rottingdean, Ovingdean and Brighton Marina. We understand that this problem is caused by ever increasing levels of traffic which exceed the capacity of the local road infrastructure. This degree of congestion has adverse safety, economic and health implications that need to be identified and quantified. The related local development plans indicate that further developments are planned which will impact on this local infrastructure and exacerbate the current unacceptable situation. This section of the A259 was included with erroneous base data in the Lewes District Council Core Strategy Local Plan in 2016. Based on a Newhaven travel study in 2010 and subsequent transport modelling. Alex Malins Alex joined Horsham this summer having started out at Crawley Town, during which time he had loan spells at Bognor and Lewes. On his release by the Reds, he joined Lewes on a permanent basis and went on to spend six years at the Dripping Pan, captaining the Rooks and making over 100 appearances for the Sussex side, despite missing the 2018/19 season through injury.

Introduction 1.1 The approach taken to assessing equality impacts is designed to dovetail with the way in which the street lighting programme is being progressed. The overarching programme was agreed by the Lead Member for Economy, Transport and Environment in February 2012 but the specific details of implementation will be decided as the programme is rolled out on an area by area basis alongside local consultation. 1.2 To assess the impacts on equality, we took the following approach: i) A full Equality Impact Assessment was produced in May 2011 (updated May 2012) to assess the impacts across the whole of East Sussex to inform the decision about the overarching programme. ii) We review the East Sussex Equality Impact Assessment every time a scheme is rolled out into a new area, to take into account the local implementation plan and the findings of local consultation. We will consider whether the findings conflict with the conclusions of the Equality Impact Assessment covering East Sussex and if they do, identify local actions to mitigate the issue. 2. Area Profile 2.1 Summary of local demographics1: The area has a slightly older age profile than East Sussex with a higher proportion of people aged over 75 and 85; and slightly fewer (0-14 year old) children. Today the junction of the two cliff-top developments is TOPOGRAPHY marked only by the sudden end of Peacehaven’s gridded street plan, and a pylon. Immediately to th the east of future Peacehaven, the Friars Bay 3.1 20 -century planned town estate was sold to a property speculator in 1910, Harper Bond, with plots being sold from 1911. 3.1.1 Place-name Planning for what was to become Peacehaven began with the competition for the place-name (section 3.1.1) and the distribution of plots. Although the 1916 competition prize was £100, with 50 consolation prizes of building plots, 12,500 entrants were offered prize plots. A charge of three guineas for ‘conveyancing’ reduced take-up of the prize plots to 2,443, each giving Neville a 200% profit on his land purchase costs. The Daily Express sued Neville on behalf of 125 plot-holders, and he was found guilty of fraud, with the plots being deemed worthless. The advent of the First World War prevented any significant work at Peacehaven, and even the initial setting out of streets and plots was undone as the area was commandeered in 1916 by the government for agricultural use and a small airfield (the latter in the western part of the planned town). The pylons of 1916 that mark the eastern and western limits of the Peacehaven estate are the only survivors of this period: two survive at the east end of South Coast Road, just east of Cornwall Avenue, and one survives at the west end, just west of Lincoln Avenue South (Fig.

    The Big Petition - A259 South Coast Road Congestion Petition 1. We call upon all local councils to carry out new and joint traffic evaluation studies on the A259 South Coast Road between Newhaven and Brighton Marina. 2. We also call upon the councils to carry out an economic impact study of the detrimental effects caused by traffic congestion on the A259 from Newhaven to the Brighton Marina, (particularly at peak times) on the local economy for this area as well as looking at air quality and the quality of life for residents in this whole area. 3. Once the results of these studies have been reviewed we call upon the councils to clearly identify what new physical road infrastructure improvements will be required to meet any identified capacity shortfall, along with a schedule of works for when those improvements will need to be implemented before any further development takes place. 4. We call upon East Sussex County Council, Lewes District Council and Brighton & Hove City Council (keeping the Highway Authority informed) to carry out new and joint traffic evaluation studies on the A259 South Coast Road between Newhaven, Peacehaven, Rottingdean, Ovingdean and Brighton Marina. 5.
