DUDLEY HEALTH AND WELLBEING BOARD Agenda item no. 6 DATE 18 March 2021 TITLE OF REPORT COVID -19 Vaccination Programme Organisation and Neill Bucktin – Dudley Managing Director – Black Country and Author West Birmingham CCGs Purpose To advise the Board of progress with the implementation of the COVID – 19 Vaccination Programme and its future phases Background 1. The Board will be aware that the COVID – 19 vaccination programme began in December 2020 and has utilised capacity in general practice, community pharmacy, Russells Hall Hospital and the Black Country Living Museum. 2. This report sets out progress with the implementation of the scheme and plans for future phases. Key Points 1. The Dudley programme has been based upon 4 separate delivery models. 2. Progress has been made in accordance with the priority cohorts identified by the Joint Committee on Vaccination and Immunisation. 3. At the time of preparing this report, the coverage levels in relation to first doses for those over 65 (cohorts 1 – 5) in the Black Country and West Birmingham CCGs were:- • Dudley CCG - 94% • Sandwell & West Birmingham CCG- 88% • Wolverhampton CCG- 90% • Walsall CCG- 93% 4. The CCG and the Council public health team have reviewed “cohort penetration” and identified areas of lower relative uptake and action is being taken to address these. Emerging issues for 1. Need to ensure that uptake is consistent across all discussion geographies and demographic groups. 2. Need to ensure that people maintain appropriate behaviour post vaccination in terms of “hands, face, space”. Vision 2030 Neill Bucktin – Dudley Managing Director – Black Country and West Birmingham CCGs – [email protected] 1.0 PURPOSE OF REPORT 1.1 To consider progress with implementation of the COVID – 19 Vaccination Programme and its subsequent phases. 2.0 BACKGROUND 2.1 The Board will be aware that the COVID – 19 Vaccination Programme commenced in December 2020 with the NHS leading the vaccination of patients and staff in accordance with the prioritisation recommended by the Joint Committee on Vaccination and Immunisation. This is shown on the attached diagram. 2.2 This report sets out progress to data and potential plans for the remainder of the Programme. 3.0 CURRENT PROGRAMME 3.1 Within Dudley, there are 9 locations from which vaccine is being administered:- • 6 Primary Care Network (PCN) sites (Dudley, Sedgley, Kingswinford, Brierley Hill, Stourbridge and Halesowen) • 1 Community pharmacy site (Wellington Road, Dudley) • Russells Hall Hospital Hub • Black Country Living Museum 3.2 The PCN sites are vaccinating patients from the registered lists of the relevant GP practices. The Hospital Hub is vaccinating health and social care staff. The Wellington Road and Black Country Museum sites are vaccinating patients invited to attend through the receipt of letters from the National Booking Service (NBS). The Black Country Living Museum is a large scale site vaccinating c 1100 patients per day. 3.3 The pace at which the vaccine can be administered is determined by its availability. The Secretary of State for Health and Social Care has described this as “lumpy”. However, from 15 March 2021, vaccine availability will become much more regular and reliable. 3.4 The first phase of the programme has been concerned with the delivery of first doses. The delivery of second doses is due to begin. 4.0 PARTNERSHIP WORKING 4.1 The delivery of the programme has depended upon partnership working involving NHS, Council, Police and voluntary sector partners. This is illustrated by the success of our “roving team” which has vaccinated the Dudley care home population. This has involved colleagues from the CCG, Dudley Group NHS FT, Dudley Integrated Health and Care NHS Trust and the Council. The staff involved were able to meet the national target to secure the speedy vaccination of this vulnerable group. 4.2 Further joint work is now taking place in relation to other vulnerable groups including the homeless and traveller communities. 5.0 CURRENT PERFORMANCE 5.1 As at 8 March 2021, the level of population coverage for the Black Country and West Birmingham CCGs for those aged 65 and over (cohorts 1 – 5) was:- • Dudley CCG - 94% • Sandwell & West Birmingham CCG- 88% • Wolverhampton CCG- 90% • Walsall CCG- 93% For cohorts 1 – 4 coverage for Dudley is 95%. Cohort 5 is nearing 90%. An update on the latest position will be given at the meeting. 5.2 CCG and Council colleagues have met on a weekly basis to review the extent to which coverage has varied between PCNs and within demographic groups. This has identified that vaccine take up in the Dudley and Netherton PCN as well as in Lye and part of Halesowen has been lower than elsewhere. The take up in areas of relative social deprivation is lower and ethnicity is also a key factor. 5.3 Work is taking place to address this through contacting patients with the support of health coaches and local voluntary sector bodies to encourage take up. In addition, the availability of “pop up” sites is being considered. This work will continue throughout the programme. 6.0 NEXT PHASE 6.1 The current target is to vaccinate cohorts 1 – 10 by 31 July 2021. The arrangements for PCNs – what is termed a Directed Enhanced Service (DES) - cover cohorts 1 – 9 and current performance indicates that these cohorts will be completed by 1 June 2021. It appears unlikely that the DES will be extended as the restoration and recovery of primary care continues. Work is taking place to review how existing capacity is utilised to complete the cohorts. A further update will be given at the meeting. 7.0 RECOMMENDATION 7.1 That progress with the implementation of the COVID – 19 vaccination programme be noted. 7.2 That partnership work in relation to enhancing take up in those areas of low uptake be supported.
