My name is Larry Winkler and my wife of 55 years is Pat Winkler. We married as teenagers. In the 1960’s most young men after high school graduation had one thing to look forward to. It came by mail in an US official envelope with the return address, US Army Draft Board. I wanted to move forward with our life and fulfill my military duty, so I joined the Army on March 21, 1966. After boot camp, I was assigned to the 1st Infantry Division in , Germany. After about eight months, a memo was posted on the bulletin board asking for volunteers to be reassigned to the 3rd Amour Division. I volunteered and was assigned to Friedberg, Germany. While serving in the 3rd Amour Division, I learned many things. I learned to keep my mouth shut, learned the meaning of discipline and how important team work was. After serving 13 months in the service, I graduated from the Non Commission Officers Academy and was promoted to Sergeant. After serving two years overseas, I was sent to Fort Carson, Colorado. While there, I was able to further my education at Southern Colorado State.

After being discharged from the military, I returned home to Hialeah, Florida and was hired by the Postal Service. As the years went by, upward mobility for promotions were available. I applied for all opportunities. In 1978, I was appointed Postmaster of Dunnellon. My position as Postmaster required interfacing with the public and employees. The position also required the ability to conduct and review financial reports and work within a prescribed budget. My postal career included the following positions, letter carrier, postal systems examiner, supervisor of postal operations in Okeechobee, Florida, Superintendent of Mails in Delray Beach, Florida, and acting Postmaster of Leesburg Florida. I was the designated Postmaster Trainer for new incoming Postmasters. This included transferring all accountabilities from outgoing Postmasters to the incoming Postmasters. The procedure required a full audit of all finances and properties.

After retiring in 1993, I ran for Mayor of Dunnellon and won. I served three consecutive terms as Mayor. My motto was always TEAM WORK would lead to accomplishments. One of my biggest priorities when I was elected for my first term was to remove the sewer plant perc ponds away from the banks of the Rainbow River. We purchased the land needed and created a spray irrigation field. This project needed TEAM WORK and we got it from the County, State, and Dunnellon. The late Austin Porter was on top of the project at all times. With this completed, we are now able to pipe the waste water to the spray irrigation field. Barehuggers Inc. Fast forward to 2016, I learned that our small City had put itself in a bad financial situation. The City had a 22 million dollar debt service. For two years, the City Council was focused on reducing this horrible debt service. The Council and City Staff spent many, many long hours and accomplished our goal by reducing this debt. TEAM WORK.

My vision is to be able to look over the Rainbow River from one side to the other and see nothing white sand, clear water, fish and wildlife like it was 41 years ago. This will only happen if the City, County, Rainbow River Conservation Group and the State of Florida get on the same page. My vision is to see the State of Florida revisit and appeal the Law that allows the homeowners along the River to rent out homes on the weekends. Until this happens we will never be able to control a capacity count on the River. My vision is NOT to look across the River and see a RV Park or Hotel.
