GMES COMMITTEE (4th Meeting) 4 October 2011 09:30 – 17:00 Berlaymont Building, 200 – 1040 Room Jean REY

1. INFORMATION BY THE CHAIR

The fourth meeting of the GMES Committee took place on Tuesday 4th October 2011 in the Berlaymont Building, rue de la Loi, 1040 Brussels, room Jean REY. It was chaired by Mr Mauro Facchini, Head (Acting) of the GMES Bureau.

The Chair welcomed the participants and introduced the main points of the agenda.

2. APPROVAL OF THE DRAFT AGENDA

The proposed draft agenda has been approved.

3. APPROVAL OF THE MINUTES OF THE PAST MEETING

One delegation requested to include two minor changes. The minutes of the past meeting were approved. The final version will be soon circulated to the Committee members.

4. RULES OF PROCEDURE FOR THE GMES COMMITTEE

The Chair presented the document that has been distributed to delegates. This document has been prepared on the basis of the new Standard Rules of Procedure, following the new "" Regulation adopted in March 2011. The Chair gave a detailed presentation on some clarification points requested by delegates.

The document on the amended version of the Rules of Procedure was adopted by consensus.

5. GMES PROGRAMME: STATE OF PLAY

The Chair informed delegates on the state of play of the GMES programme, with particular reference to the Commission proposal (adopted on 29 June) on the next

6. GIO IMPLEMENTATION: STATE OF PLAY

The Commission provided a short overview on the status of the implementation of the GMES Initial Operations programme with particular reference to the calls that have been published during the summer period on:

– Emergency Management Service –calls published in mid September

– Emergency Service – EFAS –calls published at the end of July

– Land Monitoring service – Pan-EU land cover published at the beginning of August

– Support to GMES actions (User forum, take-up of services and policy studies) – framework call published mid of August.

Evaluations of the calls are planned in the coming months with a signature of the contracts by the end of the year.

7. GMES REGULATION: DRAFT WORK PROGRAMME 2012 (WP2012)

The Commission made a presentation on the main steps required for the work programme adoption, and main WP2012 actions foreseen.

The Chair underlined that this revised version transmitted to delegates includes all comments received by Member States following the User Forum and Committee meetings (on 17 and 18 May respectively) and the comments received by the other Commission services consulted via the formal inter-service consultation (Summer 2011).

During the following discussion, delegates welcomed the text of the draft work programme and expressed their satisfaction concerning the document GC-GMES- 2011/22.

The Committee unanimously adopted a favourable opinion on the draft GMES Work Programme 2012.

8. GMES PROGRAMME: OVERVIEW ON THE OVERALL FUNDING

The Commission presented the information document transmitted to the Committee aiming to respond to the requests received in previous meetings on the need to have an overall programmatic picture on the GMES programme and the corresponding financing resources (GIO, FP7 and ESA).

The document provided an overview of the overall funding of GMES since the early stage of the initiative (1998 Baveno Manifesto) until the end of 2013. It did not address funding perspectives for the next Multi-Annual Financial Framework beyond 2014.

2 9. INFORMATION ON USER FORUM AND SECURITY BOARD

The Commission gave a short overview on the User Forum meeting held on 17 May and Security Board meeting on 30 June 2011.

Delegates welcomed the presentations and invited the Commission to distribute a copy of the minutes of the Security Board.

10. GMES SPACE COMPONENT: ESA LONG TERM SCENARIO

ESA representatives, invited as experts attending the meeting, gave a presentation on the ESA GMES Long Term Scenario and some references to the ESA proposal for the 2012 Ministerial were presented.

11. GMES: CALENDAR OF GMES-RELATED EVENTS

The Chair presented the indicative calendar of the remaining 2011 meetings. An indicative calendar was already prepared and circulated to Member States' representatives at the beginning of September. An updated calendar containing also first meetings in 2012 will be circulated to the GMES Committee delegates. This calendar listed tentative dates of meetings of the GMES Committee, GMES Security Board, GMES User Forum and also of the FP7 Space Programme.

12. AOB

The Chair informed delegates on the workshop on reference data took place on 26 September and the next event will be the User Workshop on Atmosphere scheduled for 27 October.

Next meeting of the GMES Committee is planned at the end of January/early February.

The Chair concluded the 4th GMES Committee and thanked all delegates for their active participation.
